BUT ANYWAY, THE PROCEDURE WILL BE THAT WE WILL DECLARE OPEN THE PUBLIC HEARING. [00:15:04] WE WILL GIVE THE APPLICANT A CHANCE TO MAKE THEIR PRESENTATION. IF YOU HAVEN'T ALREADY DONE THAT, SHE WILL CALL ON YOU DURING THE PUBLIC HEARING AND AFTER THE PUBLIC HEARINGS ARE CLOSED. THE PLANNING ZONING COMMISSION MEETS IN A SEPARATE MEETING, DISCUSS THE MERITS OF THE APPLICATION AND THE EVIDENCE THAT PRESENTED AND MAKES RECOMMENDATIONS TO THE COUNCIL FOR ACTION. SO YOU'RE WELCOME TO BE A PART OF YOUR GOVERNMENT TONIGHT. WE'LL BEGIN BY OPENING THE PUBLIC HEARING ON CONDITIONAL USE PERMIT CU23-2 AND ASK ERICA MORAHNIC OF OUR [7. Conditional Use Permit CU23-02 (Swanson Industrial Warehouse) and Final Plat of Lots1-4, Block A, Curnes Addition - City Council and Planning and Zoning Commission to conduct a public hearing relative to an application submitted by ARCO Murray National Construction Co. Dallas, Inc. requesting a conditional use permit specifically to allow outdoor storage in conjunction with the development of an industrial warehouse building and a replat of Lot 1, Block 1, A.C. Stone and 85.33 acres of unplatted land. The subject property is located at 3642 EulessGrapevine Road and is currently zoned "PID", Planned Industrial District.] STAFF TO INTRODUCE THE REQUEST. GOOD EVENING, HONORABLE MAYOR, MEMBERS OF THE CITY COUNCIL CHAIRMAN AND MEMBERS OF THE PLANNING AND ZONING COMMISSION. THIS REQUEST IS FOR A CONDITIONAL USE PERMIT TO ALLOW OUTSIDE STORAGE IN CONJUNCTION WITH A PROPOSED 230-340 SQUARE FOOT WAREHOUSE BUILDING. THE SUBJECT SITE IS LOCATED AT 3642 GRAPEVINE- EULESS ROAD IS PRESENTLY UNDEVELOPED AND PROPOSED TO BE PLATTED AS LOT FOUR BLOCK A OF THE CURNES ADDITION. THE PROPERTY IS ALSO PRESENTLY ZONED PID FOR PLANNED INDUSTRIAL DISTRICT. THIS PROPOSED WAREHOUSE DEVELOPMENT WILL ADHERE TO THE PD STANDARD DEVELOPMENT REQUIREMENTS, THE SAME AS WHICH IS APPLY TO THE LEAL LIGHT INDUSTRIAL DISTRICT REQUIREMENTS FOR BUILDING BULK DIMENSION AND SETBACK REQUIREMENTS. THE OUTSIDE STORAGE COMPONENT IS IN REFERENCE TO PARKING OF COMMERCIAL VEHICLES WHICH ARE CONSIDERED OUTSIDE STORAGE. THESE WILL BE PARKED ON SITE AND WILL BE FULLY SCREENED FROM SURROUNDING PROPERTIES TO THE NORTH, SOUTH AND WEST BY SIX FOOT WOOD SCREEN FENCE TO THE EAST AND BY A PROPOSED WAREHOUSE BUILDING TO THE EAST. THESE WILL ALL OCCUR TO THE WEST OF THE BUILDING. PASSENGER VEHICLES FOR DAILY USE WILL BE PARKED IN BETWEEN THE GRAPEVINE EULESS ROAD RIGHT OF WAY AND THE PROPOSED BUILDING ACCESS TO THE SITE WILL BE PROVIDED VIA TWO NEW DRIVEWAYS ON EULESS GRAPEVINE ROAD. TOTAL PARKING THAT'S REQUIRED FOR THE PROPOSED WAREHOUSE DEVELOPMENT IS 101 PARKING SPACES. 177 ARE PROPOSED ON SITE, OF WHICH 50 ARE OVERSIZE FOR COMMERCIAL VEHICLES. SO THAT INCLUDES ANYTHING THE SIZE OF A BOX TRUCK OR LARGER. THIS CONCLUDES OUR PRESENTATION. THE APPLICANT, MR. CHASE KILLINGSWORTH AND TAYLOR WILDMAN, ARE HERE TO PRESENT AND ANSWER ANY QUESTIONS THAT THE COUNCIL OR COMMISSION MAY HAVE. THANK YOU. THE PUBLIC HEARING ALSO INCLUDES A REPLAT OF LOT ONE BLOCK, ONE OF THE STONE ADDITION. DO WE HAVE ANY QUESTIONS, MR. CHAIRMAN? NO. NO. IS THERE A PRESENTATION FROM THE COUNCIL? ANY QUESTIONS FOR THE. THE APPLICANT MAY GO FORWARD. GOOD EVENING. CHASE KILLINGSWORTH WITH ARCO MURRAY CONSTRUCTION 4925 GREENVILLE AVENUE, SUITE 915 DALLAS, TEXAS 75204. TAYLOR WILDMAN WITH PRITCHARD ASSOCIATES. MY ADDRESS IS 2121 NORTH AKARD STREET, DALLAS, TEXAS. 75201. I APPRECIATE YOUR GUYS TIME THIS EVENING. WE'RE HERE JUST PRESENTING, REALLY REGURGITATING A LOT OF THE INFO THAT WAS JUST GIVEN TO YOU. WE ARE PROPOSING A 200,000 SQUARE FOOT SPEC SHELL INDUSTRIAL BUILDING AT 3642 EULESS, GRAPEVINE THIS IS THE FIRST PHASE OF A POTENTIAL FOUR BUILDING INDUSTRIAL PARK NICKNAMED PROJECT SWANSON. HERE YOU CAN SEE THE PROJECT LOCATION. SO THE FULL PROPERTY IS OUTLINED FOR YOU IN RED PHASE ONE, WHICH IS WHAT WE'RE HERE PRESENTING TODAY, IS HIGHLIGHTED IN GREEN THERE JUST ON THE NORTH EAST CORNER OF THE ENTIRE PROPERTY. THIS IS THE MASTER CONCEPT PLAN SHOWING THE FOUR BUILDING INDUSTRIAL PARK, WHICH IS 972,380FT² IN TOTAL. PHASE ONE OF THAT WILL BE A 200,340 SQUARE FOOT WAREHOUSE. AND THEN THOSE FUTURE PHASES. THOSE THREE BUILDINGS WILL MAKE UP THE REST OF THAT SQUARE FOOTAGE. THE PHASE ONE BUILDING HAS A TARGET START DATE, ASSUMING EVERYTHING GOES ACCORDING TO FIGURE AS OUTLINED REVIEW SCHEDULE A START DATE AROUND SEPTEMBER WITH TARGET COMPLETION IN JULY OF NEXT YEAR. SOME BUILDING FEATURES. IT'S SET UP FOR 1 TO 4 POTENTIAL TENANTS. IT'S GOT 37 DOCK POSITIONS, 119 PARKING SPOTS. AND THEN THE REASON FOR THE CONDITIONAL USE PERMIT IS THE 49 TRAILER PARKING STALLS LOCATED ON THE WEST OF THE PROPERTY, WHICH IS ON THE [00:20:08] BACK SIDE OF THE BUILDING, IF YOU'RE LOOKING AT IT FROM EULESS GRAPEVINE ROAD. AS MENTIONED PREVIOUSLY, WE ARE PROVIDING TWO 14 FOOT TALL SCREEN WALLS AT BOTH DOCK ENDS AND A SIX FOOT TALL BOARD ON BOARD WOOD FENCE SURROUNDING THAT TRAILER PARKING TO SCREEN IT FOR PUBLIC USE. HERE ARE SOME ELEVATIONS OF THE BUILDING. AND THEN AS PART OF THE LANDSCAPING, WE ARE PROTECTING 367 OF THE EXISTING TREES ON THE PROPERTY THAT ARE ON MAINLY THE WEST AND SOUTH SIDES, AS WELL AS PLANTING 42 NEW TREES. SO IT'LL BE A VERY LUSH SITE AND THAT'S ALL WE HAVE FOR YOU GUYS, UNLESS YOU HAVE ANY FURTHER QUESTIONS. QUESTIONS FOR THE APPLICANT. NO QUESTION. NO QUESTION. CAN YOU TELL US A LITTLE BIT ABOUT WHAT WILL BE IN THESE BUILDINGS? IS THIS AN AIR FREIGHT FORWARDING FACILITY? IT'S NOT A FREIGHT FORWARDING FACILITY. RIGHT NOW IT'S JUST A SPEC SHELL WAREHOUSE. SO THERE AREN'T ANY TENANTS IN TOW AS OF YET. SO ONCE TENANTS DO COME, AFTER THE BUILDING IS COMPLETE, YOU KNOW, THEY'LL NEED TO GET CERTIFICATES OF OCCUPANCY THROUGH YOU GUYS FOR THEIR SPECIFIC USE. SO IT COULD BE AN AIR FREIGHT FORWARDING FACILITY IF SUCH A TENANT APPROACHED YOU? POTENTIALLY. ALL RIGHT. THANK YOU. I HAVE A QUESTION, AND IT MAY BE THAT I DON'T UNDERSTAND WHAT IT MEANS. WHAT IS AN OVER-THE-ROAD TRUCK? IT SAYS OVER THE ROAD TRUCKS STORED ON SITE. I DON'T KNOW WHAT THAT MEANS. JUST LIKE A TRACTOR TRAILER OR SEMI TRAILER. OKAY. THAT'S WHAT IT MEANS. JUST TRAVELS OVER THE ROAD. OKAY. DOES IT MEAN THEY'RE STORED OVER THE ROAD? CORRECT. OKAY. THANK YOU. SO CURRENTLY, THIS IS JUST GOING TO BE THE A SHELL, JUST A BIG EMPTY BUILDING THAT YOU'LL STORE THESE TRUCKS AND OTHER EQUIPMENT IN. OKAY. IT'S NICE TO SEE AT LEAST THE OUTSIDE DOESN'T LOOK SO MUCH LIKE A WAREHOUSE ANYMORE. THAT'S A NICE JOB. SO WE TRIED OUR BEST. IT DOES LOOK NICE. CAN YOU TELL A LITTLE BIT ABOUT THE SEQUENCING THAT YOU WOULD EXPECT, ASSUMING THIS COMES INTO PLAY AND YOU GET THIS OCCUPIED, WOULD YOU JUST CONTINUE BUILDING FROM EAST TO WEST OR KIND OF JUST AS DEMAND? OR DO YOU HAVE ANY SENSE FOR [INAUDIBLE] TIMING FOR THE REST OF THE DEVELOPMENT? SO WE DON'T HAVE A SEQUENCE IN PLACE YET, WEST, EAST, EAST OR WEST, BUT THERE IS A SECTION ON THE NORTHERN PART OF THE SITE THAT IS CURRENTLY LEASED TO ONE OF THE NEIGHBORS UNTIL 2026. AND SO THE REST OF THE DEVELOPMENT WOULD NOT START UNTIL 2026-2027. AND THEN IT ALSO LOOKS LIKE YOU HAVE A SECTION ON THE SOUTHEAST PORTION OF THE PROPERTY THAT REALLY HAS NO DEVELOPMENT PLANS AT ALL. IS THAT I GUESS, PART OF THE FLOODPLAIN AREA? YEAH, IT'S ALL FLOODPLAIN. OKAY. FAIR ENOUGH. THANKS. THE OTHER BUILDINGS THAT ARE LABELED FUTURE PHASES, I PRESUME ONCE YOU START WITH THIS BUILDING, THE BIG ONE NEXT TO IT IS OVER A HALF MILLION SQUARE FEET. SO IT'S IT'S ABOUT TWO AND A HALF TIMES THE SIZE OF THIS ONE. I PRESUME YOU WOULD ENVISION SIMILAR USES IN THAT BUILDING AS WELL AS THE OTHER TWO? CORRECT. IS THAT REASONABLE? SO WE'RE GOING TO HAVE A LOT OF 18 WHEELERS PARKED ALL ALONG THAT AREA OUT IN THERE. THAT'S RIGHT. OKAY. ALL RIGHT. THANK YOU. ANY OTHER QUESTIONS? ALL RIGHT. APPARENTLY NOT. THANK YOU VERY MUCH. APPRECIATE YOUR TIME. DO WE HAVE ANYONE WISHING TO SPEAK? NO, YOUR HONOR. ALL RIGHT, MR. CHAIRMAN, WE NEED A MOTION TO CLOSE THE PUBLIC HEARING. [INAUDIBLE]. THE COMMISSION CLOSED A MOTION FROM THE COUNCIL. MOVE TO CLOSE. SECOND. ALL IN FAVOR. ALL OPPOSED. PUBLIC HEARING IS CLOSED ON CU23-2 AND THE REPLAT PUBLIC HEARING IS [8. Conditional Use Permit CU23-07 (Moon Valley Nursery) - City Council and Planning and Zoning Commission to conduct a public hearing relative to an application submitted by Moon Valley Nursery requesting a conditional use permit to amend the previously approved site plan CU2008-33 (Ordinance No. 2008-075) for outside storage and a 20-foot pole sign in conjunction with a garden and pet supply company. This request is specifically to allow outdoor retail and display of large, boxed trees and shrubs. The subject property is located at 3525 William D. Tate Avenue and is currently zoned "CC", Community Commercial District.] OPEN ON CONDITIONAL USE PERMIT 23-7. THANK YOU. THIS REQUEST IS FOR A CONDITIONAL USE PERMIT TO AMEND A PREVIOUSLY APPROVED SITE PLAN ASSOCIATED WITH CONDITIONAL USE CU08-33 THIS IS SPECIFICALLY TO ALLOW THE OUTSIDE DISPLAY AND SALES OF LARGE BOX TREES, SHRUBS AND OTHER NURSERY ITEMS. THE SUBJECT SITE IS LOCATED AT 3525 WILLIAM D. TATE AVENUE AND PLATTED AS LOT ONE BLOCK F BEAR RUN ADDITION AND HAS BEEN DEVELOPED AS A GARDEN SUPPLY STORE SINCE 1991 WHEN THE CALLOWAY'S NURSERY WAS APPROVED AND THEN MOST RECENTLY IN 2008, WHEN A CONDITIONAL USE WAS APPROVED FOR THE MARSHALL GRAIN COMPANY FOR THE SALE OF GARDEN AND PET SUPPLIES. THE SUBJECT SITE IS PRESENTLY ZONED CC COMMUNITY COMMERCIAL DISTRICT. THE MOON VALLEY NURSERY INTENDS TO SELL LARGE BOX TREES AND SHRUBS AND OTHER NURSERY ITEMS. THERE ARE SEVERAL PROPOSED CHANGES TO THE SITE, INCLUDING INCREASING THE OUTSIDE DISPLAY AND STORAGE AREA BY 20,013FT². AND THIS IS THROUGH CONVERSION OF APPROXIMATELY 56 PARKING SPACES IN THE SOUTHERN PARKING AREA OF THE EXISTING PARKING LOT. [00:25:07] OUTDOOR STORAGE AND DISPLAY ARE INCREASING FROM 50,595FT² TO A TOTAL OF 70,608FT². THEY ARE ALSO PROPOSING TO REMOVE AN OVERHEAD SHADING SYSTEM, WHICH YOU CAN SEE FROM THE RIGHT OF WAY OF THE FRONTAGE ROAD OF WILLIAM D TATE ALONG THE FRONT FACADE. AND THEY ARE ALSO GOING TO CONNECT TO THE EXISTING 10,000 SQUARE FOOT RETAIL BUILDING. A SIX FOOT TALL WOOD SCREEN FENCE WILL REMAIN AROUND THE EXISTING OUTSIDE DISPLAY AREA LOCATED EAST AND SOUTH OF THE EXISTING 10,000 SQUARE FOOT RETAIL BUILDING AND A THREE FOOT POSTING CABLE SYSTEM ARE PROPOSED ADJACENT TO BEAR RUN DRIVE FOR THE NEW LARGE PLANT AREA. THERE IS ALSO AN EXISTING 20 FOOT POLE SIGN WHICH IS GOING TO REMAIN. THEY WILL REFACE THE FACE OF THAT POLE SIGN. ACCESS TO THE SITE INCLUDES TWO EXISTING DRIVEWAYS ON BEAR RUN DRIVE AND ONE ALONG THE WILLIAM D. TATE FRONTAGE ROAD, ONE OF THE EXISTING DRIVEWAYS. ON BEAR RUN DRIVE WILL BE CLOSED THROUGH THAT THREE FOOT POSTING CABLE SYSTEM TO ALLOW FOR THAT OUTSIDE STORAGE AND DISPLAY AREA OF THE LOCKS OF THE LARGE BOX TREES. TOTAL REQUIRED PARKING FOR THIS DEVELOPMENT IS 58 PARKING SPACES. 60 PARKING SPACES WILL REMAIN EVEN WITH THE PROPOSED SITE PLAN CHANGES. THE APPLICANT'S REPRESENTATIVE, MR. ROBERT BRANSTON, IS HERE THIS EVENING TO PRESENT AND ANSWER ANY QUESTIONS THAT THE COMMISSION AND COUNCIL MAY HAVE. THANK YOU. GOOD EVENING. ROBERT BRANSTON, 14,000 NORTH PIMA ROAD, SCOTTSDALE, ARIZONA. JOHN LEAVITT WITH THE DURA GROUP, 1341 WEST MOCKINGBIRD LANE, DALLAS, TEXAS. THANKS FOR HAVING US. JUST KIND OF WANTED TO GIVE A HIGH LEVEL OVERVIEW WHO WE ARE, WHAT WE'RE BRINGING TO GRAPEVINE MOON VALLEY IS A FAMILY ORIENTED NURSERY. WE TEND TO FOCUS ON LARGE, BIG BOX TREES. WE'RE ACTUALLY ONE OF THE LARGEST BIG BOX TREE GROWERS IN THE UNITED STATES. WE HAVE OVER 45 LOCATIONS ACROSS THE UNITED STATES. AND WHAT MAKES US UNIQUE IS NOT ONLY ARE WE ONE OF FEW THAT DOES THAT, WE OFFER AN ANCILLARY FULL, LIKE WE KEEP IT INSIDE OF LIKE A VERTICAL WHERE IT'S KIND OF LIKE A ONE STOP SHOP WHERE WE IF YOU BUY IT, WE PLAN IT. WE ALSO HAVE ANCILLARY SERVICES WHERE WE DO TREE CARE AND WE ALSO DO LANDSCAPE DESIGN. THIS IS SOMETHING THAT IS NOT HAVING OR HAVE DONE IN THE PAST OR ANYWHERE IN GRAPEVINE. SO WE WOULD BE THE FIRST NURSERY THAT CAN ACTUALLY PROVIDE ALL THE SERVICES IN ONE. AND ON TOP OF THAT, I MEAN WE HAVE OVER 4000 DIFFERENT SPECIES ON OUR FARMS RANGING FROM TREES AND SHRUBS ALL THE WAY TO FLOWERING SUCCULENTS, YOU NAME IT, WE PROBABLY ALREADY HAVE IT. [INAUDIBLE] THIS IS THE SITE OF THE SOUTH PARKING AREA THAT WE'RE LOOKING TO USE FOR OUTDOOR DISPLAY. THIS PICTURE IS TAKEN FROM THE SOUTH SIDE OF BEAR RUN LOOKING TO THE NORTHWEST. AND AS YOU CAN SEE, THE PARKING LOT THERE IS RATHER LARGE. AND WE'LL GO TO THE NEXT SLIDE. AND THIS IS WHAT IT LOOKED LIKE AFTER MOON VALLEY TAKES THE SITE. THAT WOULD BE THE STORAGE FOR OUR FOR OUR TREES. YOU CAN SEE THERE'S LARGE TREES AND SHRUBS THROUGHOUT THE SITE KIND OF HELP. I THINK THAT ALSO WOULD HELP BUFFER SOME OF THE NOISE OFF OF THE FRONTAGE ROAD AS WELL. GO TO THE NEXT ONE AND THEN THIS IS LOOKING FROM THE FRONTAGE ROAD TO WILLIAM D. TATE, LOOKING SOUTH SOUTHEAST TOWARDS THE TOWNHOMES. THAT'S TO THE SOUTH OF US. AND THAT'S THE PICTURE. NOW WE PUT OUR GET THE TREES PLANTED IN THERE. THAT WOULD BE THE WHAT IT WOULD LOOK LIKE BASICALLY WITH ALL THE WITH ALL THE PLANTS AND STUFF. THERE WE HAVE THERE ARE THREE DRIVEWAYS THAT GO ON TO BEAR RUN. ONE OF THE DRIVEWAY THE FIRST ONE TO THE WEST WILL BE CLOSING IT OFF. SO THERE WILL BE TWO DRIVEWAYS, ONE FOR PUBLIC ACCESS, WHICH IS KIND OF IN THE MIDDLE OF THE TRACK THERE. AND THEN THE THIRD DRIVEWAY IS ON THE FAR EAST END AND THAT'S ACCESS INTO INTO THE BACK PARKING OR THE BACK OUTDOOR STORAGE AREA THAT WILL ONLY BE FOR COMPANY USE ONLY. IT WILL NOT BE OPEN TO THE PUBLIC AT ALL. MAINLY THAT GATE WILL BE CLOSED DURING OPERATIONS UNLESS WE'VE GOT THEY'VE GOT VEHICLES LEAVING THE LEAVING THE SITE AND STUFF. [INAUDIBLE] YOU GOT ANYTHING ELSE? I GOT IT, YEAH. I MEAN, ESSENTIALLY, I THINK THIS WOULD BE A FANTASTIC THING FOR GRAPEVINE. [00:30:04] WE DO A TON OF COMMUNAL LIKE WE HELP WITH MUNICIPALITIES. WE DO A TON OF WORK WITH THE CITIES, AND I'M KIND OF GLAD WE HAVE A GOOD ATTENDANCE HERE TONIGHT BECAUSE FOR US, IF WE'RE NOT WELCOME, WE DON'T WANT TO BE HERE. SO I'M GLAD WE HAVE THIS AND WE CAN ANSWER ANY QUESTIONS THAT YOU MIGHT HAVE CONCERNS ON AND HOPEFULLY WE CAN COME TO A SOLUTION. SO WE'D LIKE TO OPEN UP FOR QUESTIONS AND THANK YOU. QUESTIONS FOR MR. BRANSTON. PLENTY OF QUESTIONS. NO QUESTIONS. NO QUESTIONS FROM THE PLANNING AND ZONING COMMISSION. ANY QUESTIONS FROM THE COUNCIL? HAD ME WHEN YOU SAID YOU'RE GOING TO HAVE BEDDING PLANTS. SO FOR THAT ADDITIONAL FOR THAT ADDITIONAL OUTSIDE STORAGE AREA, YOU'RE GOING TO LEAVE THE CONCRETE INTACT AND JUST STORE ON THE CONCRETE. OKAY. AND THEN WERE YOU GOING TO PUT ANY KIND OF SECURITY AROUND THAT STORAGE AREA WELL, WE WILL HAVE I MEAN, WE'VE GOT A THE ENTRANCE THAT WE'RE CLOSING OFF WILL BE A PIPE GATE. YEP. SIGN SAYING NO ACCESS. AND THEN WE'LL HAVE A PIPE AND CABLE FENCE ALONG THE SECTION OF IT. AND THEN ALSO IN MEETING THE LANDSCAPING ORDINANCE, THEY'LL PLANT OVER LIKE 400 SHRUBS ACROSS THAT SIDE FROM THE FRONT FOR THE PARKING AREA. SO THEY'LL HAVE TO GO THROUGH QUITE A BIT TO GET THERE. YEAH, YEAH, YEAH. NO, IT'LL BE IT'S EXCITING. I HAVE A QUESTION ON THESE. THE LARGE TREES THAT YOU'RE TALKING ABOUT HAVING, WHICH ARE GREAT, AND WE DON'T REALLY HAVE A SOURCE OF THAT AROUND HERE, BUT YOU'RE GOING TO HAVE TO HAVE BIG EQUIPMENT TO DO THAT. IS THAT ARE YOU GOING TO HAVE BIG TRUCKS OR ARE YOU GOING TO HAVE LIKE A LIFT OR SOMETHING? BASICALLY, IT'LL BE IT'LL BE JUST A BOBTAIL FLATBED WITH A FORKLIFT, AND THAT WILL BE THE ONLY EQUIPMENT ON THE SITE THERE. OKAY. AND YOU CAN LIFT THOSE TREES UP ON THERE. AND I ASSUME THESE ARE ALL LOCAL INDIGENOUS TO OUR AREA AND THAT SORT OF THING. IF YOU'VE GOT 45 LOCATIONS, I ASSUME YOU KIND OF SPREAD THAT OUT. WE YEAH, WE ALSO HAVE A FARM HERE IN TEXAS, TOO, SO. OKAY. ALL RIGHT. ANY OTHER QUESTIONS? APPARENTLY NOT. THANK YOU VERY MUCH. MAYOR MEMBERS COUNCILMAN, WE APPRECIATE YOUR TIME THIS EVENING. ANYONE WISHING TO SPEAK? MR. CHAIRMAN, WE NEED A MOTION TO CLOSE THE PUBLIC HEARING. MOTION TO CLOSE. SECOND, ALL IN FAVOR. COMMISSION IS CLOSED. A MOTION FROM THE COUNCIL CLOSED. SECOND. ALL IN FAVOR. ALL OPPOSED. MOTION CARRIES. PUBLIC HEARING IS CLOSED ON CU23-007. HEARING IS NOW OPEN ON CONDITIONAL USE PERMIT CU23-8, MRS. [9. Conditional Use Permit CU23-08 (Vine Academy) - City Council and Planning and Zoning Commission to conduct a public hearing relative to an application submitted by Ridinger Associates, Inc. requesting a conditional use permit to allow a private school of educational type to operate within the former Mt. Horum Baptist Church. The subject property is located at 417 West Wall Street and is currently zoned "CN", Neighborhood Commercial District.] MAROHNIC. THIS CONDITIONAL USE PERMIT REQUEST IS TO ALLOW A PRIVATE SCHOOL OF AN EDUCATIONAL TYPE TO OPERATE WITHIN THE FORMER MOUNT HORUM BAPTIST CHURCH. THE SUBJECT SITE IS LOCATED AT 417 WEST WALL STREET AND PROPOSED TO BE PLOTTED AS LOT TWO BLOCK ONE RIGHT ADDITION. IT IS ALSO PRESENTLY ZONED CN NEIGHBORHOOD COMMERCIAL DISTRICT. THE SUBJECT SITE IS DEVELOPED WITH A 2500 SQUARE FOOT FREESTANDING BUILDING WHICH IS MOST RECENTLY BEEN UTILIZED FOR OFFICE OR PROFESSIONAL OFFICE PURPOSES. THE PROPOSED PRIVATE SCHOOL IS A SMALL SCHOOL ACCOMMODATING BETWEEN 20 AND 25 STUDENTS AND TWO TEACHERS, ALSO KNOWN AS GUIDES WITHIN THE EXISTING BUILDING. THE HOURS OF OPERATION FOR THE SCHOOL WOULD BE BETWEEN 8:30 A.M. AND 3 P.M. MONDAY THROUGH FRIDAY AND WOULD NOT OFFER ANY AFTER SCHOOL PROGRAMS OR SERVICES. IF APPROVED, THIS WOULD BE THE FIRST READING OF AN ORDINANCE GIVING THE SUBJECT SITE REQUIRES APPROVAL OF A SPECIAL EXCEPTION FOR SEVERAL ITEMS FROM THE BOARD OF ZONING ADJUSTMENT, INCLUDING DUE TO A RIGHT OF WAY DEDICATION ALONG WEST WALL STREET. THESE ITEMS WOULD BE HEARD BY THE BOARD OF ZONING ADJUSTMENT AT THEIR JUNE 5TH, 2023 MEETING, AND THEN A SECOND READING WOULD TAKE PLACE AT THE CITY COUNCIL AT YOUR JUNE 20TH, 2023 MEETING. NO NEW SIGNAGE IS PROPOSED IN THE CITY DESIGNATES THROUGH OUR THOROUGHFARE PLAN. WEST WALL AS A TYPE E COLLECTOR REQUIRING 65FT OF RIGHT OF WAY. HENCE THE RIGHT OF WAY DEDICATION WITH THE PROPOSED PLAT OF THE PROPERTY. THIS CONCLUDES STAFF'S PRESENTATION. MISS THERESA MASON IS HERE THIS EVENING ON BEHALF OF THIS REQUEST. SHE'S READY TO PRESENT AND ANSWER ANY QUESTIONS THE COMMISSION AND COUNCIL MAY HAVE. THANK YOU. OKAY, GREAT. HELLO, COUNCILMAN. I'M THERESA MASON AT 710 NORTH DOVE ROAD IN GRAPEVINE, AND I AM HERE TONIGHT AS THE HEAD OF SCHOOL FOR VINE ACADEMY. AMONG OTHER THINGS. BUT TONIGHT, FOR VINE ACADEMY, I'M HEAD OF SCHOOL. THIS IS OUR SCHOOL. WE WERE HERE FOR A REQUEST LAST YEAR, AND WE ARE GROWING. SO WE ARE AFFILIATED WITH ACTON ACADEMY. [00:35:02] AND IT WAS FOUNDED BY JEFF AND LAURA SANDIFER ABOUT 14 YEARS AGO OUT OF AUSTIN. THERE ARE OVER 300 CAMPUSES ACROSS THE GLOBE RIGHT NOW, AND IT'S JUST A MICRO SCHOOL. SO KIND OF A JUST A SMALL SCHOOL SETUP. I MENTIONED THIS. I'LL GO THROUGH THIS AGAIN, BUT OUR CORE VALUES ARE CURIOSITY, CHARACTER DEVELOPMENT. WE DEVELOP LIFELONG LEARNING SKILLS. WE HAVE JUST A LIKE MINDED COMMUNITY. WE WORK TOWARDS ACHIEVING GOALS AND INDIVIDUALIZED LEARNING. THIS IS JUST A LITTLE BIT ABOUT OUR SCHOOL AGAIN, THAT WE HAVE MULTI-AGE STUDIOS, SO IT'S KIND OF A MONTESSORI STYLE. SO IT'S NOT PARTICULAR GRADES, IT'S LEARNING ENVIRONMENTS THAT ARE MULTI AGED. THEY LEARN BY SOCRATIC DISCUSSIONS. WE HAVE A LOT OF SELF PACED CHALLENGES, HANDS ON QUESTS, A LOT OF PROJECTS. THEY DEVELOP COVENANTS AND HOLD EACH OTHER ACCOUNTABLE, WHICH IS REALLY AWESOME TO SEE. THEY SET GOALS EVERY DAY AND WE GET TO DO A LOT OF REAL WORLD EXPERIENCES. SO MY HUSBAND JUSTIN AND I CO-OWN THIS SCHOOL WITH ADAM AND DRE SYSWERDA ANOTHER COUPLE. WE HAVE CHILDREN AT THIS SCHOOL. WE'RE ENTERING INTO OUR THIRD YEAR AND THIS PAST YEAR WE'VE HAD 12 AND WE'RE ON TRACK TO HAVE ABOUT 24 OR 25 THIS COMING SCHOOL YEAR. WE HAVE TWO GUIDES WHICH ARE TEACHERS, AND WE'LL BE HAVING WHAT WE CALL TWO STUDIOS, ONE FOR YOUNGER LEARNERS BETWEEN THE AGES OF FOUR AND SIX, AND THEN OUR ELEMENTARY LEARNERS, WHICH ARE ABOUT 7 TO 11 YEARS OLD. WE HAVE A WONDERFUL RELATIONSHIP RIGHT NOW WITH THE LOCATION WE ARE AT IN THE FIRST UNITED METHODIST CHURCH IN GRAPEVINE. AND WE ARE GROWING AND WE'VE HAD AN OPPORTUNITY TO MOVE INTO THIS NEW SPACE SO THAT WE HAVE A LITTLE BIT MORE ROOM TO GROW IN THE FUTURE. AND SO I'M HAPPY TO ANSWER ANY QUESTIONS. AND IF YOU HAVE ANY SPECIFIC SITE QUESTIONS, I WILL DEFER TO LEMOYNE OVER HERE. QUESTIONS FROM THE COUNCIL. IT SEEMS LIKE A GREAT SPOT, AND FORTUNATELY IT'S AVAILABLE. SO I THINK IT'S A PERFECT SPOT. BUT, YOU KNOW, IT WILL ALLOW YOU TO GROW A LITTLE. IS YOUR GOAL TO STAY SOMEWHERE AROUND THE 25 RANGE? I MEAN, WHAT IF YOU GET A WHOLE LOT MORE? DO YOU DO YOU HAVE AMPLE OPPORTUNITY TO GROW HERE OR. WE DO HAVE ROOM TO GROW PROBABLY UP TO 40 OR SO IN THIS LOCATION. NOT REALLY SURE WHERE THE LORD'S GOING TO LEAD US IN THIS, BUT I HAVE ANOTHER JOB, SO WE'LL SEE HOW MUCH MORE WE GROW. BUT IT'S BEEN REALLY EXCITING AND SOMETHING WE'RE PASSIONATE ABOUT. YOU GET TO 40, THAT'S A THAT'S A HUGE GROWTH FROM WHERE YOU ARE NOW. SO THAT ANSWERS MY QUESTION. THANK YOU. ANY OTHER QUESTIONS? NO, SIR. APPARENTLY NOT. THANK YOU VERY MUCH. THANK YOU. DO WE HAVE ANYONE WISHING TO SPEAK? NO, YOUR HONOR. CORRESPONDENCE? NO, SIR. ALL RIGHT. THANK YOU. CHAIRMAN, WE NEED A MOTION TO CLOSE THE PUBLIC HEARING. MOVE TO CLOSE. SECOND. ALL IN FAVOR? OPPOSED? MOVE TO CLOSE THE PUBLIC HEARING. SECOND [INAUDIBLE] CLOSE THE PUBLIC HEARING A MOTION FROM THE COUNCIL. I'LL MOVE TO CLOSE SECOND. ALL IN FAVOR. ALL OPPOSED. MOTION CARRIES. PUBLIC HEARING IS CLOSED ON CU23-008. [10. Zoning Change Application Z23-04 (226 North Lucas Drive) - City Council and Planning and Zoning Commission to conduct a public hearing relative to an application submitted by The Wykes Group requesting to rezone 0.512 acre from "CC", Community Commercial District to "R-7.5", Single-Family District.] THE PUBLIC HEARING IS OPEN ON Z23-004, MRS. MAROHNIC. THE APPLICANT IS REQUESTING TO REZONE APPROXIMATELY ONE HALF AN ACRE FROM THE CC COMMUNITY COMMERCIAL DISTRICT TO THE R-7.5 SINGLE FAMILY DISTRICT WITH THE INTENT TO CONSTRUCT A NEW SINGLE FAMILY DWELLING ON LOT ONE B. THE SUBJECT PROPERTY IS PLATTED AND CONSISTS OF TWO LOTS LOTS ONE A WITH FRONTAGE ALONG LUCAS DRIVE IN WORTHINGTON DRIVE AND LOT ONE B WITH FRONTAGE ALONG WORTHINGTON DRIVE. THERE IS AN EXISTING SINGLE FAMILY HOME, ONE STORY APPROXIMATELY 1900 SQUARE FEET, WHICH FRONTS LUCAS DRIVE ON LOT ONE A. IT WAS CONSTRUCTED IN 1955 ON A 13,500 SQUARE FOOT LOT. LOT ONE A ALSO FEATURES SEVERAL ACCESSORY STRUCTURES, INCLUDING A DETACHED GARAGE AND CARPORT AND A SHED. LOT ONE B IS PLATTED AS APPROXIMATELY 8820 20FT² AND CURRENTLY FEATURES AN 800 SQUARE FOOT DETACHED STORAGE BUILDING. LOTS ONE A AND ONE B HAVE HISTORICALLY BEEN TREATED AS ONE PARCEL AS THE PROPERTY HAS BEEN OWNED BY ONE OWNER. THE PROPERTY OWNER INTENDS TO DEVELOP A NEW SINGLE FAMILY DWELLING ON LOT ONE B AS SHOWN ON THE PLOT PLAN WITHIN YOUR BACKUP MATERIALS. IF APPROVED, THIS WOULD BE A FIRST READING OF THE ORDINANCE FOR THE REZONING OF THE PROPERTY. GIVEN THAT THE SUBJECT SITE REQUIRES SEVERAL APPROVALS BY THE BOARD OF ZONING ADJUSTMENT AT THEIR MEETING ON JUNE 5TH, 2023. THE SECOND READING OF THE ORDINANCE WOULD BE AT YOUR JUNE 20TH, 2023 MEETING. THE APPLICANT'S REPRESENTATIVE, MS. SUE WEISS, IS HERE THIS EVENING TO PRESENT AN ANSWER ANY QUESTIONS THE COMMISSION AND COUNCIL MAY HAVE? MS. MAROHNIC, MAY I ASK A QUESTION, PLEASE? YES, MA'AM. SO THE PROPOSAL IS TO SUBDIVIDE THIS ONE LOT INTO TWO? NO, MA'AM. IT IS ALREADY TECHNICALLY TWO SEPARATE LOTS. IT WAS PLATTED IN 1967. OKAY, VERY GOOD. THANK YOU. THANK YOU. I'M SORRY. LET ME ASK YOU ONE MORE QUESTION BEFORE. MS. WEISS COMES UP. I KNOW THAT THERE ARE TWO ADDRESSES. SO WILL ONE I MEAN, WILL ONE OF THEM REMAIN ON LUCAS AND ONE OF THEM WILL MOVE TO WORTHINGTON IF THIS WERE TO GET APPROVED? CORRECT PLANNING WILL NEED TO ASSIGN A NEW ADDRESS TO A NEW RESIDENCE ON WORTHINGTON. OKAY. THANK YOU. GO AHEAD. EVENING. I'M SUE WEISS AT 400 NORTH MAIN SUITE 105 IN GRAPEVINE, TEXAS, REPRESENTING DAVE AND SIRI SMITH WITH GRAPEVINE HISTORIC HOMES. WE ARE HERE TODAY TO DISCUSS REZONE FROM A COMMUNITY COMMERCIAL DISTRICT. THERE WE GO. COMMUNITY COMMERCIAL DISTRICT R-7.5 TO CONSTRUCT A SINGLE FAMILY HOME. THE APPLICANT DESIRES TO SELL THIS HOME IN THE FUTURE. HE WILL LIST IT AND MARKET IT IN THE NEXT YEAR OR SO WHEN IT'S COMPLETE. WE WANT TO IMPROVE THE CURB APPEAL ON WORTHINGTON STREET. CURRENTLY THERE IS A METAL STORAGE BUILDING BUILDING ON THE LOT AND WE'D LIKE FOR IT TO CONFORM TO THE SURROUNDING RESIDENTIAL PROPERTIES. SO AS YOU CAN SEE FROM THE MAP HERE, IT'S OUTLINED IN WHITE AND WE'RE AT THE CORNER OF LUCAS AND WORTHINGTON. WORTHINGTON STREET. AND WE BELIEVE THAT IT'S THE HIGHEST AND BEST USE. HERE IS THE EXISTING LOT WHERE IT SHOWS THAT IT IS PLATTED INTO TWO SUBDIVIDED LOTS, LOTS ONE A AND LOTS ONE B AND THE LOT IN QUESTION IS LOT ONE B. [00:45:05] AND THAT IS ANOTHER RENDERING OF WHAT THE SINGLE FAMILY RESIDENTIAL RESIDENTS WILL LOOK LIKE ON THE PLOT PLAN. THIS IS WHAT IT CURRENTLY LOOKS LIKE. LOT ONE A IS AT THE FRONT HERE. IT'S 150FT BY 90FT AND TOWARD THE BACK IS LOT ONE B AND THERE'S THAT METAL STORAGE BUILDING AND THAT'S THE THAT'S THE SITE FOR THE NEW SINGLE FAMILY RESIDENTIAL PROPERTY. HERE IS NOT NECESSARILY A RENDERING, BUT THIS IS A REPRESENTATIVE EXTERIOR VISION OF WHAT THE PROPERTY WILL LOOK LIKE. AND HERE ARE THE SURROUNDING HOMES AT LUCAS AND WORTHINGTON DOWN LUCAS, A LITTLE BIT FARTHER NORTH DOWN. LUCAS. SO IT DOES CONFORM TO THE OTHER HOMES. ARE THERE ANY QUESTIONS FOR ME? QUESTIONS FROM THE COUNCIL. I HAVE A QUESTION OF STAFF, PLEASE. COULD COULD A HOME BE BUILT ON LOT ONE B THAT WOULD NOT GENERATE THE NEED OR THE ALLEGED NEED FOR PARKING AND THE REQUIRED FRONT YARD SO THAT THAT WOULD NOT VIOLATE OUR ORDINANCE. OUR UNDERSTANDING IS THAT THEY WOULD CONSTRUCT A HOME WITH A TWO CAR GARAGE AS A MINIMUM FOR PARKING, AND THEN THE PARKING WOULD BE LOCATED IN FRONT OF THE GARAGE MEETING PARKING REQUIREMENTS. THE ISSUE AT HAND IS THAT EXISTING DETACHED GARAGE ON LOT ONE A THAT WOULD REQUIRE THE NEED FOR A SPECIAL EXCEPTION TO THAT CURRENT CONDITION. SO THERE WOULD BE NO VARIANCE ON LOT ONE B AS IT RELATES TO PARKING AND THE REQUIRED FRONT YARD. YES, MA'AM. THANK YOU VERY MUCH. IS THE ERICA, I HAVE ANOTHER QUESTION. IS THE STREET THAT GOES INTO BECAUSE I'VE DRIVEN OVER HERE AND LOOKED AT IT AND OBVIOUSLY THERE'S RESIDENTIAL ALL AROUND IT, SO IT MAKES SENSE TO HAVE IT BE RESIDENTIAL. IS THE STREET THAT GOES INTO THE SCHOOL, IS IT A MAY BE A BRIAN QUESTION, BUT IT IS A IS IT A STANDARD STREET? IT LOOKS NARROWER TO ME. YES, I BELIEVE IT IS A STANDARD RESIDENTIAL STREET. SO IT IS THE REQUIRED WIDTH AND EVERYTHING THAT IS REQUIRED ON A STREET. YES, MA'AM. OKAY. THANK YOU. THANK YOU. ANY OTHER QUESTIONS? NO, SIR. ALL RIGHT. THANK YOU VERY MUCH, MISS WEISS. DO WE HAVE ANYONE WISHING TO SPEAK? NO, YOUR HONOR. CORRESPONDENCE? NO, SIR. ALL RIGHT, MR. CHAIRMAN, WE NEED A MOTION TO CLOSE THE PUBLIC HEARING. MOVE TO CLOSE. ALL IN FAVOR? CLOSED THE MOTION FROM THE COUNCIL. MOVE TO CLOSE. SECOND. ALL IN FAVOR? ALL OPPOSED. PUBLIC HEARING IS CLOSED ON Z23-004. [13. Final Plat of Lots 76R-1, 76R-2, 76R-3, 76R-4 and 76R-5, Shorecrest Acres - City Council and Planning and Zoning Commission to conduct a public hearing relative to an application submitted by Edward Khalil requesting to replat Lot 76, Shorecrest Acres. THE PROPERTY IS ADDRESSED AT 1610 SILVER SIDE DRIVE AND IS GENERALLY LOCATED SOUTH EAST OF THE INTERSECTION OF REDBUD, LANE AND SILVER SIDE DRIVE BACKS UP THE US ARMY CORPS OF ENGINEERS LAND, AS WELL AS KATIE'S WOODS DRIVE. THE APPLICANT IS PROPOSING TO REPLAT ONE LOT THAT IS A LITTLE OVER ONE ACRE INTO FIVE RESIDENTIAL LOTS. AS YOU CAN SEE ON THE EXHIBIT, THERE'S AN EXISTING EXISTING CABIN ON THE PROPERTY. THE PROPERTY IS ZONED R-75 AND ALL PROPOSED LOTS MEET ZONING REQUIREMENTS. IN ADDITION TO THE NORMAL INFRASTRUCTURE REQUIRED FOR A NEW SUBDIVISION, THE PUBLIC WATERLINE CURRENTLY DOES NOT EXTEND ACROSS ALL FIVE PROPOSED LOTS. IN ORDER TO PROVIDE WATER TO ALL LOTS DEVELOPERS REQUIRED TO BUILD A SIX INCH WATER LINE TO SERVE THE DEVELOPMENT. THE CITY'S WATER. SORRY. THE CITY'S WATER MASTER PLAN CALLS OUT FOR AN EIGHT INCH WATER LINE TO BE BUILT ACROSS THIS PROPERTY'S FRONTAGE, CONNECTING THE NEARBY WATER MAINS. IN ORDER TO HAVE THE DEVELOPER CONSTRUCT A NEEDED EIGHT INCH WATER LINE WITH THIS DEVELOPMENT. A DEVELOPER'S AGREEMENT WILL BE BROUGHT BEFORE COUNCIL IN THE NEAR FUTURE TO SHARE THE WATER LINE CONSTRUCTION COSTS BETWEEN THE DEVELOPER AND THE CITY. I'LL BE HAPPY TO ANSWER ANY QUESTIONS. QUESTIONS. NO QUESTIONS. QUESTIONS FROM THE COUNCIL. I HAVE A QUESTION TO THE CITY ATTORNEY, PLEASE. THIS MEETS OUR REQUIREMENTS. DO WE HAVE ANY DISCRETION IN THE WAY THAT WE EITHER DENY OR APPROVE THIS? THE SHORT ANSWER IS NO. THE STANDARD ON PLATS IS MINISTERIAL. AND SO ONCE THE PLAT HAS BEEN DETERMINED TO COMPLY WITH THE SUBDIVISION ORDINANCE, APPROVAL IS REQUIRED. AND THAT IS THE STATE LAW. IS THAT CORRECT? THAT IS CORRECT. THANK YOU. ALL RIGHT. ANYTHING FURTHER? NOT. THANK YOU, JOHN. DO WE HAVE ANY CORRESPONDENCE OR ANYONE WISHING TO SPEAK? [00:50:02] NO, SIR. ALL RIGHT. MR. CHAIRMAN, I NEED A MOTION TO CLOSE THE PUBLIC HEARING. MOTION TO CLOSE. SECOND. ALL IN FAVOR? BOTH PLANNING ZONING COMMISSION HAS VOTED TO CLOSE THE MOTION IS IN ORDER FROM THE COUNCIL. MOVE TO CLOSE, SECOND. ALL IN FAVOR? ALL OPPOSED. MOTION CARRIES. THE PUBLIC HEARING IS CLOSED. [14. The subject property is located at 2740 and 2746 Manchester Lane and is currently zoned "R-12.5" Single Family Residential District. The application for this Plat has been withdrawn. As such, no action will be taken on this Plat.] ITEM 14. THE LAST ITEM ADVERTISED FOR THE JOINT PUBLIC HEARING IS A FINAL PLAT IN THE CANTERBURY ADDITION. THE APPLICANT HAS WITHDRAWN THE PLAT SO NO ACTION IS REQUIRED. IS THAT RIGHT, MR. ROBERTSON? ALL RIGHT. DO YOU HAVE ANYTHING? THAT IS CORRECT, MAYOR. THEN THAT COMPLETES THE JOINT MEETING BETWEEN THE PLANNING AND ZONING COMMISSION AND THE COUNCIL PLANNING ZONING COMMISSION WILL RECONVENE IN THE MEETING ROOM TO THE RIGHT. THAT'S A PUBLIC MEETING. YOU'RE WELCOME TO ATTEND. COUNCIL WILL REMAIN IN SESSION HERE AND CONSIDER ITS AGENDA. ALL RIGHT. THAT BRINGS US TO CITIZEN COMMENTS. DO WE HAVE ANY REQUESTS TONIGHT? I DO NOT, YOUR HONOR. ALL RIGHT. DID WE HAVE ANYONE WISHING TO SPEAK UNDER CITIZEN COMMENTS? ALL RIGHT. THEN WE GO TO ITEMS 17. [17. Public Works to present an update on Water and Wastewater Treatment Plants Facility Improvement Plan.] WE'VE ALREADY MADE THE PROCLAMATION PRESENTATION ON THE BUILDING OFFICIALS. ITEM 17 THE PUBLIC WORKS TO PRESENT AN UPDATE ON WATER AND WASTEWATER TREATMENT PLANT FACILITY IMPROVEMENTS. JOHN ROBERTSON GREAT. THANK YOU, MAYOR. CITY COUNCIL. IN MARCH OF THIS YEAR, CITY STAFF MET WITH THE FACILITIES COMMITTEE TO PREVENT TO PRESENT THE RESULTS OF A STUDY PERFORMED BY FREESE AND NICHOLS THAT ASSESS THE CURRENT AND FUTURE NEEDS OF THE WATER AND WASTEWATER TREATMENT PLANTS. ADMINISTRATION OPERATION AND MAINTENANCE NEEDS AT THE PLANTS HAVE OUTGROWN WHAT EXISTS TODAY. AREAS OF NEED THAT WERE IDENTIFIED BY THE STUDY INCLUDE OFFICES, RESTROOMS, MEETING ROOMS, ACCESSIBILITY, LABORATORY IMPROVEMENTS, BREAK ROOMS AND MAINTENANCE SHOPS. REPRESENTATIVES FROM FREESE NICHOLS ARE HERE TO PRESENT THEIR STUDIES FINDINGS, AS WELL AS SHOW CONCEPTUAL PLANS FOR EACH PLANT. IF YOU FIND THIS PLANT SATISFACTORY, STAFF WILL MOVE FORWARD WITH THE FINAL DESIGN CONTRACT WITH FIRST NICHOLS, FOLLOWED BY A CONSTRUCTION MANAGER AT RISK CONTRACT MOVING TOWARDS CONSTRUCTION. THESE CONTRACTS NEED TO BE BROUGHT BEFORE CITY COUNCIL IN THE NEAR FUTURE FOR APPROVAL. WITH THAT SAID, I'D LIKE TO INTRODUCE JASON CRAWLEY FROM FREESE AND NICHOLS. THANK YOU, MAYOR. THANK YOU. THANK YOU. COUNCIL. ALL RIGHT. JASON CRAWLEY REPRESENTING FREESE AND NICHOLS. ALL RIGHT. HAPPY TO SHARE THE RESULTS OF OUR STUDY WITH YOU HERE TODAY. A QUICK OVERVIEW OF THE TIMELINE FOR YOUR WATER TREATMENT PLANT WAS INITIALLY CONSTRUCTED BACK IN 1959 WITH A MAJOR EXPANSION IN 1980, FOLLOWED BY ANOTHER EXPANSION IN 1989. THAT PARTICULAR PROJECT INCLUDED AN EXPANSION AND A REHAB OF YOUR OPERATIONS BUILDING HAS LEFT IN THAT STATE SINCE THEN. BEGINNING IN 2022, STAFF INITIATED THE BEGINNING OF THE SPACE UTILIZATION STUDY TO LOOK AT FUTURE NEEDS AND GROWTH FOR THAT FACILITY. LOOKING AT THE WASTEWATER TREATMENT PLANT WAS INITIALLY CONSTRUCTED BACK IN 1955, A MAJOR EXPANSION IN 1987. THAT WAS WHEN THE EXISTING OPERATIONS BUILDING WAS CONSTRUCTED. ANOTHER MAJOR EXPANSION IN 1997 AND AGAIN INITIATED IN 2022, THE SPACE UTILIZATION STUDY FOR THAT FACILITY. A LITTLE BIT ABOUT THE APPROACH FOR OUR EVALUATION DURING THE DISCOVERY PHASE, WHAT WE DID IS WE TOOK SURVEYS WITH EXISTING STAFF. WE WANT TO GET A GOOD UNDERSTANDING FOR THE TYPES OF STAFF THAT YOU HAVE WORKING, THE NUMBER OF STAFF THAT YOU HAVE, AS WELL AS THE DIFFERENT FUNCTIONS AND THE ROLES OF THOSE FACILITIES FOR THOSE INDIVIDUALS. WE TAKE ALL OF THAT. WE REVIEW WITH OUR EXISTING RECORD DRAWINGS. WE TAKE AN INVENTORY OF THOSE NEEDS. AT THAT POINT IN TIME, WE BEGIN TO DEVELOP CONCEPT PLANS, PRESENT THOSE CONCEPT PLANS TO STAFF. AFTER THAT, WE NARROW DOWN AND HAVE CONVERGED UPON A PREFERRED CONCEPT PLAN MOVING FORWARD. [00:55:09] A QUICK SUMMARY ON THE INVENTORY OF YOUR NEEDS. I WON'T BORE YOU WITH ALL THE ALL THE DETAILS, BUT AT YOUR WATER TREATMENT PLANT BASED OFF OF THE AREA NEED FROM THE PROGRAM AND APPLYING STANDARD ARCHITECTURAL AREAS REQUIRED FOR EACH OF THOSE FUNCTIONS, WE'VE IDENTIFIED A NEED OF ABOUT 7400FT². CURRENT AREA OF FACILITIES IS ABOUT 2500FT², IDENTIFYING A DEFICIT OF ALMOST 5000FT² AT THE WATER TREATMENT PLANT. LIKEWISE, AT THE WASTEWATER TREATMENT PLANT, I'VE IDENTIFIED A NEED OF ABOUT 10,000FT². CURRENT AREA IS ABOUT 17,000 WITH A DEFICIT OF ABOUT 8,300FT². TAKING A LOOK AT THE EXISTING SITE PLAN FOR YOUR WATER TREATMENT PLANT, IF YOU LOOK AT THE RECTANGULAR BUILDING TOWARDS THE CENTER OF THE SCREEN, THAT IS YOUR EXISTING FILTER BUILDING, AS WELL AS OPERATIONS BUILDING TOWARDS THE NORTH HAND SITE. THAT'S ON THE RIGHT HAND SIDE OF THE SCREEN. WE'VE GOT A COUPLE OF AD HOC STORAGE FACILITIES OUT THERE THAT THE STAFF HAS IMPLEMENTED AS WELL. TAKING A LOOK AT THE CONCEPTUAL PROPOSED SITE PLAN, YOU CAN SEE IN THE CENTER, WE'VE EVALUATED EXPANSION OF THE EXISTING FILTER AND OPERATIONS BUILDING. THAT WOULD BE PROPOSED TO BE A MULTI TIER FACILITY. WE HAVE A NEW DRIVE WE'LL NEED TO REROUTE SOME EXISTING UTILITIES AND THEN FROM THERE YOU'LL HAVE A RAMP THAT WILL REACH DOWN INTO THE BASEMENT LEVEL WHERE YOU'LL HAVE STORAGE AS WELL AS ACCESS TO YOUR FILTER GALLERY. ALSO OF NOTE ON THE NORTH HAND PORTION OF THE SITE, A PROPOSED DEDICATED MAINTENANCE FACILITY AS WELL. ZOOMING IN A LITTLE BIT AT YOUR EXPANDED FILTER AND OPERATIONS, BUILDING A COUPLE OF ITEMS OF NOTE, WE'LL HAVE A DEDICATED LABORATORY, A DEDICATED CONTROL ROOM AND OFFICES. CURRENT FACILITIES REQUIRE THAT ALL OF THESE FUNCTIONS CO-LOCATE TOGETHER. ANOTHER HIGHLIGHT OF NOTE ON THE NORTH HAND SIDE OF THE SITE, THERE IS A MUD ROOM, SO STAFF ENTERING FROM THE PLANT MAY ENTER THROUGH THE MUD ROOM AND FROM THERE THEY WILL ENTER INTO A FAMILY STYLE SHOWER AND LOCKER ROOM. THIS IS VERY SIMILAR ORIENTATION TO WHAT YOU HAVE AT THE REC, IDEA THERE IS THAT YOU WILL HAVE GENDER NEUTRAL FACILITIES. THEY CAN GO TO THE LOCKER AREA AND THEN THERE WILL BE PRIVATE LOCKABLE STALLS WHERE YOU'LL HAVE TOILET SHOWER AND SINK FOR EACH OF THOSE INDIVIDUALS IN THAT ROOM. ALSO OF NOTE, YOU'VE GOT AN ELEVATOR GOING UP TO THE SECOND LEVEL. UP ON THE SECOND LEVEL, IT WILL NOT ENCOMPASS THE ENTIRE BUILDING. IT'S ONLY A FRACTION OF THE BUILDING ON THE WEST. A COUPLE OF HIGHLIGHTS HERE IS THAT YOU'LL HAVE OFFICES FOR SOME OF YOUR STAFF. YOU WILL ALSO HAVE A FLEXIBLE SPACE FOR STORAGE AND A BUNK ROOM. YOU MAY RECALL BACK IN FEBRUARY OF 2021, WE DID HAVE SOME EMERGENCY NEEDS THAT REQUIRED STAFF TO STAY OVERNIGHT. SO THIS WOULD GIVE THOSE INDIVIDUALS THE ABILITY TO CONTINUE TO SERVICE THE CITIZENS AND PERFORM THEIR FUNCTIONS AS WELL. ALL RIGHT. MOVING DOWN TO THE BASEMENT LEVEL, THERE WILL BE A NEED TO MAINTAIN ACCESS TO THE FILTER GALLERY. THERE'S LARGE VALVES AND PIPING DOWN IN THAT FACILITY. SO WE HAVE THE RAMP THAT WILL PROVIDE ACCESS DOWN INTO THE BASEMENT LEVEL. IN ADDITION TO THAT, THIS WILL PROVIDE AN OPTION FOR YOU TO PROVIDE CONDITIONED SPACE FOR STORAGE OF EQUIPMENT AND MATERIALS THAT ARE SENSITIVE TO STORAGE IN THE SUN, OR IN THE HEAT OR IN THE COLD. MOVING TO THE OTHER NEW PROPOSED DEDICATED MAINTENANCE FACILITY AT THE NORTH END OF THE SITE, YOU'LL HAVE DEDICATED FACILITIES FOR STORAGE OF ANY PLANT VEHICLES. YOU'LL HAVE AN OPPORTUNITY FOR STORAGE AGAIN, OF MATERIALS THAT ARE SENSITIVE TO UV, SENSITIVE TO COLD AND THE HEAT, AS WELL AS DEDICATED WORKSPACE FOR WOODSHOP, WELDING SHOP, ET CETERA. QUICK SUMMARY OF SOME RENDERINGS OF WHAT THE FACILITY WOULD LOOK LIKE FACING BOTH NORTH EAST AND TOWARDS THE SOUTH EAST. MOVING OVER TO YOUR EXISTING WASTEWATER TREATMENT PLANT. IF YOU LOOK AT THE RECTANGULAR BUILDING TOWARDS THE CENTER OF THE SLIDE, THAT'S THE EXISTING OPERATIONS BUILDING THAT WAS CONSTRUCTED BACK IN THE 1980S. AFTER GOING THROUGH THE EVALUATION, WE HAVE A PROPOSED CONCEPTUAL PLAN THAT WOULD LOCATE A NEW EXPANDED BUILDING IN THAT SAME LOCATION. THIS WOULD BE A SPLIT TIER BUILDING UP ON THE ON THE SOUTH WILL HAVE A PERCH SECTION OF THE BUILDING AND THEN ON THE MAIN PART OF THE PLANT TOWARDS THE INSIDE, THAT WOULD BE A LOWER LEVEL THAT MATCHES THE SAME GRADE AS THE REST OF THE PLANT. YOU'LL HAVE PARKING UP NEAR THE GRACE FACILITY, THE OLD GRACE FACILITY, AS WELL AS A CAR PATH FOR STAFF TO ACCESS UP AND DOWN THE SLOPE. [01:00:06] TAKING A LITTLE CLOSER LOOK AT THE THE PROPOSED FLOOR PLAN, VERY SIMILAR. YOU WILL HAVE A MUD ROOM, FAMILY STYLE LOCKER ROOM. WE'LL HAVE AN OPPORTUNITY FOR STAFF TO STORE ANY OF THEIR PERSONAL PROTECTIVE EQUIPMENT IN A DEDICATED LOCKER. WE'VE ALSO GOT A SPACE FOR STORAGE OF EQUIPMENT. SPECIFICALLY, WHAT WE'VE GOT IDENTIFIED IS STORAGE FOR THE VAC TRUCKS. THOSE ARE SENSITIVE TO THE COLD WEATHER AND DO REQUIRE HEATING DURING THE WINTER. SO THIS WILL HELP PRESERVE AND GIVE YOU SOME LONGEVITY FOR SOME OF THOSE VEHICLES THAT YOU'VE GOT THERE AS WELL. LIKEWISE, YOU'VE GOT A SPACE FOR THE WELDING AND WOODSHOP AND COVERED VEHICLE STORAGE FOR ANY SKID STEERS. YOU'VE ALSO GOT SOME TRAILER MOUNTED PUMPS AND THINGS OF THAT NATURE AS WELL. MOVING UP TO THE UPPER LEVEL OF THE SPLIT BUILDING, AGAIN, YOU'VE GOT SOME OFFICES, DEDICATED, LABORATORY CONTROL ROOM, CONFERENCE ROOM, ET CETERA. AND AGAIN, A COUPLE OF RENDERINGS FACING TOWARDS THE NORTH AND FACING TOWARDS THE EAST. AT THE WATER TREATMENT PLANT. WE'VE EVALUATED FOR YOU PROJECTED COSTS. WE DO ANTICIPATE AN OPINION OF PROBABLE CONSTRUCTION COSTS OF ABOUT $6.5 MILLION FOR THE EXPANSION AT THE WATER TREATMENT PLANT AND LIKEWISE AT THE WASTEWATER TREATMENT PLANT. WE ARE PROJECTING JUST SHY OF $8 MILLION FOR THAT FACILITY. AND THAT CONCLUDES OUR NOTES FOR TODAY. I HAVE A QUESTION. I KNOW YOU TALKED ABOUT MUD ROOMS OR PLACES FOR THEM TO WASH OFF. HOPEFULLY WE DON'T HAVE ANY HAZARDOUS WASTE, BUT ARE WE IN THE CURRENT FACILITY NOT ABLE TO PROPERLY MEET STANDARDS THAT, YOU KNOW, WHERE I MEAN, THEY COME IN CONTACT WITH ALL SORTS OF THINGS IN THE WATER TREATMENT PLANT. ARE WE ABLE TO IS THE NEW BUILDING GOING TO TAKE CARE OF THAT TYPE OF THING IS MY QUESTION. RIGHT. CERTAINLY AT THE WASTEWATER FACILITY, WHAT YOU HAVE IS STAFF IS REQUIRED TO WASH DOWN OUTSIDE OF THE BUILDING. IT'S NOT AN IDEAL ENVIRONMENT. AND SO THE OTHER ITEM OF NOTE IS THEY HAVE A VERY SMALL CLOSET FOR STORAGE OF THINGS LIKE A SPECIAL SUITS FOR BEING EXPOSED TO SOME OF THE MATERIALS THAT THEY ARE EXPOSED TO, AND LIKEWISE AT THE WATER TREATMENT PLANT AS WELL. SO CERTAINLY WE WANT TO GIVE THEM THE PROPER FACILITIES TO MAKE SURE THAT THEY'RE STAYING SAFE DURING DURING THEIR WORK FUNCTIONS. OKAY. THANK YOU. IS THERE IS THERE ANY WAY TO I MEAN, THESE DOLLAR AMOUNTS ARE KIND OF EYE WATERING, RIGHT? RIGHT. AND ADMITTEDLY, IT'S BEEN A LONG TIME SINCE WE'VE REALLY MADE THE KIND OF INVESTMENTS THAT THESE NEED. SO I GUESS MY QUESTION IS, IS THERE A WAY, IF WE WERE TO VALUE ENGINEER IT A LITTLE BIT, BOTH UP AND DOWN, ARE THERE THINGS THAT WE OUGHT TO ALSO BE CONSIDERING THAT YOU DIDN'T INCLUDE IN THE PROPOSAL? OR CONVERSELY, SOME THINGS IN THERE THAT WE MIGHT BE ABLE TO RETHINK? AND THEY'RE THEY'RE NOT THERE ARE OTHER OPTIONS OR OTHER FLEXIBILITIES TO MOVE THAT DOLLAR AMOUNT AROUND? CERTAINLY. SO I DO THINK THAT IT'S WORTH NOTING I LIKEWISE FELT LIKE, OH BOY, THE ENVIRONMENT IS HAS BEEN SHIFTING RAPIDLY, CERTAINLY. SO THERE ARE SOME OPPORTUNITIES TO VALUE ENGINEERING. WE'D BE HAPPY TO SIT DOWN AND EVALUATE WHAT THOSE ARE. I DON'T HAVE ANYTHING RIGHT OFF THE TOP OF MY HEAD UNLESS CHELSEA, YOU'VE GOT AN IMMEDIATE ITEM THAT COMES TO MIND. I'D SAY ONE OF THE THINGS THAT THE COST IS THERE'S A VERY LIMITED AREA ON THE SITE WHERE THESE CAN BE. SO THAT MAKES IT LIKE TWO STORIES OR THE TWO LEVEL AT THE WASTEWATER. SO THAT KIND OF CONSTRICTS WITH. WE'VE GONE THROUGH SEVERAL CONCEPTS ON THIS PROJECT AND WE'LL CONTINUE THROUGH FINAL PLANS, GO THROUGH ADDITIONS AS WELL. OKAY. YEAH. JUST BE CURIOUS, KIND OF WHAT SOME OF THOSE PUTS AND TAKES ARE. ABSOLUTELY. WE'VE LOOKED AT THE SQUARE FOOTAGE COSTS. IT'S COMPARABLE TO SOME OF THE OTHER BUILDINGS WE'VE BUILT IN THE PAST, AND THAT'S INCLUDING INFLATION AS HAPPENED SINCE COVID AS WELL. FROM A SELLING STANDPOINT, SELLING MEAN GETTING BUY IN, BECAUSE THAT IS A HUGE DOLLAR AMOUNT. AND IT'S A MULTIFACETED WHOLE DISCUSSION ABOUT WHERE WE GET OUR WATER FROM AND ALL THAT. BUT WE GET COMPLAINTS ABOUT THE WATER AND THAT SORT OF THING. IS ANY PART OF THIS GOING TO GIVE US A BETTER PRODUCT THAN WE HAVE NOW, OR IS THAT PART OF. [INAUDIBLE] IT'LL MAKE THE STAFF MUCH HAPPIER AS WELL. RIGHT? RIGHT. YOU KNOW, I WOULD JUST LIKE TO SAY I APPRECIATE YOU GUYS TAKING A LOOK AT THIS. [01:05:02] THIS IS SOMETHING THAT'S BEEN NEEDED FOR A LONG TIME. I MEAN, IT'S KIND OF FOR THOSE THAT HAVEN'T BEEN TO THE WASTE PLANT OR THE WATER TREATMENT PLANT, IT'S IT'S NOT WHAT THE STANDARD OF GRAPEVINE THAT WE SEE WITH ALL OF OUR CITY AND OUR MUNICIPALITY BUILDINGS THAT WE'VE OPERATED IN. AND THIS IS SOMETHING THAT'S BEEN NEEDED FOR A LONG TIME FOR THOSE PEOPLE THAT WORK IN A VERY UNPLEASANT ENVIRONMENT RIGHT NOW. AND THIS IS SOMETHING THAT I THINK IS GOING TO MAKE A HUGE DIFFERENCE FOR US AND WHAT THOSE PEOPLE HAVE TO DEAL WITH EVERY SINGLE DAY. AND I APPRECIATE ALL THE WORK, YOU GUYS. WE'VE BEEN FORTUNATE ENOUGH TO SIT ON THE COMMITTEE TO BE ABLE TO SEE ALL THE THINGS THAT THEY'VE BEEN DOING, AND THEY DID LOOK AT A LOT OF STUFF AND WE WENT THROUGH A LOT OF DIFFERENT THINGS. AND SO I'M VERY EXCITED ABOUT THIS. AND I LOOK FORWARD TO BEING ABLE TO STEP IN THERE AND NOT WORRY ABOUT WHAT I'M STEPPING ON WHEN I GO OVER THERE. SO CERTAINLY. WONDERFUL. THANK YOU. THANK YOU. ALL RIGHT. THANK YOU VERY MUCH. THANK YOU, YOUR HONOR. I BELIEVE THIS IS A NON ACTION FOR TONIGHT. IS THAT RIGHT? THAT IS CORRECT, MAYOR. ALL RIGHT. THANK YOU VERY MUCH FOR YOUR REPORT. THAT COMPLETES THE REPORT FROM THE PLANNING ZONING COMMISSION. THANK YOU, MR. CHAIRMAN, FOR GOOD WORK. [18. Consider a contract for the construction of the 2023 Water Improvements for West Kimball Road and Lakeridge Drive with RK Construction, LLC, Ordinance No. 2023-026 to appropriate the funds, and take any necessary action.] THAT BRINGS US TO ITEM 18. CONSIDER A CONTRACT FOR THE CONSTRUCTION OF THE 2023 WATER IMPROVEMENTS FOR WEST KIMBALL ROAD AND LAKE RIDGE DRIVE. MR. BRIAN [INAUDIBLE]. THANK YOU. HONORABLE MAYOR AND CITY COUNCIL MEMBERS. ITEMS NUMBER 18 AND 19 ARE ON YOUR AGENDA TONIGHT WILL AUTHORIZE TWO PROJECTS THAT SUPPORT THE RECONSTRUCTION AND RAISING OF KIMBALL ROAD NEXT TO LAKE GRAPEVINE. AS YOU KNOW FROM THIS IMAGE, THIS SECTION OF KIMBALL SITS ONLY A FEW FEET ABOVE THE NORMAL POOL OF THE LAKE. THIS LEADS TO INTERMITTENT CLOSURES OF THE ROADWAY, DEPENDING ON THE WEATHER. THIS CONDITION NOT ONLY CREATES AN ACCESS ISSUE FOR THE HOMES SHOWN IN THIS IMAGE, BUT IS ALSO A DRAIN ON CITY RESOURCES TO REPEATEDLY CLOSE, CLEAN AND OPEN THE ROADWAY AFTER THE LAKE LEVEL RECEDES. STAFF IS PROPOSING TO REBUILD THIS SECTION OF ROADWAY AND RAISE IT BY EIGHT FEET FROM ITS CURRENT LOW POINT. WE WILL PERFORM THIS WORK WITH OUR OWN CREWS. WE ESTIMATE THE ROADWAY PROJECT TO COST $125,000 IN ASPHALT STRIPING AND CEMENT STABILIZATION OF THE NEW ROADBED. HOWEVER, WE DO HAVE TWO PROJECTS THAT PRECEDE THIS WORK. THE FIRST IS THE CONSTRUCTION OF AN EIGHT INCH WATER LINE TO CONNECT TO DEAD END MAINS. THIS PROJECT WILL IMPROVE CIRCULATION AND PROVIDE AN ADDITIONAL FEED INTO THE NEIGHBORHOOD IN THE EVENT OF A MAIN BREAK. THE SECOND PROJECT NOT SHOWN IS THE PURCHASE OF AN ARCH CULVERT TO BE INSTALLED BY CITY FORCES. WE'VE WORKED WITH THE US ARMY CORPS ON THIS DESIGN TO ALLOW THE FREE FLOW OF WATER AND WILDLIFE WHEN THE LAKE RISES TO A LEVEL THAT CREATES A BACKWATER ON THE FAR SIDE OF THE [01:10:04] PROPOSED RAISED ROADWAY. OUR ANALYSIS SHOWS THAT THE FINISHED PROJECT WILL BE OPEN 95% OF THE TIME, GIVEN RECENT LAKE LEVELS SINCE 2015. UPON COMPLETION, WE WILL HAVE KIMBALL STRIPPED FROM DOVE TO LAKE RIDGE WITH OUR LONGER LASTING THERMOPLASTIC MATERIAL LIKE YOU'VE SEEN ELSEWHERE IN THE CITY. AND WITH THAT, I'D BE HAPPY TO ANSWER ANY QUESTIONS YOU MAY HAVE ABOUT THIS PROJECT THAT I'M VERY EXCITED ABOUT. I DON'T SEE HOW WE CAN NOT DO THIS. HOW LONG WILL RAISING THE ROAD TAKE? I UNDERSTAND ABOUT THE WATER LINE, BUT WHAT ABOUT. I THINK WE'LL HAVE IT CLOSE FOR ABOUT THREE MONTHS. OKAY. VERY GOOD. THANK YOU. AND THE REROUTING OF TRAFFIC WILL BE JUST LIKE IT DOES WHEN IT FLOODS, CORRECT? YES, MA'AM. AT LEAST THE FOLKS ARE USED TO THAT, RIGHT? HOW HIGH DOES THE LAKE HAVE TO GET TO REACH THAT 5% THAT IT WOULDN'T BE OPEN? 1981 LEVEL. IT HAS TO GET EIGHT FEET HIGHER. OKAY. THAT'S A GOOD QUESTION. I DO NOT HAVE THE ANSWER TO THAT QUESTION. WHAT'S THE WHAT'S THE AVERAGE LAKE LEVEL? I'M KIDDING. SECOND, WE GOT A MOTION AND A SECOND. ALL IN FAVOR? ALL OPPOSED. MOTION CARRIES. ALL RIGHT. MR. [19. Consider the purchase of an arch culvert structure for Kimball Road from Contech Engineered Solutions, LLC. and take any necessary action.] BECK ALSO ADVISED US ON ITEM 19 THE PURCHASE OF AN ARCH CULVERT STRUCTURE FOR KIMBALL ROAD. ACTION IS NECESSARY ON THAT. WE HAVE A MOTION. I'LL MOVE FOR APPROVAL. SECOND, ALL IN FAVOR? ALL OPPOSED. MOTION CARRIES. ITEM 19 IS APPROVED. [CONSENT AGENDA] ITEM 23. 2029 IS THE CONSENT AGENDA. ANY GUESTS CAN REQUEST ANY OF THESE ITEMS BE REMOVED FOR FULL DEBATE. OTHERWISE, THERE'LL BE NO DISCUSSION ON THESE ITEMS THEY WILL BE CONSIDERED AND BLOCKED. DO WE HAVE ANY REQUESTS? ALL RIGHT. ITEM 2029 IS THE CONSENT MOTION IS IN ORDER. THE APPROVAL OF CONSENT AGENDA ITEMS 20 THROUGH 29. SECOND. WE HAVE A MOTION AND A SECOND. ALL IN FAVOR? ALL OPPOSED. MOTION CARRIES. THAT COMPLETES OUR AGENDA. THANK YOU FOR BEING WITH US. A MOTION TO ADJOURN IS IN ORDER. SO MOVED. SECOND. ALL IN FAVOR? ALL OPPOSED. ALL RIGHT. * This transcript was compiled from uncorrected Closed Captioning.
