YESTERDAY, THE EARLY VOTING BALLOT BOARD MET TO FINALIZE THE COUNTING OF THE RETURNS FOR THE MAY ELECTION.

SO BEFORE YOU IS RESOLUTION 2023-009 THAT HAS ALL OF THE UPDATED PRECINCT REPORTS.

BUT OVERALL, 7,633 CITIZENS VOTED IN THE GRAPEVINE ELECTION.

FOR COUNCIL PLACE FIVE CHRIS COY RECEIVED 5,079 VOTES AND WILLIAM THORSELL RECEIVED 1,356 VOTES . FOR COUNCIL PLACE SIX DUFF O'DELL RECEIVED 4,605 VOTES AND THERESA STRAYER RECEIVED 1,924 VOTES. THEREFORE, THE RESOLUTION BEFORE YOU IS TO STATE THAT ELECTED TO OFFICE IS CHRIS COY FOR COUNCIL PLACE FIVE AND DUFF O'DELL FOR COUNCIL PLACE SIX.

I WAS AT A BOYS SOCCER GAME AT MUSTANG PANTHER STADIUM WHEN THEY ANNOUNCED THAT Y'ALL WERE LEADING IN ONE OF THE PLAYOFF GAMES, SIX TO NOTHING.

AND I SAID TO MY WIFE, I THINK THEY'RE GOING TO WIN THE STATE THIS YEAR.

AND THEY DID.

LADY MUSTANGS WON THEIR 16TH STRAIGHT DISTRICT CHAMPIONSHIP AND FINISHED THE SEASON WITH AN IMPRESSIVE 26 THREE LOSS AND TWO TIES.

THE LADY MUSTANGS PROUDLY REPRESENTED GRAPEVINE DURING THIS THREE WEEK, SEVEN ROUND PLAYOFF PERIOD WITH A 4-0 WIN OVER WICHITA FALLS RIDER AT REGION ONE CHAMPIONSHIP TO ADVANCE TO THE STATE TOURNAMENT AGAIN.

THIS WAS THE TEAM'S SIXTH STATE TOURNAMENT APPEARANCE IN THE THIRD CONSECUTIVE TRIP.

THE PROPERTY IS ALSO PRESENTLY ZONED PID FOR PLANNED INDUSTRIAL DISTRICT.

A QUICK OVERVIEW OF THE TIMELINE FOR YOUR WATER TREATMENT PLANT WAS INITIALLY CONSTRUCTED BACK IN 1959 WITH A MAJOR EXPANSION IN 1980, FOLLOWED BY ANOTHER EXPANSION IN 1989. THAT PARTICULAR PROJECT INCLUDED AN EXPANSION AND A REHAB OF YOUR OPERATIONS BUILDING HAS LEFT IN THAT STATE SINCE THEN.

BEGINNING IN 2022, STAFF INITIATED THE BEGINNING OF THE SPACE UTILIZATION STUDY TO LOOK AT FUTURE NEEDS AND GROWTH FOR THAT FACILITY.

LOOKING AT THE WASTEWATER TREATMENT PLANT WAS INITIALLY CONSTRUCTED BACK IN 1955, A MAJOR EXPANSION IN 1987.

THAT WAS WHEN THE EXISTING OPERATIONS BUILDING WAS CONSTRUCTED.

ANOTHER MAJOR EXPANSION IN 1997 AND AGAIN INITIATED IN 2022, THE SPACE UTILIZATION STUDY FOR THAT FACILITY.

A LITTLE BIT ABOUT THE APPROACH FOR OUR EVALUATION DURING THE DISCOVERY PHASE, WHAT WE DID IS WE TOOK SURVEYS WITH EXISTING STAFF.

WE WANT TO GET A GOOD UNDERSTANDING FOR THE TYPES OF STAFF THAT YOU HAVE WORKING, THE NUMBER OF STAFF THAT YOU HAVE, AS WELL AS THE DIFFERENT FUNCTIONS AND THE ROLES OF THOSE FACILITIES FOR THOSE INDIVIDUALS.

WE TAKE ALL OF THAT.

WE REVIEW WITH OUR EXISTING RECORD DRAWINGS.

WE TAKE AN INVENTORY OF THOSE NEEDS.

AT THAT POINT IN TIME, WE BEGIN TO DEVELOP CONCEPT PLANS, PRESENT THOSE CONCEPT PLANS TO STAFF.

AFTER THAT, WE NARROW DOWN AND HAVE CONVERGED UPON A PREFERRED CONCEPT PLAN MOVING FORWARD.

CURRENT AREA OF FACILITIES IS ABOUT 2500FT², IDENTIFYING A DEFICIT OF ALMOST 5000FT² AT THE WATER TREATMENT PLANT.

LIKEWISE, AT THE WASTEWATER TREATMENT PLANT, I'VE IDENTIFIED A NEED OF ABOUT 10,000FT².

CURRENT AREA IS ABOUT 17,000 WITH A DEFICIT OF ABOUT 8,300FT².

TAKING A LOOK AT THE EXISTING SITE PLAN FOR YOUR WATER TREATMENT PLANT, IF YOU LOOK AT THE RECTANGULAR BUILDING TOWARDS THE CENTER OF THE SCREEN, THAT IS YOUR EXISTING FILTER BUILDING, AS WELL AS OPERATIONS BUILDING TOWARDS THE NORTH HAND SITE.

THAT'S ON THE RIGHT HAND SIDE OF THE SCREEN.

WE'VE GOT A COUPLE OF AD HOC STORAGE FACILITIES OUT THERE THAT THE STAFF HAS IMPLEMENTED AS WELL.

TAKING A LOOK AT THE CONCEPTUAL PROPOSED SITE PLAN, YOU CAN SEE IN THE CENTER, WE'VE EVALUATED EXPANSION OF THE EXISTING FILTER AND OPERATIONS BUILDING. THAT WOULD BE PROPOSED TO BE A MULTI TIER FACILITY.

WE HAVE A NEW DRIVE WE'LL NEED TO REROUTE SOME EXISTING UTILITIES AND THEN FROM THERE YOU'LL HAVE A RAMP THAT WILL REACH DOWN INTO THE BASEMENT LEVEL WHERE YOU'LL HAVE STORAGE AS WELL AS ACCESS TO YOUR FILTER GALLERY.

ALSO OF NOTE ON THE NORTH HAND PORTION OF THE SITE, A PROPOSED DEDICATED MAINTENANCE FACILITY AS WELL.

ZOOMING IN A LITTLE BIT AT YOUR EXPANDED FILTER AND OPERATIONS, BUILDING A COUPLE OF ITEMS OF NOTE, WE'LL HAVE A DEDICATED LABORATORY, A DEDICATED CONTROL ROOM AND OFFICES.

CURRENT FACILITIES REQUIRE THAT ALL OF THESE FUNCTIONS CO-LOCATE TOGETHER.

ANOTHER HIGHLIGHT OF NOTE ON THE NORTH HAND SIDE OF THE SITE, THERE IS A MUD ROOM, SO STAFF ENTERING FROM THE PLANT MAY ENTER THROUGH THE MUD ROOM AND FROM THERE THEY WILL ENTER INTO A FAMILY STYLE SHOWER AND LOCKER ROOM.

THIS IS VERY SIMILAR ORIENTATION TO WHAT YOU HAVE AT THE REC, IDEA THERE IS THAT YOU WILL HAVE GENDER NEUTRAL FACILITIES.

THEY CAN GO TO THE LOCKER AREA AND THEN THERE WILL BE PRIVATE LOCKABLE STALLS WHERE YOU'LL HAVE TOILET SHOWER AND SINK FOR EACH OF THOSE INDIVIDUALS IN THAT ROOM.

ALSO OF NOTE, YOU'VE GOT AN ELEVATOR GOING UP TO THE SECOND LEVEL.

UP ON THE SECOND LEVEL, IT WILL NOT ENCOMPASS THE ENTIRE BUILDING.

IT'S ONLY A FRACTION OF THE BUILDING ON THE WEST.

A COUPLE OF HIGHLIGHTS HERE IS THAT YOU'LL HAVE OFFICES FOR SOME OF YOUR STAFF.

YOU WILL ALSO HAVE A FLEXIBLE SPACE FOR STORAGE AND A BUNK ROOM.

YOU MAY RECALL BACK IN FEBRUARY OF 2021, WE DID HAVE SOME EMERGENCY NEEDS THAT REQUIRED STAFF TO STAY OVERNIGHT.

SO THIS WOULD GIVE THOSE INDIVIDUALS THE ABILITY TO CONTINUE TO SERVICE THE CITIZENS AND PERFORM THEIR FUNCTIONS AS WELL.

ALL RIGHT. MOVING DOWN TO THE BASEMENT LEVEL, THERE WILL BE A NEED TO MAINTAIN ACCESS TO THE FILTER GALLERY.

THERE'S LARGE VALVES AND PIPING DOWN IN THAT FACILITY.

SO WE HAVE THE RAMP THAT WILL PROVIDE ACCESS DOWN INTO THE BASEMENT LEVEL.

IN ADDITION TO THAT, THIS WILL PROVIDE AN OPTION FOR YOU TO PROVIDE CONDITIONED SPACE FOR STORAGE OF EQUIPMENT AND MATERIALS THAT ARE SENSITIVE TO STORAGE IN THE SUN, OR IN THE HEAT OR IN THE COLD.

MOVING TO THE OTHER NEW PROPOSED DEDICATED MAINTENANCE FACILITY AT THE NORTH END OF THE SITE, YOU'LL HAVE DEDICATED FACILITIES FOR STORAGE OF ANY PLANT VEHICLES.

YOU'LL HAVE AN OPPORTUNITY FOR STORAGE AGAIN, OF MATERIALS THAT ARE SENSITIVE TO UV, SENSITIVE TO COLD AND THE HEAT, AS WELL AS DEDICATED WORKSPACE FOR WOODSHOP, WELDING SHOP, ET CETERA.

IF YOU LOOK AT THE RECTANGULAR BUILDING TOWARDS THE CENTER OF THE SLIDE, THAT'S THE EXISTING OPERATIONS BUILDING THAT WAS CONSTRUCTED BACK IN THE 1980S.

AFTER GOING THROUGH THE EVALUATION, WE HAVE A PROPOSED CONCEPTUAL PLAN THAT WOULD LOCATE A NEW EXPANDED BUILDING IN THAT SAME LOCATION.

THIS WOULD BE A SPLIT TIER BUILDING UP ON THE ON THE SOUTH WILL HAVE A PERCH SECTION OF THE BUILDING AND THEN ON THE MAIN PART OF THE PLANT TOWARDS THE INSIDE, THAT WOULD BE A LOWER LEVEL THAT MATCHES THE SAME GRADE AS THE REST OF THE PLANT.

YOU'LL HAVE PARKING UP NEAR THE GRACE FACILITY, THE OLD GRACE FACILITY, AS WELL AS A CAR PATH FOR STAFF TO ACCESS UP AND DOWN THE SLOPE.

TAKING A LITTLE CLOSER LOOK AT THE THE PROPOSED FLOOR PLAN, VERY SIMILAR.

YOU WILL HAVE A MUD ROOM, FAMILY STYLE LOCKER ROOM.

WE'LL HAVE AN OPPORTUNITY FOR STAFF TO STORE ANY OF THEIR PERSONAL PROTECTIVE EQUIPMENT IN A DEDICATED LOCKER.

WE'VE ALSO GOT A SPACE FOR STORAGE OF EQUIPMENT.

YOU'VE ALSO GOT SOME TRAILER MOUNTED PUMPS AND THINGS OF THAT NATURE AS WELL.

MOVING UP TO THE UPPER LEVEL OF THE SPLIT BUILDING, AGAIN, YOU'VE GOT SOME OFFICES, DEDICATED, LABORATORY CONTROL ROOM, CONFERENCE ROOM, ET CETERA.

AND AGAIN, A COUPLE OF RENDERINGS FACING TOWARDS THE NORTH AND FACING TOWARDS THE EAST.

AT THE WATER TREATMENT PLANT.

WE'VE EVALUATED FOR YOU PROJECTED COSTS.

WE DO ANTICIPATE AN OPINION OF PROBABLE CONSTRUCTION COSTS OF ABOUT $6.5 MILLION FOR THE EXPANSION AT THE WATER TREATMENT PLANT AND LIKEWISE AT THE WASTEWATER TREATMENT PLANT.

WE ARE PROJECTING JUST SHY OF $8 MILLION FOR THAT FACILITY.

AND THAT CONCLUDES OUR NOTES FOR TODAY.

I HAVE A QUESTION.

I KNOW YOU TALKED ABOUT MUD ROOMS OR PLACES FOR THEM TO WASH OFF.

HOPEFULLY WE DON'T HAVE ANY HAZARDOUS WASTE, BUT ARE WE IN THE CURRENT FACILITY NOT ABLE TO PROPERLY MEET STANDARDS THAT, YOU KNOW, WHERE I MEAN, THEY COME IN CONTACT WITH ALL SORTS OF THINGS IN THE WATER TREATMENT PLANT.

ARE WE ABLE TO IS THE NEW BUILDING GOING TO TAKE CARE OF THAT TYPE OF THING IS MY QUESTION.

RIGHT. CERTAINLY AT THE WASTEWATER FACILITY, WHAT YOU HAVE IS STAFF IS REQUIRED TO WASH DOWN OUTSIDE OF THE BUILDING.

IT'S NOT AN IDEAL ENVIRONMENT.

AND SO THE OTHER ITEM OF NOTE IS THEY HAVE A VERY SMALL CLOSET FOR STORAGE OF THINGS LIKE A SPECIAL SUITS FOR BEING EXPOSED TO SOME OF THE MATERIALS THAT THEY ARE EXPOSED TO, AND LIKEWISE AT THE WATER TREATMENT PLANT AS WELL.

SO CERTAINLY WE WANT TO GIVE THEM THE PROPER FACILITIES TO MAKE SURE THAT THEY'RE STAYING SAFE DURING DURING THEIR WORK FUNCTIONS.

ABSOLUTELY. WE'VE LOOKED AT THE SQUARE FOOTAGE COSTS.

IT'S COMPARABLE TO SOME OF THE OTHER BUILDINGS WE'VE BUILT IN THE PAST, AND THAT'S INCLUDING INFLATION AS HAPPENED SINCE COVID AS WELL.

FROM A SELLING STANDPOINT, SELLING MEAN GETTING BUY IN, BECAUSE THAT IS A HUGE DOLLAR AMOUNT.

AND IT'S A MULTIFACETED WHOLE DISCUSSION ABOUT WHERE WE GET OUR WATER FROM AND ALL THAT.

BUT WE GET COMPLAINTS ABOUT THE WATER AND THAT SORT OF THING.

IS ANY PART OF THIS GOING TO GIVE US A BETTER PRODUCT THAN WE HAVE NOW, OR IS THAT PART OF.

WE ESTIMATE THE ROADWAY PROJECT TO COST $125,000 IN ASPHALT STRIPING AND CEMENT STABILIZATION OF THE NEW ROADBED.

HOWEVER, WE DO HAVE TWO PROJECTS THAT PRECEDE THIS WORK.

THE FIRST IS THE CONSTRUCTION OF AN EIGHT INCH WATER LINE TO CONNECT TO DEAD END MAINS.

THIS PROJECT WILL IMPROVE CIRCULATION AND PROVIDE AN ADDITIONAL FEED INTO THE NEIGHBORHOOD IN THE EVENT OF A MAIN BREAK.

THE SECOND PROJECT NOT SHOWN IS THE PURCHASE OF AN ARCH CULVERT TO BE INSTALLED BY CITY FORCES.
