The subject property is located at 460 West State Highway 114 and is currently zoned “HC”, Highway Commercial District. ]

THE APPLICANT INTENDS TO DEVELOP THE SINGLE STORY RESTAURANT FOR PORTILLO'S, AND IT WILL FEATURE 6200FT² IN SIZE FOR INDOOR DINING, ALONG WITH A 500 SQUARE FOOT OUTDOOR DINING AREA.

THE RESTAURANT WILL HAVE 160 SEATS IN TOTAL, WITH 128 SEATS INDOORS AND 32IN THE OUTDOOR DINING AREA, WHICH IS LOCATED ALONG THE EASTERN ELEVATION ADJACENT TO THE EXISTING VELVET TACO AND FIREBIRDS WOOD FIRE GRILL.

THE PLAN ALSO INCLUDES FOUR OUTDOOR SPEAKERS, INCLUDING A MENU BOARD ALONG ONE IS ALONG THE NORTHERN ELEVATION, THE OTHER THREE SPEAKERS, TWO OF WHICH WILL BE WITHIN THE OUTDOOR OR ADJACENT TO THE OUTDOOR DINING AREA AND ONE NEAR THE MAIN ENTRY.

IT IS A FAST CASUAL CONCEPT.

THEY SELL FOODS SUCH AS ITALIAN BEEF, HOT DOGS, HAMBURGERS, AND THEIR FAMOUS, CHOCOLATE CAKES AND CHOCOLATE SHAKE CAKE.

CHOCOLATE CAKE SHAKES.

THAT'S HARD TO SAY. ALL OF THEIR RESTAURANTS HAVE DRIVE THRUS AND THEY HAVE, TYPICALLY A DOUBLE LANE DRIVE THROUGH THAT TURNS INTO A BYPASS LANE THAT THEY HAVE DOWN TO A SCIENCE ON GETTING PEOPLE IN AND OUT OF THEIR DRIVE THROUGH QUICKLY.

THEY HAVE DIFFERENT DESIGNS, THEMES ON THE INTERIOR, SUCH AS PROHIBITION, CALIFORNIA GOLD RUSH, 1950S DINER, A 1950S GARAGE.

WHEN THE PUBLIC HEARING WAS FIRST HELD LAST YEAR ON JULY 18TH, THE MAIN CONCERN RAISED BY THE HOMEOWNERS WAS THE EXISTING CONCRETE BORDER WALL.

WHEN DISCUSSED, WE EXPRESSED CONCERNS ABOUT THE WALL BEING TORN DOWN, REPLACED POTENTIAL DAMAGE TO OUR PROPERTIES.

DURING THE HEARING, [INAUDIBLE] AND KEITH HAMILTON CONFIRMED THE SETBACKS REQUESTED WERE FROM THE EXISTING CONCRETE WALL ON THEIR SIDE.

THEY HAD SURVEYED DOVE STATION, AND THERE WAS NO INTENTIONS TO REPLACE THE EXISTING WALL OR ENCROACH ON OUR PROPERTIES.

ON JANUARY 31ST THIS YEAR, I RECEIVED KNOCKED ON MY DOOR FROM A FENCING COMPANY WORKING FOR [INAUDIBLE].

HE STATED HE WAS NEEDING ACCESS TO MY YARD FOR SURVEYORS BEFORE TEARING DOWN AND INSTALLING A NEW SIX FOOT WOODEN FENCE APPROXIMATELY 5 TO 7FT INTO MY YARD. AFTER DENYING HIS REQUEST AND ASKING HIM TO LEAVE, I IMMEDIATELY CALLED THE CITY AND WAS TOLD THAT THEY WOULD LOOK INTO IT AND GET BACK WITH ME LATER THAT DAY.

THE NEXT DAY, AFTER NO FOLLOW UP, I REACHED OUT AGAIN.

I WAS CONNECTED TO A DANIEL AT EXTENSION 3140.

I EXPLAINED THE SITUATION AND WAS TOLD NO PROVISIONS WERE ADDED ABOUT NOT MOVING THE CONCRETE BORDER WALL.

THAT NIGHT I SENT AN EMAIL TO YOU, MR. MAYOR, PLEADING FOR YOUR HELP AND EXPLAINING ALL THE DETAILS THAT WERE GOING ON.

I HAVE YET TO RECEIVE A FOLLOW UP FROM THAT.

A WEEK LATER, I RECEIVED A NOTE ON MY DOOR FROM [INAUDIBLE] CLAIMING THAT ACCESS WAS NEEDED TO MY PROPERTY, THE EXISTING WALL TORN DOWN AND A NEW ONE ERECTED WITHIN A MONTH.

I CALLED AND RECORDED THE CONVERSATION WITH [INAUDIBLE] UNDERSTAND WHAT HIS INTENT WAS.

WHAT STARTED OUT AS A CORDIAL CONVERSATION QUICKLY ESCALATED TO AGGRESSION AND THREATS.

WHEN HE INFORMED ME THAT NOT ONLY WOULD HE BE TAKING MY PROPERTY, BUT ALSO KEEPING MY TWO CRAPE MYRTLES AS A BENEFIT TO THE NEW HOMEOWNER, CRAPE MYRTLES THAT MY WIFE AND I PLANTED WHEN WE FIRST GOT MARRIED.

I WAS GOING TO PLAY THAT CALL FOR YOU GUYS TONIGHT, BUT OUT OF RESPECT, I DECIDED NOT TO.

I AM DISAPPOINTED THAT THIS CONCERN WAS RAISED AND DISCUSSED, BUT THIS CITY DID NOTHING TO PROTECT OUR INTERESTS FOR OUR LONG TERM CITIZENS.

I AM APPALLED THAT A FELLOW RESIDENT, ONE THAT WAS GRANTED MULTIPLE DEVIATIONS TO DEVELOPMENT STANDARDS, WOULD MAKE PROMISES TO THE CITY AND ITS CITIZENS AND THEN ATTEMPT TO UNDERMINE BOTH.

I AM SHOCKED THAT A FELLOW GRAPEVINE RESIDENT WOULD SEE FIT TO TAKE PROPERTY FROM ANOTHER GRAPEVINE RESIDENT TO GAIN PROFIT.

THIS IS NOT HOW GRAPEVINE NEIGHBORS TREAT EACH OTHER.

IS THIS HOW THE CITY OF GRAPEVINE NOW TREATS THEIR CITIZENS? TONIGHT I ASK THAT THE CITY DO EVERYTHING IN ITS POSSIBILITY TO STOP THIS AND TO HELP THE POLENDO CITIZENS.

I SPOKE AT THE JULY 18TH, 2023 MEETING, AND I RAISED CONCERNS REGARDING THE POTENTIAL IMPACT OF [INAUDIBLE], DOVE STATION PROJECT ON THE EXISTING BORDER WALL, AND THAT CURRENTLY SEPARATES OUR BACKYARD TO HIS PROPERTY.

AT THE MEETING, MR. [INAUDIBLE], PRESENTED DOVE STATION SITE PLAN DRAWINGS, WITH THE BORDER WALL IN ITS CURRENT LOCATION, AND HE ASSURED BOTH THE CITY COUNCIL AND THE RESIDENTS OF THE LINDA ESTATES.

THAT THE BORDER WALL WOULD BE RETAINED, REPAIRED OR EVEN ENHANCED IN ITS CURRENT LOCATION.

AND AS MR. JOHNSON INDICATED, REGRETTABLY, HE'S NOT LIVING UP TO, THE ASSURANCES THAT HE MADE DURING THAT MEETING.

ON FEBRUARY 8TH, HE DELIVERED AN UNSIGNED AND UNDATED LETTER ON PLAIN PAPER ADVISING THAT HE'S GOING TO MOVE THAT BORDER WALL TO A NEW LOCATION. AND THAT NEW LOCATION WOULD SHORTEN THE BACKYARDS OF SEVERAL [INAUDIBLE] LINDA ESTATE RESIDENTS.

THE [INAUDIBLE] LINDA HOMEOWNERS IN THAT AREA THAT, SHARE THAT BORDER WALL HAVE BEEN MAINTAINING AND, BEEN IN POSSESSION OF THAT AREA, NEXT TO THE BORDER WALL FOR MORE THAN 33 YEARS.

THERE HAVE BEEN IMPROVEMENTS MADE THERE, SPRINKLER SYSTEMS IN PLACE.

THERE'S BUSHES, TREES, BUILDINGS IN THAT AREA.

AND IT'S DISHEARTENING THAT, THE BORDER WALL CONCERNS THAT WE RAISED AND THOUGHT WERE, RESOLVED BEFORE CONSTRUCTION WAS APPROVED ARE NOW CREATING MUCH UNDUE STRESS AND ANXIETY FOR THE RESIDENTS IN THAT AREA.

MR. [INAUDIBLE] RECENT ACTIONS DO NOT ALIGN WITH THE STATEMENTS THAT HE MADE DURING THAT APPROVAL PROCESS.

I HAVE READ AND REREAD THE MINUTES OF THAT MEETING, AND HE HAS STATED MULTIPLE TIMES DURING HIS PRESENTATION THAT UNLESS THE FENCE IS COLLAPSING, HIS DESIRES TO LEAVE THE BORDER WALL AS IS AND WILL NOT DISTURB SHEDS, TREES, ETC.

SO YOU CAN UNDERSTAND THIS IS HONESTLY, LESS LEFT US PROFOUNDLY DISAPPOINTED AND WE FEEL THAT WE HAVEN'T BEEN REPRESENTED AS WE SHOULD. I URGE THE CITY COUNCIL TO INVESTIGATE THIS MATTER AND EAGERLY AWAIT A RESOLUTION THAT UPHOLDS THE INTERESTS OF THE LINDA ESTATE RESIDENTS AND HOLDS MR. WHEN, IN FACT, THE CITY AGREED TO A 15 FOOT VARIANCE FOR REAR YARD DEPTH.

SO IT'S CLEAR AND OBVIOUS THAT THERE'S INTENT THERE TO ACCOMMODATE LIKELY THE CITY'S REQUIREMENT OR VARIANCE

AND I APPRECIATE THAT THE COUNCIL DID ASK THOSE QUESTIONS, PAUL, AND I BELIEVE YOU WERE AT LEAST ONE OF THOSE.

AND THERE WERE OTHERS.

THE THIRD, DOCUMENT THAT I HAVE SHARED, IS A TEXT BETWEEN [INAUDIBLE] AND I CONFIRMING AS SUCH.

I WAS GOING TO MAYBE DO THAT FOR 8 TO 10 MINUTES.

AND THEN, OF COURSE, IF YOU HAVE ANY QUESTIONS OR ANYTHING LIKE THAT, ONE OF THE TOP THINGS THAT PEOPLE ARE TALKING ABOUT RIGHT NOW THAT I THOUGHT I'D GIVE YOU AN UPDATE IS THINGS THAT ARE HAPPENING AT THE BORDER RIGHT NOW.

SO I WAS AT THE BORDER EAGLE PASS, SHELBY PARK, SPECIFICALLY WITH THE GOVERNOR LAST WEEK, AND I WAS THERE ABOUT FOUR WEEKS EARLIER THAN THAT WHEN I FIRST GOT TO THAT WAS MY FIRST TIME BEING AT EAGLE PASS.

IT WAS MY FIRST TIME GOING TO SHELBY PARK.

THIS WAS BEFORE SHELBY PARK BECAME FAMOUS.

AND IT WAS JUST A FEW DAYS BEFORE THE SUPREME COURT GOT INVOLVED IN SHELBY PARK.

I WENT DOWN THERE WITH MYSELF, SOME MEMBERS OF DPS, AND WE SAW FIRSTHAND, JUST QUITE FRANKLY, HOW POROUS THE BORDER IS.

WE WENT IN THE HELICOPTER AND WITHIN 30S OF TAKEOFF, WE WERE ALREADY SEEING, YOU KNOW, HOW MANY PEOPLE WERE STREAMING ACROSS THE RIVER.

AND WE CAME DOWN, WE WENT AND WE STARTED TO LOOK AT JUST THE BEGINNING OF SOME OF THE PHYSICAL BARRIERS THAT WERE BEING PUT UP.

OBVIOUSLY, THE WALL HAS BEEN SOMETHING THAT'S BEING DISCUSSED FOR A LONG TIME, BUT THIS WAS JUST THE BEGINNING OF THE IMPLEMENTATION OF SHIPPING CONTAINERS.

AND ON THOSE SHIPPING CONTAINERS, THEY WERE PUTTING RAZOR WIRES.

WE WENT OUT INTO THE RIVER AND SAW THE BUOYS THAT OBVIOUSLY HAD BEEN DISCUSSED A LOT.

AT THAT POINT IN TIME, THERE WERE ABOUT 1000 OR SO INDIVIDUALS THAT WERE CROSSING ACROSS THE BORDER IN THAT AREA EACH AND EVERY SINGLE DAY.

A LOT OF THOSE INDIVIDUALS, OF COURSE, ARE COMING FROM A LOT OF DIFFERENT COUNTRIES.

IN THE LAST COUPLE OF YEARS, THERE'S BEEN FOLKS WHO HAVE BEEN APPREHENDED GOING ACROSS THE BORDER FROM OVER 120 DIFFERENT COUNTRIES, INCLUDING PLACES LIKE SYRIA.

AND EVEN BEFORE WE GOT THERE, JUST A FEW DAYS BEFORE THERE, FOLKS FROM NORTH KOREA, A LOT OF FOLKS ARE COMING IN FROM PLACES LIKE CHINA AS WELL A THOUSAND FOLKS, MOSTLY IN THIS PARTICULAR CASE, THE CHINESE THAT ARE COMING IN HAPPEN TO BE MALES IN THE 25 TO 30 YEAR OLD RANGE, WHEREAS WE LEARNED FROM DPS AND BORDER SECURITY THAT, YOU KNOW, TYPICALLY PEOPLE FROM MEXICO OR GUATEMALA OR VENEZUELA ARE BASICALLY AGREEING TO PAY ABOUT $1500 TO $2000 TO GET ACROSS THE BORDER.

MANY OF THEM DON'T HAVE THAT.

AND SO WHAT THAT DOES IS IT MAKES THEM INDEBTED TO THE CARTELS.

THESE CARTELS ARE MAKING APPROXIMATELY TWO OR MORE BILLION DOLLARS EACH AND EVERY SINGLE MONTH, JUST IN THE MOVING OF PEOPLE FROM ONE SIDE OF THE BORDER TO THE OTHER.

THESE CHINESE INDIVIDUALS WHO ARE COMING ACROSS THE BORDER ARE PAYING UPWARDS OF $80,000 TO BE ABLE TO COME ACROSS THE BORDER.

SO PROBABLY NOT STUFF THAT THEY'RE THAT SOMEONE ELSE IS PAYING FOR THEM ON THEIR BEHALF.

AND WE CAN GO INTO DETAIL ON SOME OF THAT LATER.

BUT THERE'S OBVIOUSLY A LOT OF CONCERN, WHETHER IT'S THE TRAFFICKING OF PEOPLE FOR SEX, FOR DRUGS, TRAFFICKING OF DRUGS.

BUT THERE'S ALSO RIGHT NOW IT'S BECOME THE BIGGEST GOOD GOING ACROSS IS PEOPLE LABOR TRAFFICKING.

NOW FAST FORWARD TO ABOUT A MONTH AGO.

IN THAT TIME, OBVIOUSLY, WE'VE PUT SIGNIFICANTLY MORE RAZOR WIRE DOWN AT THE BORDER AT LAST COUNT THAT I GOT ABOUT 287 MILES OF RAZOR WIRE, AND IT LOOKS COMPLETELY DIFFERENT THAN IT DID BACK THEN.

SO WE'VE SEEN A MASSIVE DECREASE IN THE NUMBER OF PEOPLE GOING DOWN IN THAT AREA.

ONE OF THE OTHER THINGS THAT WE WORKED ON A LOT, OBVIOUSLY TEXAS HAD THE BIGGEST SURPLUS THAT'S EVER HAD IN HISTORY.

WE WERE LOOKING AT A $35 BILLION SURPLUS.

WE WERE ABLE TO PUT MORE THAN HALF OF THAT BACK IN TERMS OF PROPERTY TAXES.

AND TO GIVE YOU AN IDEA OF WHAT THAT'S MEANT FOR YOUR CITIZENS, BY THE WAY, THE NUMBERS I'M GOING TO TELL YOU TOOK A LOT OF WORK TO GET, I DON'T KNOW WHY? BUT THE AVERAGE, HOMEOWNER IN GRAPEVINE-COLLEYVILLE ISD SAW ABOUT A 23% REDUCTION IN ACTUAL PROPERTY TAXES BEING PAID. WE DID THAT BY BASICALLY TAKING SALES TAX DOLLARS AND WITH YOUR VOTE AND YOUR SUPPORT IN NOVEMBER, BASICALLY GIVING THAT MONEY

TO THE SCHOOLS IN TURN, WHO HAVE TO LOWER THEIR PROPERTY TAXES TO INDIVIDUALS AS WELL AS INCREASING THE HOMESTEAD.

SO THAT'S REAL REDUCTION.

AND THAT'S ABOUT 21 TO 23% IS ABOUT PRETTY MUCH THE WHOLE OF NORTHEAST TARRANT IS HOW MUCH OF A REDUCTION WE'RE GETTING.

WE'RE ALREADY LOOKING AT THE BUDGET FOR NEXT SESSION, BECAUSE A LOT OF PEOPLE ARE SAYING, OKAY, ARE YOU GOING TO BE ABLE TO KEEP AFFORDING THIS? WE'RE ALREADY LOOKING AT NEXT SESSION AT AN OVER $20 BILLION SURPLUS FOR THE STATE.

SO I THINK IF THINGS WORK OUT, WE'LL BE ABLE TO PROVIDE EVEN MORE OR PROPERTY TAX REDUCTION.

AND FOR THE NEXT YEAR, A LOT OF THINGS THAT WE WORK ON WERE ALSO TO GO AND SUPPORT, OUR FINANCES HERE IN THE STATE. TEXAS IS DOING REALLY WELL.

OBVIOUSLY, WE HAVE A TRIPLE A RATING, BUT THAT'S BECAUSE NOT JUST BECAUSE OF OUR SURPLUS, BUT WE'RE TAKING CARE OF INFRASTRUCTURE NEEDS AND WE'RE TAKING CARE OF OUR PENSIONS.

I HAPPEN TO BE THE CHAIRMAN OF THE PENSIONS, INVESTMENTS AND FINANCIAL SERVICES COMMITTEE.

SO THIS SESSION THROUGH MY COMMITTEE, WHAT WE PASSED WAS A LOT OF HELP FOR OUR PENSIONERS, SPECIFICALLY OUR TRS, OUR RETIRED TEACHERS WHO HAD NOT SEEN AN INCREASE IN THEIR STIPENDS OR THEIR PAYMENTS THAT THEY RECEIVE IN DECADES.

AND AS YOU KNOW, HOW MUCH THINGS COST AND AS THE PRICE HAS GONE UP, THAT'S JUST EATING INTO THEIR MONTHLY ALLOWANCES.

AND SO WE PASS AND I'M A SPONSOR OF THE BILL THAT BASICALLY, FOR THE FIRST TIME EVER, CREATES A COST OF LIVING ADJUSTMENT FOR OUR RETIRED TEACHERS.

DEPENDING ON HOW WELL THE FUND DOES, IT'LL BE ABOUT A 3 TO 6% ANNUAL COST OF LIVING ADJUSTMENT, ALONG WITH ANOTHER ONE TIME SUPPLEMENT.

SO ON CYBER SECURITY, MAKING SURE THAT OUR STATE AND OUR SCHOOLS AND OUR CITIES AND OUR COUNTIES, OUR ELECTIONS ARE PROTECTED FROM ALL OF THE CYBER ATTACKS THAT ARE GOING ON, WAR HAS ESSENTIALLY MOVED IN A LOT OF WAYS FROM THE PHYSICAL SIDE TO PEOPLE AND NATION STATES AND TERRORIST ORGANIZATIONS ABLE TO USE THEIR POWER FROM BEHIND A COMPUTER TO GO AND ATTACK AND TRY AND STEAL YOUR INFORMATION AND YOUR DATA.

AND WE'VE SEEN THAT COUNTLESS TIMES.

AS AN EXAMPLE IN HOW IT RELATES TO THE BORDER IS JUST MONTHS AGO, SOMEBODY PROBABLY A NATION STATE, STOLE THE PERSONAL IDENTIFYING INFORMATION OF TEXANS WITH CHINESE SURNAMES.

WE'RE SEEING THAT SOME OF THAT DATA IS BEING USED TO GO AND HELP THE CARTELS THAT ARE BRINGING PEOPLE OVER, THAT HAPPEN TO BE CHINESE, TO BE ABLE TO GET DRIVER'S LICENSE AND OTHER THINGS SO THAT THEY CAN BE HERE IN THIS COUNTRY.

SO IT'S IMPORTANT FOR ME, IT'S IMPORTANT FOR EVERYONE THAT WE PROTECT THAT INFORMATION, PROTECT THAT DATA.

AND THE NEXT LOGICAL STEP IS A BILL THAT I WORKED ON LAST SESSION THAT WE'RE GOING TO CONTINUE TO WORK ON, AND IS WHAT I THINK THE NEXT BIG AND MAYBE THE NEXT LAST BIG TECH DEAL, WHICH IS ARTIFICIAL INTELLIGENCE.

AND THERE ARE CERTAIN THINGS WHEN IT RELATES TO DENSITY, FOR INSTANCE, OR THINGS THAT RELATE TO SHORT TERM RENTALS.

THERE WAS ONE BILL IN PARTICULAR.

WELL, I'LL TALK ABOUT ONE BILL THAT DIDN'T GO ANYWHERE.

IT WAS A BILL THAT WOULD ESSENTIALLY, IF PASSED, WOULD HAVE RESTRICTED YOU ALL FROM BEING ABLE TO REQUIRE A LOT SIZE, YOU KNOW, REQUIRE A LOT SIZE FOR A RESIDENT ANY BIGGER THAN 1500 SQUARE FEET.

SO YOU WOULD HAVE BEEN ABLE TO HAVE YOU WOULD HAVE BEEN FORCED EFFECTIVELY TO ALLOW FOR 1500 SQUARE FOOT LOTS.

SO IF YOU DO THE MATH, OKAY, WITH TEN FOOT SETBACKS ON EVERY SINGLE SIDE, THAT'S ABOUT HOUSES, ABOUT 700FT² TO 800FT².

SO OBVIOUSLY THAT DOESN'T WORK.

OBVIOUSLY, YOU SHOULD ALL HAVE THE FLEXIBILITY DEPENDING ON THE AREA AND THE ZONE AND ALL OF THAT AND NOT HAVE THOSE RESTRICTIONS.

NOW, THERE WAS ANOTHER BILL THAT DID MAKE IT TO THE HOUSE FLOOR, AND THAT WAS SOMETHING CALLED AUXILIARY DWELLING UNITS.

RIGHT. AND THIS WOULD BE THE ABILITY, WITHOUT YOUR ABILITY TO SAY, HEY, DON'T PUT A WHOLE NOTHER HOUSE ON THIS PROPERTY, YOU KNOW, WITH NO SETBACK NEXT TO SOMEONE ELSE'S HOUSE AND I KNOW I HEARD FOLKS TALKING ABOUT CREPE MYRTLES AND OTHER THINGS.

I MEAN, THIS COULD HAVE SET UP A SITUATION WHERE SOMEONE COULD LITERALLY BUILD A HOUSE NEXT TO YOUR HOUSE, NEXT TO THEIR HOUSE, NEXT TO ANOTHER HOUSE.

RIGHT. AND THAT CAME THAT BILL CAME OUT FOR A VOTE.

FOR WHAT IT'S WORTH, I TRIED TO NEGOTIATE A LITTLE BIT WITH THE BILL AUTHOR, TO SAY, LISTEN, CAN WE JUST CUT OUT CITIES SMALLER THAN 100,000 OR THAT KIND OF STUFF? BECAUSE IF YOU WANT TO DO THIS IN AUSTIN, THAT'S FINE, BUT PROBABLY NOT FOR THE CITY OF GRAPEVINE, NOT FOR COLLEYVILLE.

HE DIDN'T WANT TO DO THAT.

SO MYSELF AND SEVERAL OTHER MEMBERS, WE WERE OPPOSED TO THAT BILL, MOSTLY BECAUSE OF FOLKS THAT HAD HEARD FROM GRAPEVINE AND OTHER AREAS.

AND THE BILL ACTUALLY.

SO THE WAY IT WORKED IS WE VOTE, AND WHEN YOU HAVE A VOTE AND IT'S CLOSE, ANYONE CAN BASICALLY SAY, WE WANT TO DOUBLE CHECK IF THAT'S THE VOTE.

RIGHT. AND SO WE HAD THE VOTE AND I THINK IT WAS IT LOST THE BILL FAILED BY ONE VOTE OKAY.

WHICH MEANT SOMEONE ASKED FOR A REVOTE.

AND WHEN YOU DO A REVOTE, YOU MAKE SURE THAT EVERYONE WAS SITTING IN THEIR SEAT.

IT GIVES PEOPLE THE OPPORTUNITY TO SAY, OH, I MADE A MISTAKE, WHATEVER.

AND SO WE HAD TO GO THROUGH ALL OF THAT.

AND THEN AFTER ABOUT AN HOUR OF THAT, THE BILL FINALLY DIED, LOSING BY ONE VOTE IN THE HOUSE.

SO THE GOOD NEWS, RIGHT, WE WERE ABLE TO GO AND MAKE SURE THAT WE HAD LOCAL CONTROL.

ON THE OTHER HAND, WHAT I'LL TELL YOU IS IT'S A ONE VOTE, SITUATION.

THEY HAVE NO IDEA WHAT'S HAPPENING IN THIS STATE TO TAKE AWAY POWERS OF CITIES, TO PROTECT THE PEOPLE ON A LOCAL BASIS.

AND IT'S INCREDIBLE WHAT'S HAPPENING IN THIS STATE AND ACROSS THE COUNTRY.

SO WE. YOU'RE LIKE THE LITTLE BOY WITH THE DUTCH BOY WITH THE THUMB IN THE DIKE.

YOU SAVED US THIS TIME.

WELL, THERE'S A LOT OF HOLES IN THE DIKE, AND, BUT WE HAVE A LOT OF CHANCES.

AND I THINK THE GENESIS OF THAT, IS WHEN, GOVERNOR ABBOTT WANTED TO CUT DOWN A TREE IN HIS BACKYARD IN THE CITY OF AUSTIN WOULDN'T LET HIM.

AND HE'S BEEN MAD AT CITIES AND COUNTIES EVER SINCE THEN.

AND THEREFORE, HE WANTS TO TAKE THE ABILITY FOR CITIES TO GOVERN THEMSELVES.

HE WANTS TO TAKE LOCAL CONTROL AWAY FROM ALL OF US.

BUT I GO BACK TO 2020 DURING COVID, WHEN HE WOULD NOT ENACT A MASK MANDATE OR SOMETHING ALONG THAT LINE TO EVERY COUNTY IN THE STATE BECAUSE THEY WERE DIFFERENT. SOME OF THEM HAD NO CASES OF COVID, SOME OF THEM WERE RURAL, THEY WEREN'T WELL POPULATED.

AND SO THE OPPORTUNITY FOR COVID TO SPREAD VERY FAST WAS NOT APPARENT.

AND IT WAS NOT LIKELY IN SOME OF THE VERY RURAL AREAS.

THEREFORE, HE SAID HE WAS NOT GOING TO ENACT A STATEWIDE MANDATE TO WEAR A MASK THAT GOES TO THE SAME THING FOR LOCAL CONTROL.

THE PEOPLE IN LOCAL JURISDICTIONS HAVE A BETTER IDEA OF WHAT'S BEST FOR THEIR CITIES.

HE DOESN'T SEEM TO CONNECT THOSE TWO.

I'D LOVE TO HAVE A TALK WITH THAT MAN AND TRY TO EXPLAIN THAT TO HIM.
