THIS REQUEST BEFORE YOU IS A CONDITIONAL USE PERMIT TO ALLOW OUTDOOR VEHICLE STORAGE IN CONJUNCTION WITH A PROPOSED 120,000 SQUARE FOOT OFFICE WAREHOUSE DEVELOPMENT LOCATED ON STATE HIGHWAY 360.

THE SUBJECT PROPERTY IS PRESENTLY ZONED CC.

EXCUSE ME, PID PLANNED INDUSTRIAL DEVELOPMENT AND IS ALSO UNDEVELOPED.

THE OFFICE WAREHOUSE USE IS PERMITTED BY RIGHT IN THE PID DISTRICT, WHICH FOLLOWS THE USES AND DEVELOPMENT STANDARDS OUTLINED IN THE LI LIGHT INDUSTRIAL DISTRICT. ON THE SITE PLAN YOU WILL SEE AT THE NORTHEAST CORNER OF THE SITE ARE 16 OVERSIZE SPACES INTENDED FOR STORAGE OF COMMERCIAL VEHICLES.

THEY WILL BE VISUALLY SCREENED FROM STATE HIGHWAY 360 BY THE PROPOSED BUILDING AND ADJACENT PROPERTIES TO THE NORTH AND EAST BY A VARIABLE HEIGHT RETAINING WALL, TREES AND SHRUBS.

SURROUNDING USES INCLUDE PAVESTONE TO THE NORTH, WHICH IS AN INDUSTRIAL USE GAS WELL DRILLING AND PRODUCTION, WESTPORT BUSINESS PARK FREIGHT FORWARDING AND GAMESTOP, AND ALSO VACANT LAND TO THE EAST.

AS PART OF THIS DEVELOPMENT, TWO NEW ACCESS POINTS WILL BE PROVIDED TO THE FRONTAGE ROAD OF STATE HIGHWAY 360, WHICH HAVE PRELIMINARY APPROVAL FROM TXDOT.

TOTAL NUMBER OF PARKING SPACES FOR THIS ENTIRE DEVELOPMENT IS 99.

PROPOSED NUMBER OF PARKING SPACES IS 134.

MY QUESTION IS CONCERNING THE RETAINING WALL IT'S ON THE PLAN IT SAYS IT'S VARIABLE IN HEIGHT. CAN YOU TELL ME KIND OF THE HEIGHT NEAR WHERE THE STORAGE OF THE VEHICLES IS? YES, MA'AM. SO THE RETAINING WALL THAT THAT YOU'RE SPEAKING OF IS KIND OF ON THE EASTERN PROPERTY LINE FROM OUR BUILDING.

This request is specifically to allow the possession, storage, retail sale of on- and off-premise consumption of alcoholic beverages (beer, wine, and mixed beverages) in conjunction with an existing café inside of Meow Wolf. The subject property is located at 3000 Grapevine Mills Parkway, Suite 253 and is currently zoned “CC”, Community Commercial District. ]

THIS EXISTING CAFE FEATURES 32 SEATS AND OFFERS GRAB AND GO PREPARED FOOD ITEMS, WHICH ARE PREPARED IN AREA RESTAURANTS AND BAKERIES AND PROVIDED FOR SALE ON SITE. MAIN ACCESS TO THIS BUSINESS IS THROUGH THE MALL, WITH A SECONDARY ACCESS FROM A PARKING LOT.

TEN OF THOSE WERE PRIVATE EVENTS WHERE THERE WAS AN OPEN BAR PROVIDED BY THE COMPANY, TEN WERE OPEN TO THE PUBLIC AS ADULT NIGHTS 21 AND ABOVE.

CONSTRUCTION BEGAN ON THIS DEVELOPMENT BUT WAS NOT COMPLETED SINCE THAT TIME.

PD 1802, WHICH WAS THE INITIAL PLAN DEVELOPMENT, HAS EXPIRED AND ALL PREVIOUSLY APPROVED PLANNED DEVELOPMENT REQUESTS HAVE NOT CHANGED AS PART OF THIS REQUEST. IN 2022, PD 2203 WAS APPROVED, WHICH DID CHANGE THE BUILDING ELEVATIONS AND DECREASE THE MAXIMUM BUILDING HEIGHT FROM THREE STORIES 45FT TO THREE STORIES 38FT.

THIS ALSO INCLUDED A MUCH MORE MODERN FACADE WITH FLAT ROOF DESIGN AND 100% MASONRY MATERIALS, EXCLUDING DOORS AND WINDOWS, AND INCLUDED ALL BRICK, STUCCO AND STONE.

SINCE THAT TIME, PD 2203 ALSO EXPIRED DUE TO LACK OF COMPLETION ON THE PROJECT, AND MOST RECENTLY, IN NOVEMBER OF 2023, YOU HEARD A NEW PLAN DEVELOPMENT REQUEST, AT WHICH TIME THERE WAS A CENTRAL AMENITY AREA SHOWN ON THE SCREEN THAT WAS PROPOSED TO BE REPLATTED TO ALLOW FOR TWO ADDITIONAL LOTS.

SO BRINGING IT FROM 69 TOWNHOUSE LOTS TO 71, THAT WAS DENIED BY THE COUNCIL AND COMMISSION.

SO NOW THE APPLICANT IS BACK WITH THE INITIAL REQUEST, WHICH WAS FOR THE 69 SINGLE FAMILY ATTACHED TOWNHOUSE LOTS WITH NO OTHER CHANGES TO THE PLANNED DEVELOPMENT OVERLAY SINCE IT HAS EXPIRED.

ITEM NUMBER TEN. ON YOUR AGENDA TONIGHT IS TO AUTHORIZE THE CONSTRUCTION CONTRACT WITH SYDELKO CONSTRUCTION SERVICES FOR RENOVATIONS AT OUR MUNICIPAL SERVICE CENTER.

IN DECEMBER OF 2022.

OUR 30 YEAR OLD SERVICE CENTER WAS STRUCK BY A TORNADO, CAUSING SIGNIFICANT DAMAGE TO THE ROOF.

WHAT? THE TORNADO DIDN'T DAMAGE THE RAIN THAT FOLLOWED DID.

SINCE THAT TIME, IN WORKING CLOSELY WITH THE FACILITIES, COMMITTEE STAFF HAS RETAINED BROWN, REYNOLDS AND WATFORD BRW AS OUR ARCHITECT AND SYDELKO AS OUR CONSTRUCTION MANAGER AT RISK TO ASSIST WITH THE REBUILD.

WE TOOK THIS AS AN OPPORTUNITY TO REIMAGINE THE BEST USE OF THE SPACE SINCE THE ORIGINAL CONSTRUCTION.

SHOWN IN WHITE IN THE MIDDLE OF THE IMAGE, WE PROVIDED FOR ENHANCED TRAINING ROOMS, CONFERENCE SPACE, AND RESTROOM SPACE, PROVIDE AN INCLEMENT WEATHER, BUNK ROOMS, AND AN IMPROVED HARDENED SPACE IN CASE OF ANOTHER TORNADO.

THERE IS ALSO ADA IMPROVEMENTS WITH THE NEW ELEVATOR AND ACCESS RAMPS FROM THE PARKING LOT, WITH A DESIGNATED PATH OF TRAVEL TO THE BUILDING.

OTHER CODE ENHANCEMENTS INCLUDE A SUBSTANTIALLY STRONGER ROOF, UPDATED FOR THE CURRENT ENERGY CODE, AND IMPROVED ACCESS TO THE SECOND FLOOR WITH ADDITIONAL STAIRWAYS.

WE ALSO SIGNIFICANTLY EXPANDED THE USE OF THE SECOND FLOOR WITH THE ADDITION OF PROPOSED ELEVATORS, ADDING OFFICE SPACE, AND RESTROOMS. DURING THIS PROCESS, WE VISITED SEVERAL OTHER MUNICIPAL COMPLEXES TO ENSURE THAT WE REBUILT AS BEST WE COULD.

IN THAT PROCESS, AND WORKING WITH OUR ARCHITECT, WE PROPOSED SEVERAL ADDITIONAL IMPROVEMENTS TO THE COMPLEX IN ADDITION TO REPAIRING THE EXISTING FACILITY.

THESE WERE DESIGNED AND PRICED SEPARATELY FROM THE MAIN BUILDING AND ARE SHOWN IN THE SCREEN IN GRAY.

THEY INCLUDE REPLACING THE EXISTING FUEL ISLAND, WHICH IS AT THE END OF ITS LIFE.

THIS WILL REPAIR THE CANOPY AND REPLACE THE FUEL SYSTEM, INCLUDING NEW FUEL PUMPS AND ABOVE GROUND TANKS.

THIS IMPROVEMENT WILL LOWER OUR INSURANCE COST AND STREAMLINE OUR ANNUAL TCEQ PERMITTING.

SECOND, THE WEST, SOUTH AND EAST EQUIPMENT CANOPIES.

THESE CANOPIES WILL COVER AND PROTECT EQUIPMENT FROM THE SUN AND HAIL.

THEY WILL ALSO KEEP OUR SANDING TRUCKS IN THE DRY AND ALLOW STAFF THE OPPORTUNITY TO ORGANIZE TOOLS AND CLEAN EQUIPMENT DURING INCLEMENT WEATHER.

THE THIRD IS OUR LOADING DOCK.

THIS IS A PROPOSED DEDICATED DOCK TO TAKE LARGE SEMI TRUCK DELIVERIES.

WE CURRENTLY TAKE THESE DELIVERIES IN THE PARKING LOT, WHICH REQUIRES MORE FORKLIFT FORKLIFT TRIPS AND ISSUES WITH SPACE BEFORE WE CAN STORE THE DELIVERIES IN THE YARD.

AND LAST, THE MATERIAL STORAGE CANOPY.

THIS WILL PROVIDE SHELTER OF SAND, GRAVEL AND OTHER MATERIALS TO PROTECT FROM WEATHER AND TO PREVENT MATERIAL RUNOFF INTO OUR STORM SYSTEM IN THE CREEKS.

WE ARE PLEASED THAT THE BASE PROJECT, INCLUDING THE ADDITIONAL PROPOSED IMPROVEMENTS, WAS PRICED BELOW 15 MILLION.

THIS IMAGE GIVES AN OVERVIEW OF HOW TONIGHT'S ACTION FITS INTO THE OVERALL COST TO REBUILD.

THE TOTAL PROJECT STANDS AT A LITTLE UNDER 19 MILLION.

STAFF HAS TAKEN THESE COSTS AND DISTRIBUTED THEM BASED ON HEADCOUNT AND FUEL USAGE OF THE ISLAND, AS SHOWN IN THE ATTACHED SLIDE.

WE DO HAVE ADDITIONAL ENTERPRISE FUNDING TO SUPPORT THE PROJECT.

THE SURVEY GROUP THAT WE USE THAT ADJUSTS THEIR PAY PLANS IN JANUARY INSTEAD OF OCTOBER.

WE HAD SEVERAL CITIES IN OUR SURVEY GROUP THAT DID DO THAT THIS YEAR IN JANUARY.

HUMAN RESOURCES BEGAN GATHERING THOSE MOST RECENT PAY PLANS THAT WERE ADOPTED IN JANUARY FROM SOME OF THESE OTHER CITIES TO ENSURE THAT WE DID STAY WITHIN THE 50TH PERCENTILE FOR OUR JOBS BASED UPON THIS MOST RECENT DATA THAT WE COLLECTED IN JANUARY.

WE WERE RECOMMENDING AN AVERAGE OF 5 TO 6% INCREASE, A MID-YEAR MARKET ADJUSTMENT TO CERTAIN SWORN POLICE AND FIRE POSITIONS IN ORDER TO KEEP WITHIN THAT 50TH PERCENTILE OF OUR COMPARATOR CITIES.

WE WOULD LIKE TO PROPOSE TO MAKE THIS EFFECTIVE THE FIRST PAYROLL CYCLE IN JUNE.

THE ESTIMATED IMPACT TO THE BUDGET FOR THIS FISCAL YEAR IS ABOUT $374,864.

AT THIS TIME, I'LL ANSWER ANY QUESTIONS THE COUNCIL MAY HAVE.

SO EVEN IF YOU COULD HIRE A BUNCH OF NEW PEOPLE TODAY, IT WOULD TAKE A LONG TIME.

AND I KNOW WE'VE LOST A FEW BECAUSE I'M AWARE OF IT AT AT NOT RETIREMENTS BUT GOING AWAY PARTIES.

WE'VE LOST A FEW TO OTHER CITIES.

DO YOU HAVE ANY IDEA? I MEAN, WHAT ARE WE LOSING IN TERMS OF PERSONNEL GOING TO OTHER CITIES FOR BETTER PAY? DO YOU HAVE ANY CLUE? WE HAVE LOST SOME PERSONNEL, VERY FEW THIS YEAR TO OTHER CITIES.

IT'S PRIMARILY UP IN THE PLANO ALLEN, FRISCO AREA, WHICH ARE THE HIGHER PAYING PUBLIC SAFETY JOBS.

WE HAVE LOST A COUPLE OF PEOPLE UP THERE.

SOMETIMES, YOU KNOW, WE LOSE PEOPLE BECAUSE THEY MOVE AND THEY GO TO OTHER AGENCIES AND OF COURSE, RETIREMENTS.

IT IS DIFFICULT TO FIND POLICE AND FIRE RIGHT NOW, BUT THAT'S THAT'S A NATIONWIDE PROBLEM.

IT'S NOT JUST A GRAPEVINE PROBLEM.

ALL THE CITIES IN THE METROPLEX ARE COMPETING FOR THOSE POSITIONS.

AND SO THAT'S WHY IT'S IMPORTANT THAT WE STAY ON THESE NUMBERS.

WE WATCH THEM VERY CAREFULLY THROUGHOUT THE YEAR.

WE KNEW THAT SEVERAL CITIES IN JANUARY WERE GOING TO BE UPDATING THEIR PAY PLANS.

SO WE KNEW THAT WE HAD TO STAY ON THE A BALL ON THAT ONE, MAKE SURE WE GET THE DATA CURRENT AND LOOK AT THE COMPENSATION THAT WE HAVE IN PLACE FOR POLICE AND FIRE.

IT'S VERY COMPETITIVE OUT THERE.

I'M I KNOW IT IS, BUT WE SURE DON'T NEED TO BE LOSING ANY GOOD PEOPLE IF WE CAN HELP IT.

SO, SO SO YOU MENTIONED THAT.

I GUESS IT'S BECAUSE THE WAY OUR BUDGET IS SET UP IN OCTOBER, RIGHT? YES. SO HOW ARE WE GOING TO KIND OF RECTIFY THAT MOVING FORWARD? ARE WE GOING TO HAVE TO COME BACK EVERY JANUARY AFTER THERE'S AN ANALYSIS DONE AND HAVE TO DO MIDSTREAM? IS THERE SOME WAY THAT WE CAN KIND OF BE A LITTLE BIT MORE PROACTIVE? YES. WELL, WE DO LOOK AT THE DATA.

WE'RE LOOKING AT ALL THE DATA RIGHT NOW FOR NEXT YEAR'S BUDGET YEAR.

SO WE DO PUT THOSE NUMBERS TOGETHER FOR BUDGET WHEN WE START THAT PROCESS.

IN A COUPLE OF MONTHS, WE'LL HAVE THE MOST RECENT DATA FOR ALL THE CITIES THAT HAVE THEIR CURRENT PAY PLANS OUT.

I DO NETWORK WITH SEVERAL PEOPLE IN THE METROPLEX ABOUT WHAT THEY'RE PLANNING TO DO.

OF COURSE WE'RE HESITANT.

HR DIRECTORS IN GENERAL ARE HESITANT TO LOCK IN NUMBERS AND SAY ANYTHING PUBLICLY TO EACH OTHER.

BUT I DO ASK AROUND, WHAT ARE YOU THINKING YOU'RE GOING TO DO IN JANUARY? ARE YOU GOING TO DO AN APRIL ADJUSTMENT? I'VE ALREADY TALKED TO AT LEAST ONE OTHER CITY THAT'S LOOKING AT POSSIBLY AN APRIL ADJUSTMENT.

I WILL SAY THAT I'VE DONE COMP FOR A LONG TIME, AND IT USED TO BE THAT WE ADOPTED THEM EVERY OCTOBER 1ST, AND EVERYBODY SAT STILL FOR THAT ENTIRE YEAR UNTIL WE WERE LOOKING AT OCTOBER 1ST AGAIN.

BUT EVER SINCE COVID, OR EVEN PRE-COVID, WE STARTED SEEING PAY PLANS BEING ADJUSTED IN JANUARY, IN APRIL, IN JUNE AND JULY, WE'RE PROPOSING A JUNE ADJUSTMENT OURSELVES.

SO IT'S A MOVING TARGET ALL YEAR LONG, AND WE ARE STAYING ON THE NUMBERS MORE FREQUENTLY THAN WE USED TO, BECAUSE WE USED TO JUST LOOK AT THEM ONCE A YEAR, AND NOW WE'RE LOOKING AT THEM THREE AND FOUR AND FIVE TIMES A YEAR.

AND ARE WE LOOKING AT THE EXPECTATION COMPARABLE TO OTHER CITIES BASED ON THE POSITION AND THE SALARY THAT THEY'RE DOING? AS WE GROW AS A CITY, AS OUR STREETS GET A LITTLE MORE CROWDED AND WE HAVE A LOT MORE PEOPLE COMING IN TOWN AND WE HAVE ALL THESE THINGS GOING ON.

SO WHEN YOU LOOK AT SALARY, YOU ALSO LOOKING AT THE JOB THAT THEY DO, WHERE THEY DO IT, THE SAFETY OF THE COMMUNITIES AND ALL THOSE OTHER FACTORS, HOW ARE YOU KIND OF BALANCING THAT AS WELL? WELL, WHEN WE LOOK AT WHERE A JOB NEEDS TO BE PLACED ON A PAY PLAN, WE LOOK AT THE LEVEL OF RESPONSIBILITY, THE EXPOSURE TO DANGEROUS ELEMENTS.

ALL OF THOSE THINGS COME INTO PLAY WHEN WE WHEN WE DO AN ANALYSIS ON A JOB, BUT WE ALSO LOOK TO THE MARKET TO SEE WHAT THE MARKET'S PAYING, BOTH SOMETIMES PRIVATE SECTOR AND PUBLIC SECTOR. WE LOOK AT ENGINEERING JOBS AND THINGS LIKE THAT, THAT WE'RE COMPETING IN THE PRIVATE SECTOR AS WELL.

SO THERE'S A LOT OF FACTORS THAT GO INTO EVALUATING THOSE JOBS.

THE BIGGEST PIECE THAT WE LOOK AT IS REALLY MARKET COMPETITIVENESS RIGHT NOW, BECAUSE THAT SEEMS TO BE THE BIGGEST DRIVER FOR WHAT PEOPLE ARE BEING PAID.

OKAY. LAST QUESTION IS, SO YOU'VE KIND OF COME UP WITH A NUMBER, AN ADDITIONAL 5% FOR A CERTAIN LEVEL.

IS THAT BASED ON MINIMUMS OR IS THAT GOING TO GET US ABOVE SO THAT THESE PEOPLE ARE ACTUALLY GOING TO BE HAPPIER? ARE THEY GOING TO COME BACK AND SAY, WELL, THEY JUST GAVE US THE MINIMAL, THIS IS REALLY NOT WHERE WE NEED TO BE.

DOES THAT MAKE SENSE? YES.

THE NUMBERS THAT WE'RE PROPOSING ARE GOING TO PUT US AT THAT 50TH PERCENTILE, AND THAT'S THE DIRECTIVE THAT WE WORK OFF OF BASED UPON WHAT THE COUNCIL HAS PROVIDED DIRECTION TO US TO DO.

SO THESE NUMBERS THAT WE'RE PROPOSING WILL GET US TO THAT 50TH PERCENTILE.

AND WITH THE 4896 SCHEDULE, THEY'RE ACTUALLY ABLE TO MOVE FURTHER OUT BECAUSE THEY'RE COMING IN LESS DAYS PER WEEK.

SO IT REALLY DOES GIVE PARTICULARLY FIRE PERSONNEL THAT FLEXIBILITY.

IF THEY GO TO A 4896, AND ANY OF THE CITIES IN THE METROPLEX GIVES THEM A LOT OF FLEXIBILITY ON HOW FAR THEY CAN DRIVE.

SO TRANSPORTATION TIME COULD BE A FACTOR IN THOSE, NOT JUST SALARIES.
