MY NAME IS DAVE MILLER AND MY WIFE, MARSHA, IS HERE WITH ME AND OUR SON, BRYSON, IS DEPLOYED.

WE'VE HAD THE HONOR OF LIVING IN GRAPEVINE SINCE SEPTEMBER 2020.

WE CAME TO THE DFW AREA IN SEARCH OF A HOME FROM ARIZONA AND IMMEDIATELY FELL IN LOVE WITH GRAPEVINE, MAIN STREET, ESPECIALLY.

I AM A US NAVY VETERAN AND A CURRENT FIRST RESPONDER.

OUR SON GRADUATED FROM GRAPEVINE HIGH SCHOOL IN 2022 AND HE HIMSELF ENLISTED IN THE US NAVY AND HAS BEEN STATIONED ABOARD THE ARLY BURKE CLASS DESTROYER USS MASON, HOME PORTED IN MAYPORT, FLORIDA SINCE THE COMPLETION OF HIS TRAINING.

HE DEPLOYED TO THE MID EAST ON OCTOBER 13TH, THE 248TH BIRTHDAY OF OUR UNITED STATES NAVY.

WE MISS HIM, BUT WE'RE INCREDIBLY PROUD.

MARSHA AND I WENT ON VACATION TO COLORADO SEVERAL MONTHS AGO.

THEN ONE OF THE TOWNS WE VISITED, WE SAW AN EXCELLENT WAY THAT THEY WERE HONORING THEIR LOCAL MILITARY.

THE EXAMPLE I BROUGHT IS WHAT WE HAD MADE FOR OUR SON JUST AS AN IDEA.

AS WE'VE LIVED IN GRAPEVINE THE LAST THREE YEARS,

WE FEEL THAT GRAPEVINE APPEARS TO BE BY AND LARGE SUPPORTIVE OF THE MILITARY AND LAW ENFORCEMENT.

WE WANTED TO SHOW THIS BANNER AS POSSIBLY AN IDEA FOR A WAY FOR GRAPEVINE RESIDENTS TO HONOR LOVED ONE WHO'S CURRENTLY SERVING OR HAS PREVIOUSLY SERVED IN OUR FINEST MILITARY IN THE WORLD.

THE BANNERS COULD BE CUSTOMIZED AS WE DID OURS WITH THE PHOTO, NAME, BRANCH OF SERVICE, ANYTHING LIKE THAT.

THAT GRAPEVINE COULD INSTALL AND DISPLAY THESE BANNERS ALONG MAIN STREET EITHER YEAR-ROUND OR DURING SPECIFIC TIMES OF THE YEAR, LIKE ARMED ARMED FORCES DAY IN MAY, MEMORIAL DAY IN MAY, OR VETERANS DAY COMING UP THIS WEEKEND.

THESE BANNERS COULD SERVE TWO PURPOSES, RAISING MONEY FOR GRAPEVINE AND ALSO PROVIDE A MEANINGFUL AND LASTING WAY OF HONORING OUR LOCAL HEROES.

TREES CAN REDUCE THE EROSION OF OUR PRECIOUS TOPSOIL, BUT WIND AND WATER CUTTING DEEP, COOLING COST, MODERATE THE TEMPERATURE, CLEAN THE AIR, PRODUCE OXYGEN, AND PROVIDE HABITAT FOR WILDLIFE, TREES ARE A RENEWABLE RESOURCE GIVING US PAPER, WOOD FOR OUR HOMES AND FUEL FOR FIRES AND COUNTLESS OTHER WOOD PRODUCTS.

TREES IN OUR CITY INCREASE PROPERTY VALUES, ENHANCE THE ECONOMIC VITALITY OF BUSINESS AREAS AND BEAUTIFY OUR COMMUNITY.

TREES WHEREVER THEY'RE PLANTED ARE A SOURCE OF JOY AND SPIRITUAL RENEWAL.

IN THE SPIRIT OF THE FIRST OBSERVED PLANTING OF MORE THAN A MILLION TREES IN NEBRASKA, ARBOR DAY IS NOW OBSERVED THROUGHOUT THE NATION AND THE WORLD.

THE CITY OF GRAPEVINE HAS CELEBRATED ARBOR DAY FOR 38 CONSECUTIVE YEARS.

AGAIN, AS YOUR MAYOR, I PROCLAIM NOVEMBER 4, 2023 AS ARBOR DAY IN OUR COMMUNITY AND URGE OUR CITIZENS, AGAIN, TO SUPPORT EFFORTS TO PROTECT OUR TREES AND WOODLANDS, TO SUPPORT OUR CITY'S URBAN FOREST PROGRAM, TO PLANT TREES TO PROMOTE THE WELL-BEING OF THE PRESENT AND FUTURE GENERATIONS. APPROXIMATELY 70 PERCENT OF THE US HOUSEHOLDS ONLY L LEASE ONE PAD ACCORDING TO THE MAIN SOCIETY OF THE UNITED STATES, ANIMAL SHELTERS ARE VITAL RESOURCES FOR THEIR COMMUNITIES AND SAFE HAVEN FOR ANIMALS.

ANIMALS RUNNING LOOSE AND UNSUPERVISED CAUSE A THREAT TO THE PUBLIC HEALTH AND SAFETY.

APPARENTLY OWNERS WHO HAVE NOT HAD THEIR COMPANION ANIMALS SPAYED OR NEUTERED CONTRIBUTE TO PET OVERPOPULATION.

ANIMAL SERVICES OFFICERS PUT THEMSELF IN POTENTIALLY DANGEROUS SITUATION TO PROTECT THE HEALTH AND WELFARE OF WILD AND DOMESTIC ANIMALS IN THE PUBLIC.

PUBLIC EDUCATION OF ANIMAL CARE, BEST PRACTICES, RULES REGARDING PET RESTORATION, OPPORTUNITIES FOR VACCINATION, CLINICS, AND MICROCHIP, AND PUBLIC EVENTS PROMOTE THE WELFARE OF ANIMALS AND HUMANS.

ANIMAL SHELTER EMPLOYEES HELP BOTH ANIMALS AND PEOPLE IN MANY WAYS.

BY RETURNING LOST PETS TO THEIR OWNERS, ENFORCING THE ANIMAL CONTROL LAWS, LOOSE AND INJURED ANIMALS, EDUCATING THE PUBLIC AND MATCHING UP FAMILIES WITH NEW ANIMAL COMPANIONS.

THE CITY OF GRAPEVINE WOULD LIKE TO EXPRESS SINCERE THANKS AND APPRECIATION FOR THE OUTSTANDING SERVICE GRAPEVINE ANIMAL SERVICE EMPLOYEES PROVIDE ON A DAILY BASIS.

THEREFORE, I DECLARE MY NOVEMBER 5TH TO THE 11TH A WEEK OF CELEBRATION AND RECOGNITION OF THE NATIONAL ANIMAL SHELTER APPRECIATION WEEK AND RECOGNITION OF GRAPEVINE ANIMAL SERVICES FOR PROVIDING COMPASSIONATE SERVICE TO ANIMALS AND TO PEOPLE OF OUR COMMUNITY.

OUR FIELD SERVICES OFFICERS ARE OUT THERE EVERY DAY MAKING SURE THAT PEOPLE ARE SAFE AND ABLE TO HAVE THEIR PET SAFE AS WELL.

OUR ANIMAL SERVICES TEAM INSIDE OF THE SHELTER HAS BEEN HELPING THE ANIMALS.

WE'VE ADOPTED ALMOST 700 ANIMALS THIS YEAR AND FINDING THE HOMES OF OTHER ONES THAT HAD GOTTEN AWAY SO WE REUNITED THEM WITH THEIR OWNERS FOR A TOTAL OF ABOUT 1,300 DOMESTIC ANIMALS, AS WELL AS WILDLIFE THAT WE WERE ABLE TO HELP THROUGH OUR ANIMAL SERVICES.

WE'RE VERY THANKFUL FOR EVERYONE AND THE SUPPORT THAT HAS BEEN OFFERED TO THE ANIMAL SHELTER AND OUR COMMUNITY.

THE HISTORY AND THE CULTURE OF OUR GREAT NATIONS HAVE BEEN SIGNIFICANTLY INFLUENCED BY AMERICAN-INDIANS AND THEN DIGITIZE PEOPLE.

THE CONTRIBUTIONS OF AMERICAN-INDIANS HAVE ENHANCED THE FREEDOM, THE PROSPERITY, AND THE GREATNESS OF AMERICA TODAY.

THEIR CUSTOMS AND TRADITIONS ARE RESPECTED AND CELEBRATED AS A PART OF THE RICH LEGACY THROUGHOUT THE COUNTRY.

THERE ARE 574 FEDERALLY RECOGNIZED INDIAN NATIONS PLUS OTHER TRIBES LOCATED THROUGHOUT THE UNITED STATES.

NATIVE-AMERICAN AWARENESS WEEK BEGAN IN 1976.

RECOGNITION WAS EXPANDED, BY CONGRESS AND APPROVED BY PRESIDENT GEORGE BUSH IN AUGUST 1990, DESIGNATED IN THE MONTH OF NOVEMBER AS NATIONAL AMERICAN INDIAN HERITAGE MONTH.

AS YOUR MAYOR I'M HONORED TO DECLARE NOVEMBER 2023 IS NATIONAL NATIVE-AMERICAN HERITAGE MONTH IN THE GRAPEVINE, TEXAS, URGING ALL OF OUR CITIZENS DESERVE THIS MONTH WITH APPROPRIATE PROGRAMS, CEREMONIES, AND ACTIVITIES.

I'D LIKE TO THANK YOU ALL FOR GIVING US TIME TO PRESENT TONIGHT WHAT WE'VE BEEN DOING AT THE GRAPEVINE CHAMBER FOR THE PAST COUPLE OF YEARS.

I'M PROUD TO REPRESENT THE 23 BOARD MEMBERS AS WELL AS YOUR BUSINESS COMMUNITY HERE THIS EVENING. I WANTED TO START.

I KNOW MANY PEOPLE ARE FAMILIAR WITH WHAT IS A CHAMBER OF COMMERCE, BUT WANTED TO JUST SHARE FOR THOSE IN THE ROOM WHO MIGHT NOT KNOW SPECIFICALLY WHAT YOU'RE GRAPEVINE CHAMBER DOES.

SO WE ARE AN INDEPENDENT 501C3 NON-PROFIT CORPORATION AND OUR MISSION IS TO COLLABORATE, COMMUNICATE, CONNECT, AND ADVOCATE FOR BUSINESSES, AND TO ADD VALUE TO OUR COMMUNITY.

LIKE YOU, MANY OF US WORK AS VOLUNTEERS ON THE BOARD AND WITHIN COMMITTEES TO HELP OUR BUSINESSES GROW.

REALLY SOME IMPORTANT FACTS FOR YOU TO KNOW THAT I WANTED TO SHARE.

FIRST OF ALL, WE REPRESENT MORE THAN 1,000 BUSINESSES ACROSS NORTH TARRANT COUNTY.

IT'S REALLY IMPORTANT THAT WE COME TOGETHER TO ENSURE THAT THEY CAN MARKET THEIR BUSINESSES, THAT THEY CAN NETWORK, AND THAT THEY CAN HELP TO BUILD AND STRENGTHEN THE COMMUNITY.

WE'RE REALLY PROUD THAT WE ARE ABLE TO WELCOME NEW BUSINESSES EVERY SINGLE MONTH.

BUT ALSO THAT WE HAVE A LOT OF BUSINESSES THAT THIS COMMUNITY WAS FOUNDED UPON THAT ARE STILL MEMBERS OF THE GRAPEVINE CHAMBER TODAY AND I KNOW MANY OF YOU IN THIS ROOM HAVE SUPPORTED US WITH GROWING OUR MEMBERSHIP BASE OVER THE PAST COUPLE OF YEARS SO THANK YOU WE APPRECIATE YOUR SUPPORT IN THAT.

AS A BOARD, WE ARE LED BY 23 BOARD OF DIRECTORS AND WE'RE IN CHARGE OF HIRING THE CEO OF YOUR CHAMBER OF COMMERCE FOR DONNA HASSLE.

RAY DONOVAN IN TURN WORKS WITH AND LEADS WITH A STAT LEADS A STAFF OF SIX FULL-TIME TEAM MEMBERS AT THE CHAMBER, USING A BOARD APPROVED BUDGET, MADONNA AND THE CHAMBER STAFF WORKED FOR HELP US COMPLETE ALL OF OUR GOALS EVERY YEAR.

ALONG WITH THE CHAMBER OF STAFF, YOU'LL SEE HERE THAT WE HAVE AN AMAZING GROUP OF COMMITTEES THAT HELPS SUPPORT THE GRAPEVINE CHAMBER OF COMMERCE.

MUCH OF WHAT THEY DO NOT ONLY SUPPORTS OUR BUSINESS COMMUNITY BUT ALSO HELPS SUPPORT OUR SCHOOLS, OUR NON-PROFIT COMMUNITY, AND ALSO OUR SENIOR CITIZENS THAT LIVE HERE IN GRAPEVINE.

I WANTED TO CALL OUT THE GOOD WORK OF TWO COMMITTEES IN PARTICULAR.

FIRST OF ALL, OUR WOMEN'S DIVISION ALONE HAS MORE THAN 100 MEMBERS AND HAS PURCHASED MORE THAN $36,000 IN SCHOOL SUPPLIES AND GATHERED GUESTS FOR OUR UNDERSERVED SENIOR CITIZENS EVERY YEAR.

THANK YOU TO EVERYONE WHO IS A PART OF THAT COMMITTEE.

IN ADDITION TO THAT, WE'VE SEEN TREMENDOUS GROWTH WITH OUR GRAPEVINE YOUNG PROFESSIONALS ORGANIZATION.

THEY HAVE DONATED FOUR TIMES THIS YEAR AS A PART OF THEIR CAUSE FOR THE QUARTER CAMPAIGN, BENEFITING A MULTITUDE OF NON-PROFITS HERE IN THE COMMUNITY, INCLUDING ANIMALS SERVICES AND OUR LOCAL ANIMAL SHELTER.

THEY ALSO HAVE TAKEN ON ADDITIONAL EFFORTS SUCH AS CLEANING UP LATE GRAPEVINE AND HELPING TO KEEP OUR COMMUNITY MORE BEAUTIFUL.

AS YOU CAN SEE, IN ADDITION TO THE STAFF AND THE BOARD, WE DO HAVE LITERALLY HUNDREDS OF PEOPLE WITHIN THE COMMUNITY THAT ARE HELPING TO SERVE ON THESE DIFFERENT COMMITTEES.

I WANTED TO TAKE US BACK JUST A COUPLE OF YEARS.

IT'S BEEN A FEW YEARS SINCE WE'VE BEEN ABLE TO PRESENT TO THE COUNCIL, SO WANTED TO JUST GO BACK TO 2020 IN COVID TIMES AND SHARE SOME REALLY INCREDIBLE STATS WITH YOU OF WHAT WE WERE ABLE TO CONTRIBUTE DURING 2020 AND THROUGHOUT COVID SO THE CHAMBER WAS NOT ONLY ABLE TO STAY OPEN DURING THAT TIME PERIOD, BUT WAS ALSO ABLE TO DISTRIBUTE MORE THAN 45,000 MASKS INTO THE COMMUNITY, MORE THAN 5,000 COVID TEST KITS, AND WORKED WITH OUR BUSINESSES TO ENSURE THAT THEY HAD WAYS TO APPLY FOR DIFFERENT FEDERAL FUNDING.

THROUGH OUR EFFORTS OVER THE LAST TWO YEARS AS WELL, WE HAVE HELPED SMALL BUSINESSES GET MORE THAN $7 MILLION THROUGH THE ERC PROGRAM AND THERE WAS ANOTHER $2 MILLION THAT ARE COMING TO LOCAL GRAPEVINE BUSINESSES THROUGH THAT PROGRAM AS WELL.

CURRENTLY, THIS IS THE 2021 IBC.

THIS IS ONE OF FIVE OF THE BOOKS THAT WE'RE GOING TO BE TALKING ABOUT THIS EVENING WITH THESE SLIDES SO IT'S QUITE A LOT TO DIGEST, BUT WE'LL GET THROUGH IT AS QUICKLY AS WE CAN.

[NOISE] THE MAYOR ALREADY WENT OVER THE CODE ADOPTIONS THAT WE'RE LOOKING AT, IT'S A SERIES OF SIX BOOKS.

THE IBC, THE IRC, THE IPC THE IFGC, WHICH IS THE FUEL GAS CODE, AND THE MECHANICAL CODE, AND THEN 2020 NATIONAL ELECTRIC CODE.

THE I CODES ARE UPDATED ON A THREE-YEAR CYCLE, THE LAST TIME THEY WERE ADOPTED IN GRAPEVINE WAS IN 2007, AND THAT WAS THE O6 I CODES.

THE MOST CURRENT EDITION IS THE 2021, THE 2024S WILL BE COMING OUT SOON.

I'LL BE PROPOSING THOSE TO YOU ALL IN ABOUT THREE YEARS FROM NOW.

FIRST, WE'LL GO OVER THE BUILDING CODE.

THIS IS JUST A QUICK OVERVIEW OF A MODIFICATION, PREVIOUSLY, THERE WERE NO ONE'S SPECIAL REQUIREMENTS FOR WATERPROOFING ON BALCONIES AND THIS IS A COMMON STRUCTURAL FAILURE POINT IN BUILDINGS AND SO WITH THIS ADDITION, IT'S GOING TO MAKE BUILDINGS SAFER.

CHANGE OF OCCUPANCY CLASSIFICATION, HAS BEEN FURTHER CLARIFIED TO ANYTIME THERE'S AN INCREASED RISK TO HUMAN LIFE, THEN THERE ARE ADDITIONAL CODE MEASURES THAT CAN BE APPLIED TO PROTECT THOSE PEOPLE.

I'LL GO BACK TO THAT. THEY DID ADD DEFINITIONS AND RECOMMENDATIONS FOR SPECIAL AMUSEMENT AREAS SUCH AS MEOW WOLF AND ACTUALLY WHEN MEOW WOLF WENT THROUGH THERE WERE NO PROVISIONS IN OUR CODE TO REALLY WORK WITH THAT, AND SO WE ALLOWED THEM TO GO WITH THE 2018 I CODES FOR THEIR DESIGNS IN ORDER TO ACCOMMODATE THAT BUSINESS.

WE COULDN'T DO IT WITH THE O6S.

THEY ADDED ESCAPE ROOMS LIKE GRAPEVINE ESCAPE, FOR EXAMPLE, FOR THE EGRESS REQUIREMENTS, WHENEVER THERE'S A FIRE OR ANY EMERGENCY, IT AUTOMATICALLY ASKED TO UNLOCK THE ROOM THAT WAS NOT IN PREVIOUS PROVISIONS OF THE CODE.

PLAY STRUCTURES HAVE BEEN REDEFINED FROM CHILDREN TO ALL PEOPLE LIKE SUMMIT CLIMBING, FOR EXAMPLE, HERE IN GRAPEVINE.

DISTILLING AND BREWING, THIS IS AN AREA OF THE CODE WHERE IT WAS ALWAYS CONSIDERED A HIGH HAZARD OCCUPANCY WHICH HAD ADDITIONAL CODE REQUIREMENTS.

WELL, THE NEWER CODES HAVE RELAXED THOSE REQUIREMENTS, ALLOWING TO BE CLASSIFIED AS A STORAGE OCCUPANCY, WHICH ADDS MORE FREEDOM TO DESIGNERS AND BUILDERS.

ELECTRICAL VEHICLE CHARGING STATIONS ARE SOMETHING THAT HAVE BEEN A HOT TOPIC LATELY.

ONE OF THE PROVISIONS IN AMENDMENTS WE'RE PROPOSING IS TO PROHIBIT THEM WITHIN PARKING GARAGES JUST BECAUSE THE INCREASED FIRE RISK AND RISK OF BUILDING COLLAPSE.

THERE'S BEEN EXPANDED DEFINITIONS FOR ATRIUMS WHERE IF THEY CONSTRUCT THEM IN A CERTAIN WAY, THEY CAN AVOID SMOKE CONTROL, WHICH IS A VERY COST INHIBITIVE TYPE FEATURE IN A BUILDING SO IT DOES GIVE DESIGNERS ADDITIONAL OPTIONS THAT AREN'T THERE IN OUR CURRENT CODE ADOPTION, ALSO, MECHANICAL PARKING GARAGES OR SOMETHING THAT HAD BEEN ADDED.

NOT SOMETHING WE'VE SEEN BEFORE, BUT LIKE THE CAR VENDING MACHINES, THINGS OF THAT NATURE.

AMBULATORY CARE FACILITIES PREVIOUSLY THEY WERE TREATED JUST LIKE APARTMENT BUILDINGS, BUT THEY'RE UNIQUE CIRCUMSTANCES.

SOMETIMES YOU HAVE MEMORY CARE, AND THINGS LIKE THAT SO THEY'VE ADDED PROVISIONS TO ALLOW FOR EXTERNAL SHUTOFF OF COOKING APPLIANCES FOR ENHANCED OCCUPANTS SAFETY.

WE'LL TOUCH ON THIS A LITTLE BIT MORE LATER, BUT THERE IS NOW A REQUIREMENT FOR STORM SHELTERS IN CERTAIN TYPES OF BUILDINGS.

WE'RE PROPOSING AMENDMENT TO REDUCE THE SIZE OF THE STORM SHELTER FOR A PUBLIC SCHOOL BASED ON WHAT TEA ALLOWS FOR OCCUPANCY OTHER THAN JUST THE BUILDING OCCUPANT LOAD FOR A CLASSROOM, YOU CAN HAVE A DESIGN OCCUPANT LOAD FOR THE BUILDING OF 60 OCCUPANTS, BUT TEA WILL ONLY ALLOW 30 KIDS IN THERE SO WE CAN REDUCE THE SIZE OF THAT STORM SHELTER BASED ON THE ACTUAL OCCUPANCY OF THE SCHOOL.

I ALREADY WENT OVER PLAY STRUCTURES, THERE IS AN AMENDMENT THAT CLARIFIES THAT FIREWALLS ARE REQUIRED BETWEEN DIFFERENT CONSTRUCTION TYPES, YOU CAN HAVE A TYPE 2 BUILDING WHICH IS NON-COMBUSTIBLE AND A TYPE 5 BUILDING WHICH ALLOWS ANY BUILDING MATERIAL RIGHT NEXT TO EACH OTHER AND IT CLARIFIES WINDOWS FIREWALL, WALLS ARE REQUIRED, IT'S NOT REALLY AN ADDITION TO THE CODE JUST REALLY TO CLARIFY, WHEN THOSE REQUIREMENTS KICK IN.

OCCUPIED ROOFS, IT BECAME A NEWER THING, ENCODES SOMETHING THAT IS MORE DESIRABLE TO PEOPLE AND SO WE HAVE ADDED LANGUAGE TO THE CODE THAT BASICALLY SAYS THAT THE OCCUPIED ROOF DOES NOT ADD AN ADDITIONAL STORY TO THE BUILDING, KICKING IN ADDITIONAL SAFETY REQUIREMENTS THAT WOULD OTHERWISE BE TRIGGERED BY OUR CURRENT CODES.

ALLOWABLE AREAS, WHICH IS IF YOU'VE GOT A BUILDING, IT'S ONLY ALLOWED TO BE A CERTAIN SIZE BASED ON HOW FAR IT IS AWAY FROM EVERYTHING ELSE.

THEY'VE SIMPLIFIED HOW THAT IS CALCULATED TO MAKE IT EASIER FOR DESIGNERS TO INTERPRET.

BELIEVE IT OR NOT, ARCHITECTS, THEY GO THROUGH A FOUR-YEAR UNIVERSITY PROGRAM AND THEY HAVE ONE THREE-HOUR CLASS ON CONSTRUCTION CODES.

THEY DON'T KNOW WHAT THE WAY WE DO IN MY PROFESSION, SO I'M HAVING TO EDUCATE THEM ANYTIME WE CAN SIMPLIFY THINGS FOR THE ARCHITECTS, IT'S SAVES ME A TON OF TIME.

TYPE 4 CONSTRUCTION, I'LL TOUCH ON HERE IN A MINUTE.

PODIUM BUILDINGS, THEY'VE ADDED A PROVISION TO WHERE YOU CAN HAVE A COMBUSTIBLE STAIR FROM THE GROUND FLOOR AREA TO THE UPPER FLOOR AREA, A LOT OF APARTMENT BUILDINGS THEY'LL HAVE A CONCRETE AND STEEL STRUCTURE THAT IS THE FIRST FLOOR, THAT IS A PARKING GARAGE AND THEN THEY'LL BUILD A TYPE 5 FULLY COMBUSTIBLE CONSTRUCTION MATERIALS ON TOP OF IT.

PREVIOUSLY YOU HAD TO HAVE CONCRETE AND STEEL FOR THAT STAIRWAY AND BECAUSE IT'S NOT REALLY AN EXIT PATH, THEY'VE ADDED PROVISIONS TO ALLOW THAT STAIRWAY TO BE COMBUSTIBLE BACK DOWN TO THE PARKING GARAGE.

THERE ARE NEW PROVISIONS THAT ALLOW ADDITIONAL FIRE-RETARDANT TREATED MATERIALS IN NON-COMBUSTIBLE BUILDINGS WHERE IT DOESN'T PRESENT A SAFETY HAZARD.

MASS TIMBER IS A CONSTRUCTION TYPE THAT HAS ALWAYS BEEN THERE JUST TYPE 4 HEAVY TIMBER IS THE TRADITIONAL METHOD.

THEY BROKE THAT DOWN INTO FOUR DIFFERENT TYPES AND THE REASON IS AS THEY'VE COME OUT WITH A LOT OF ENGINEERED WOOD PRODUCTS AND THINGS THAT THEY CAN USE AND WITH THESE NEW CONSTRUCTION TYPES, THEY'RE ALLOWED TO BUILD TALLER BUILDINGS OUT OF COMBUSTIBLE PRODUCTS AND STILL HAVE THEM SAFE.

STRUCTURAL FIRE PROTECTION.

[NOISE] TRADITIONALLY, IF YOU HAD TO FIRE PROTECT A BEAM LIKE THIS ONE IN THE PICTURE, THE BEAM ITSELF HAD TO HAVE THE FIRE PROTECTION ON IT, BUT THE CONNECTIONS DIDN'T AND SO THAT WAS A FAILURE POINT SO THEY ADDED AN ADDITIONAL REQUIREMENT FOR A LITTLE MORE PROTECTION ON THE CONNECTIONS TO MAKE THE BUILDING SAFER.

ENCLOSURE OF AN EXIT PASSAGEWAY.

THIS IS A BIG DEAL YOU GET A LARGE WAREHOUSE BUILDING WITH AN OFFICE COMPONENT AND YOU'VE GOT A MAXIMUM TRAVEL DISTANCE.

WELL BEFORE, IN A BUILDING WITH A 50-FOOT ROOF, YOU HAD TO BUILD WALLS ALL THE WAY TO THAT DECK TO CONDUCT PEOPLE OUTSIDE.

WELL, NOW THEY'VE ADDED CODE LANGUAGE TO WHERE YOU CAN PUT A RATED CEILING ON THAT AND JUST CREATE A CORRIDOR SO IT'S A HUGE COST SAVINGS FOR CONSTRUCTION.

EGRESS ILLUMINATION AND STAIRWELLS IS ALWAYS BEEN LIMITED TO 1 FT CANDLE.

THEY'VE ADDED A REQUIREMENT FOR AN OCCUPANCY SENSOR TO ANYONE ENTERS THE STAIRWELL, IT HAS TO BUMP THAT ILLUMINATION LEVEL UP TO 10-FOOT CANDLES JUST FOR ENHANCED OCCUPANT SAFETY IN THE UTERUS.

ON OCCUPIED ROOFS.

ANYTIME THERE ARE FOUR OR MORE STOREYS ABOVE STREET-LEVEL, THEY ARE NOW REQUIRED TO HAVE AN ELEVATOR FOR ACCESSIBILITY.

MAXIMUM DOOR WIDTH IS ALWAYS BEEN LIMITED TO 48 " REGARDLESS OF CIRCUMSTANCE OF THE CODE.

WELL, THERE'S A THERE'S A MINIMUM OR A MAXIMUM PRESSURE ALLOWED TO OPEN A DOOR FOR EGRESS AS LONG AS THE DOOR MEETS THAT, IT CAN BE ANY WIDTH.

THERE'S NO LIMITATION ON THE DOOR WITH ANY LONGER.

IN A HOSPITAL OCCUPANCY THEY'VE INCREASED THE MAXIMUM DEAD END CORRIDOR FROM 20 FEET TO

RISK CATEGORY 2 IS GOING TO BE MOST EVERY BUILDING OUT THEIR, RISK CATEGORY 1 IS GOING TO BE SOMETHING WHERE IT'S REALLY LOW RISK TO HUMAN LIFE.

CATEGORY 3 IS GOING TO BE YOUR SCHOOLS AND THINGS LIKE THAT.

A LITTLE MORE ADDITIONAL REQUIREMENTS KICK IN TO PROTECT THE OCCUPANTS AND THEN CATEGORY 4 ARE GOING TO BE ESSENTIAL FACILITIES LIKE PUBLIC SAFETY BUILDING, FOR EXAMPLE, AN AIR TRAFFIC CONTROL TOWER, THINGS OF THAT NATURE.

MOVING ON TO THE IRC, ANY QUESTIONS ABOUT THE IBC SO FAR? THE RESIDENTIAL CODE FOR ADDITIONS, ALTERATIONS, AND REPAIRS, THEY HAVE CLARIFIED THAT THEY CAN ALWAYS BE DONE AS LONG AS IT DOES NOT MAKE THE EXISTING BUILDING LESS COMPLIANT WITH THE CODE.

AS LONG AS THE EXISTING BUILDING REMAINS SAFE, YOU CAN ADD ONTO IT.

THE ADDITION WILL HAVE TO MEET THE CURRENT CODES, THE EXISTING BUILDING DOES NOT HAVE TO BE UPGRADED.

THIS IS JUST A QUICK CLARIFICATION SAYING THAT THE HEIGHT OF THE EMERGENCY ESCAPE AND RESCUE OPENING FROM A BEDROOM, FOR EXAMPLE, EVERY BEDROOM HAS TO HAVE WINDOW TO GET TO THE OUTSIDE, IT'S JUST SAYING THAT IT CAN'T BE MORE THAN THE 44" FROM THE GRADE OUTSIDE.

THE DESIGN WIND SPEED HAS GONE FROM 90 MILES PER HOUR TO 115 MILES PER HOUR AND THIS IS A WELCOMED ADDITION.

THIS IS INTERESTING, WE DON'T REALLY DEAL WITH A LOT OF ADA ISSUES, BUT ON THIS PARTICULAR ONE, ON EVERY NEW HOME, THEY'RE GOING TO HAVE TO HAVE BLOCKING INSTALLED ON AT LEAST ONE GROUND FLOOR TOILET FOR FUTURE HANDICAP GRAB BARS AND IT'S A GOOD IDEA.

SMOKE ALARM LOCATIONS, PREVIOUSLY, THE CODE WAS UNCLEAR.

WHENEVER WE HAD A CHANGE IN CEILING HEIGHT, IT DIDN'T ALWAYS MAKE IT CLEAR WHERE THE SMOKE [NOISE] DETECTOR NEEDED TO BE, BUT IT OBVIOUSLY [NOISE] NEEDS TO BE ON THE HIGHER LOCATIONS SO THAT THE OCCUPANTS ARE NOTIFIED IN A TIMELY MANNER.

CARBON MONOXIDE DETECTORS ARE NOW REQUIRED, IN OUR CURRENT CODES THEY'RE NOT REQUIRED AT ALL.

IT'S THE SILENT KILLER, THIS IS A VERY IMPORTANT CODE UPGRADE.

BUT WE DO HAVE AN AMENDMENT TO WHERE IF YOU CHANGE OUT AN EXISTING UNIT IN A HOME, THAT YOU DON'T HAVE TO INSTALL IT, AS LONG AS IT'S NOT A FUEL GAS FIRED.

IF YOU'RE CHANGING ON ELECTRIC FURNACE, YOU DON'T HAVE TO RETROACTIVELY INSTALL IT.

THIS IS THE PHOTOVOLTAIC SYSTEMS, SOLAR PANELS.

THERE ARE NEWER TECHNOLOGIES OUT THERE THAT WEREN'T AROUND IN 2006, FOR EXAMPLE, THE GENTLEMAN IN THIS PICTURE IS NAILING DOWN A SHINGLE PRODUCT THAT IS ACTUALLY A SOLAR PANEL.

IT CAN BE MORE COST PROHIBITIVE IN CERTAIN CIRCUMSTANCES.

WE'LL, ARE YOU WORKING IN CONJUNCTION WITH THEM TO TRY TO HELP THEM WITH THAT BECAUSE I KNOW THAT RECENTLY WE'VE HAD SOME OBVIOUSLY MAJOR OUTAGES, BUT THERE'S STILL SOME AREAS THAT CONTINUE TO HAVE THAT PROBLEM WHEN WE HAVE STORMS. IN OUR CURRENT CODES TO NOT ALLOW FOR OVERHEAD POWER, EVERYTHING HAS GOT TO BE UNDERGROUND JUST SIMPLY BECAUSE OF THAT REASON.

BUT WE DO HAVE AGING AREAS OF THE COMMUNITY THAT'S STILL HAVE THAT OVERHEAD POWER AND I'LL TELL YOU WHAT.

IF YOU'VE GOT A CONSTITUENT THAT IS HAVING TROUBLE GETTING A GENERATOR TYPICALLY IT'S THE PERSON SELLING THEM THE GENERATOR THAT IS TELLING THEM THEY CAN'T HAVE IT, NOT US.

WELL, THE CHALLENGES IS THAT TO YOUR POINT, THOSE SELLERS ARE SELLING THESE LOWER DECIMALS AND THEY'RE MUCH HIGHER AND GOING BACK TO THE CITY CODE AND ENFORCEMENT OF THAT.

I JUST KNOW THAT IT'S BECOMING MORE RELEVANT TO SOME OF THESE AREAS.

THE CRIMINAL JUSTICE DIVISION OF THE OFFICE OF THE GOVERNOR PROVIDES JUSTICE ASSISTANCE GRANT, YOU'LL OFTEN HEAR THIS REFERRED TO AS JAG GRANT.

THEY PROVIDE THOSE OPPORTUNITIES TO ASSIST LAW ENFORCEMENT AGENCIES AND THE STATE.

IN FEBRUARY, THE DEPARTMENT APPLIED FOR GRANT FUNDING FOR VEHICLE BARRIER DEVICES.

RECENTLY, THE DEPARTMENT RECEIVED NOTIFICATION THAT THE GRANT REQUEST WAS APPROVED.

THIS GRANT IS A REIMBURSEMENT GRANT AND THE AMOUNT OF $105,000, THE TERM OF THE GRANT COINCIDES WITH OUR FISCAL YEAR 2024.

THE FUNDS HAVE BEEN AWARDED FOR THE PURCHASE OF VEHICLE BARRIERS.

THESE BARRIERS WILL BE UTILIZED TO BLOCK STREETS FROM VEHICLES TRYING TO ENTER SECURED AREAS SUCH AS DURING MAIN STREET FESTIVAL, GREAT FAST, AND THE CHRISTMAS CAPITAL OF TEXAS.

THESE BARRIERS CAN BE UTILIZED ANYWHERE IN THE CITY AS THEY ARE MOBILE, THE BERRIES ARE SEGMENTED TO ADJUST TO ANY WIDTH, ARE PART OF PORTABLE RATHER, AND CAN BE QUICKLY DEPLOYED.

THE PROPOSED PROJECT HAS BEEN DISCUSSED AT THE MARCH 23RD AND OCTOBER 26TH FACILITY COMMITTEE MEETING AND THE COUNCIL BRIEFING ON MAY 16TH OF THIS YEAR.

AS NOTED IN THE MEMO, STAFF IS RECOMMENDING TO USE FREESE AND NICHOLS FOR THE FINAL DESIGN AND ASSIST THROUGH THE CONSTRUCTION MANAGER AT RISK PROCESS THAT WE WILL USE FOR CONSTRUCTION.

OUR ESTIMATES HAVE PRICED EACH ADMINISTRATIVE FACILITY AT NINE MILLION DOLLARS.

THE NEW FACILITIES WILL BE INCLUDED ADDITIONAL BATHROOMS, SHOWERS, BUNK ROOMS, OFFICE AND MEETING SPACE, IT ROOMS, AND EXPANDED LABORATORY TESTING AREAS.

WE EXPECT THE DESIGNED TO TAKE 12 MONTHS WITH AN 18-MONTH CONSTRUCTION WINDOW.
