This request is specifically to develop a new 4-story office building and to extend the maximum height limit of 50 feet. The subject property is located at 3489 State Highway 121 and is currently zoned “CC”, Community Commercial District.]
Q 23 DASH 25, WHICH IS PAYCOM, AND AS ERICA MAROHNIC FROM OUR STAFF TO INTRODUCE THE REQUEST.THIS REQUEST IS TO AMEND THE PREVIOUSLY APPROVED SITE PLAN OF CONDITIONAL USE 1822, WHICH WAS APPROVED IN 2018 TO ALLOW A BUILDING HEIGHT TO EXCEED THE MAXIMUM HEIGHT PERMISSIBLE IN THE CC COMMUNITY COMMERCIAL DISTRICT.
THE APPLICANT IS SPECIFICALLY PROPOSING TO CONSTRUCT PHASE TWO OF THEIR EXISTING CORPORATE CAMPUS, A NEW FOUR STORY OFFICE BUILDING AND THIS NEW FOUR STORY OFFICE BUILDING IS PROPOSED TO EXCEED THAT 50FT HEIGHT LIMIT IN THE COMMUNITY COMMERCIAL DISTRICT.
THE EXISTING SITE IS 13.1 ACRES.
IT'S AN ESTABLISHED CORPORATE CAMPUS, WHICH INCLUDES THE FIRST PHASE OF A 150,000 SQUARE FOOT FIVE STORY OFFICE BUILDING, A 14,000 SQUARE FOOT EMPLOYEE GYM AND A SEVEN STORY PARKING STRUCTURE.
AND BECAUSE IT'S PROPOSED TO EXCEED 50FT, IT'S HERE BEFORE YOU TO BE A MINIMUM OF 60FT.

WHAT YOU SEE HERE IS THE FINAL IMAGE OF WHAT WE PLAN TO PLAN TO CONSTRUCT.
SPECIFICALLY, WE'RE LOOKING AT BUILDING B TODAY, WHICH IS HIGHLIGHTED HERE.
[00:10:05]
THE OTHER BUILDINGS HAVE ALREADY BEEN CONSTRUCTED.WE'VE GOT TO LOOK AT THE SITE PLAN HERE.
ERICA DID MENTION THAT WE ARE RECONFIGURING SOME PARKING ON THE NORTHWEST SIDE OF THE BUILDING.
WE ARE REPLACING THAT ONE FOR ONE.
WE'VE GOT A COUPLE OF LOOKS AT THE ELEVATIONS.
THE ELEVATIONS WILL MATCH WHAT IS CURRENTLY BUILDING A WITH EXCEPTION.
WE WON'T HAVE A LARGE ATRIUM FACING HIGHWAY 121.
MATERIALITY WILL BE THE SAME, HEIGHTS WILL BE THE SAME.
IT'LL IT'LL BE ALMOST A 1 TO 1.
AND THEN WE WILL HAVE A SMALL BUILDING CONNECTOR THAT CONNECTS BUILDING B TO BUILDING A.
WITH THAT, I'LL LET YOU GUYS ASK ANY QUESTIONS YOU MIGHT HAVE.
ALL RIGHT. QUESTIONS FROM THE COUNCIL.
IT'S VERY GRATIFYING TO SEE HOW WELL PECKHAM HAS DONE AND TO SEE THE FINAL PHASE HERE.
IT'S A BEAUTIFUL CAMPUS AND WE'RE VERY EXCITED TO SEE HOW SUCCESSFUL YOU'VE BEEN THERE.
SO. WELL, I APPRECIATE HEARING THAT AND I'M SURE PECKHAM WOULD LOVE TO HEAR THAT AS WELL.

This request is specifically to allow a 575 square foot building expansion along the west building elevation, and to demolish the existing Pre-Owned Sales building, replacing it with paving for additional parking with new landscaping and site lighting. The subject property is located at 2601 William D. Tate Avenue and is currently zoned “PID”, Planned Industrial Development District.]
ERICA MAROHNIC. THIS IS A REQUEST TO AMEND THE PREVIOUSLY APPROVED SITE PLAN OF CONDITIONAL USE 0808 FOR A PLANNED COMMERCIAL CENTER FOR AN AUTOMOTIVE DEALERSHIP WITH THE SALES AND REPAIR OF NEW AND USED VEHICLE VEHICLES.THIS WILL CONSIST OF A 362 SQUARE FOOT AREA FOR OFFICES AND NEW ENTRIES, 143 SQUARE FOOT FOR THE JEEP ENTRY AND 70 SQUARE FOOT ENTRY FOR THE CHRYSLER BRAND.
ONCE THIS EXPANSION IS COMPLETE, THEY WILL ALSO DEMOLISH THE EXISTING 9200 SQUARE FOOT PRE-OWNED SALES BUILDING ADJACENT TO THE WEST, BUILDING ELEVATION TO CREATE 39 ADDITIONAL PARKING SPACES.
THE SITE HAS 803 PARKING SPACES TOTAL.
NO OTHER CHANGES ARE PROPOSED AT THIS TIME TO SITE CONFIGURATION OR BUILDING ELEVATIONS.
THE APPLICANT'S REPRESENTATIVE, MR. CLINTON MARLBOROUGH, IS HERE THIS EVENING TO ANSWER ANY QUESTIONS THAT YOU MAY HAVE.
AND THIS CONCLUDES STAFF'S PRESENTATION.
GOOD AFTERNOON, MAYOR AND COUNCIL.
WE'RE LOCATED AT 3838 NORTH SAM HOUSTON PARKWAY, EAST HOUSTON, TEXAS.
77032. AS ERIKA MENTIONED, I AM HERE ON BEHALF OF THE KEATING AUTO GROUP, THE GRAPEVINE, CHRYSLER, DODGE, JEEP AND RAM, AS WELL AS RANGE CONSTRUCTION SERVICES FOR THIS PROJECT.
SO THE FIRST SLIDE HERE IS OUR SITE PLAN.
AS WE GO THROUGH, THERE ARE FOUR DIFFERENT AREAS THAT WE'RE GOING TO LOOK AT.
THE FIRST AREA IS A SMALL ADDITION FOR A CHRYSLER ENTRY.
THE SECOND IS FOR THE JEEP ENTRY.
THE FIRST AREA IS THIS NEW GRAPEVINE ENTRY FOR THE CHRYSLER DODGE EXCUSE ME, AND RAM SHOWROOM.
THIS AREA IS ONLY USED FOR ENTRY INTO THE BUILDING AS THERE'S CURRENTLY NOT AN ENTRY ON THAT SIDE.
[00:15:07]
THE SECOND AREA IS FOR THE JEEP ENTRY.SO THIS WILL BE AN ENTRY DEDICATED TO THE JEEP SHOWROOM OF THE FACILITY.
THE PARAPET HEIGHT WILL BE STAYING THE SAME ON THAT AREA.
THIRD AREA IS A NEW OFFICE AREA.
ALL MATERIALS WILL MATCH WHAT IS PROPOSED FOR THE NEW FACILITY.
AND THE FINAL AREA IS THAT EXPANDED PARKING.
I KNOW INITIALLY THERE WERE SOME CONCERNS ABOUT THE AMOUNT OF EMPLOYEE PARKING ON THE SITE.
THIS WILL GIVE EMPLOYEES 134 SPACES ON THE SITE, WHICH ACCOUNTS FOR EVERY EMPLOYEE IN THE FACILITY.
AND THAT CONCLUDES MY PORTION IF YOU HAVE ANY QUESTIONS.
NO QUESTIONS FROM THE COUNCIL.
THANK YOU. HAVE ANYONE WISHING TO SPEAK? NO, YOUR HONOR. ANY CORRESPONDENCE? YES, SIR. THERE'S ONE LETTER OF SUPPORT IN FRONT OF YOU.
MR. CHAIRMAN, WE NEED A MOTION TO CLOSE THE PUBLIC HEARING.

20 3-7 SITE PLAN SP 20 3-06 AND FINAL PLATS FOR LOT ONE BLOCK ONE 121 COMMERCIAL CENTER EDITION.MAROHNIC THIS IS A REQUEST FOR A ZONE CHANGE FOR APPROXIMATELY 16.6 ACRES FROM A CC COMMUNITY COMMERCIAL DISTRICT TO A BP BUSINESS PARK DISTRICT WITH THE INTENT TO CONSTRUCT A WAREHOUSE OFFICE DEVELOPMENT.
THE SUBJECT SITE IS LOCATED AT THE SOUTHEAST CORNER OF GENESIS WAY AND STATE HIGHWAY 121, AND IT ALSO HAS FRONTAGE ALONG ITS EASTERN PROPERTY BOUNDARY ALONG ENCHANTED WAY.
THE APPLICANT INTENDS TO CONSTRUCT A 270 200 ZERO SQUARE FOOT WAREHOUSE AND OFFICE BUILDING.

THE SITE PLAN IS PROPOSED SHOWS 403.
THIS DEVELOPMENT IS WITHIN THE AIRPORT IMPACT ZONE B OF MIDDLE ZONE OF EFFECT, AND THE PROPOSED USE IS AN APPROPRIATE USE FOR THIS NOISE ZONE.
THE APPLICANT'S PROPOSAL IS ALSO CONSISTENT WITH THE FUTURE LAND USE MAP AND MASTER PLAN.
THIS CONCLUDES STAFF'S PRESENTATION.
THE APPLICANT'S REPRESENTATIVE, MR. MATT BACK AND CIVIL ENGINEER IS HERE THIS EVENING TO PRESENT TO THE COUNCIL AND COMMISSION AND TO ANSWER ANY QUESTIONS THAT YOU MAY HAVE TO THE REQUEST, INCLUDING THE ZONE CHANGE AND THEIR SITE PLAN LAYOUT.
ALL RIGHT. THANK YOU VERY MUCH.
MY NAME IS GAURAV SAHAI WITH GTIS PARTNERS.
MY ADDRESS IS 3636 BELLEFONTAINE STREET, HOUSTON, TEXAS, 77025.
I'LL BE SPEAKING IN LIEU OF MATT.
I REPRESENT THE OWNER OR THE HOPEFULLY POTENTIAL FUTURE OWNER AND DEVELOPER OF THIS PROPERTY.
SO I'D LIKE TO THANK THE COMMISSION MEMBERS AND THE COUNCIL MEMBERS FOR YOUR TIME THIS EVENING AND FOR THE OPPORTUNITY TO SHARE A LITTLE BIT MORE ABOUT GTIS PARTNERS AND OUR PROPOSED PLANS.
[00:20:02]
WE HAVE REGIONAL OFFICES THROUGHOUT THE COUNTRY, INCLUDING HERE LOCALLY IN IN DFW.WE'VE INVESTED ACROSS OUR GTAZ HAS INVESTED ACROSS MULTIPLE ASSET CLASSES AND STRATEGIES SINCE ITS INCEPTION, INCLUDING MULTIFAMILY MASTER PLANNED COMMUNITIES, HOTELS, CREDIT AND OFFICE WAREHOUSE.
CURRENTLY, THE FIRM MANAGES OVER $4 BILLION IN AUM.
AND CURRENTLY WE'RE INVESTED IN TWO PROPERTIES WITH A CAPITALIZATION NORTH OF $160 MILLION.
OUR INVESTORS INCLUDE SOME OF THE WORLD'S LARGEST PENSION FUNDS AND ENDOWMENTS.
SO I DO WANT TO EMPHASIZE THIS POINT.
WE ARE NOT A MERCHANT CAPITAL GROUP THAT ACQUIRES LAND, DEVELOPS A BUILDING AND FLIPS OUT OF IT.
OUR INTENT HERE IS TO GET THE ZONING APPROVED, DEVELOP THE PROPERTY AND OWN IT AND OPERATE IT IN THE LONG TERM, WHICH IS VERY MUCH ALIGNED AGAIN WITH OUR CAPITAL, WHERE WE LOOK FOR BEST IN CLASS OPPORTUNITIES TO DELIVER BEST IN CLASS DEVELOPMENTS.
SO SPEAKING OF DEVELOPMENTS, THIS 272,000 SQUARE FOOT SINGLE BUILDING OFFICE WAREHOUSE PROJECT IS SOMETHING THAT WE THINK IS A REALLY AMAZING OPPORTUNITY TO DELIVER THE RIGHT KIND OF PRODUCT IN THE RIGHT LOCATION AND CANDIDLY IN A PREMIER LOCATION WITH IMMENSE VISIBILITY.
SO IT'S SOMETHING WE'RE VERY GENUINELY EXCITED ABOUT IT.
WE BELIEVE THAT ONCE DEVELOPED, THE TOTAL CAPITALIZATION OF THE PROJECT WILL BE ROUGHLY $48 MILLION.
AND AS IT RELATES TO THE ZONING CHANGE, WE ARE REQUESTING THE BUSINESS PARK.
THERE ARE NO CONDITIONAL USES ASSOCIATED WITH OUR EXCUSE ME, WITH OUR REQUEST.
AND SO JUST TO REITERATE THIS POINT, WE ARE GOING TO ALIGN WITH THE BP STANDARDS.
THERE IS NO OUTDOOR STORAGE OR ANYTHING OF THAT NATURE ASSOCIATED WITH THIS WITH THIS PROJECT.
THE PROJECT IS A SPECULATIVE DEVELOPMENT.
SO I CANNOT DEFINITIVELY TELL YOU HOW MANY JOBS IT WILL CREATE.
WHAT I CAN TELL YOU IS THAT WE'VE DESIGNED IT FOR MAXIMUM FLEXIBILITY AND WE BELIEVE THE LOCATION, THE PRODUCT TYPE AND THE FLEXIBILITY THAT WE OFFER WILL BE ATTRACTIVE TO A MULTITUDE OF TYPES OF TENANTS IN THE AREA.
RECENTLY, WE'VE SEEN A LOT OF INTEREST FOR GROUPS SIMILAR TO BUILDING SUPPLY FIRMS THAT NEED SHOWROOM SPACE, SIMILAR TO SOMEWHAT WHAT THE TRADE GROUP DID TO THE EAST OF THE PROPERTY.
AND THEN WE'VE ALSO SEEN QUITE A BIT OF DEMAND FOR LIGHT ASSEMBLY TYPE SPACES FOR HIGH END FINISHED PRODUCTS, ALL OF WHICH WE BELIEVE WILL FIT VERY NICELY IN THE BP ZONING AND WE THINK WOULD BE A A GOOD, GOOD ASSET FOR THE CITY OF GRAPEVINE GOING FORWARD.
ADDITIONALLY, IN TERMS OF ENVIRONMENTAL CONSIDERATIONS, WHILE THIS ISN'T ALL ENCOMPASSING SOME OF THE THINGS THAT WE WILL WE DO PLAN TO DO IS OBVIOUSLY DELIVER THE BUILDING WITH CLERESTORY WINDOWS AROUND THE PROPERTY TO ALLOW FOR NATURAL LIGHTING.
WE PLAN TO USE LOCALLY SOURCED MATERIALS WHERE AVAILABLE.
WE PLAN TO DESIGN AND IMPLEMENT INFRASTRUCTURE FOR FUTURE EV CHARGERS AND WE WILL DEFINITELY IMPLEMENT LOW FLOW WATER AND PLUMBING FIXTURES AND AGAIN, NOT ALL ENCOMPASSING, BUT JUST SOME OF THE THINGS THAT WE WOULD FOCUS ON.
SO TO JUST WRAP UP, I'D LIKE TO THANK YOU ALL AGAIN FOR THE OPPORTUNITY.
I WOULD REITERATE THIS IS SOMETHING WE'RE VERY EXCITED TO DO.
WE REALLY VERY MUCH HOPE TO BE A LONG TERM BUSINESS RESIDENT IN THE CITY OF GRAPEVINE.
AND SO WITH THAT, THANK YOU AGAIN FOR YOUR CONSIDERATION.
I'M HAPPY TO ANSWER ANY QUESTIONS YOU MAY HAVE.
ALL RIGHT, MR. CHAIRMAN, QUESTIONS OVER HERE.
THEN GIVE US A YOU DON'T HAVE A TENANT, BUT CAN YOU GIVE US A ROUGH IDEA OF HOW MUCH YOU EXPECT TO BE OFFICE VERSUS THE WAREHOUSING PART? YEAH. SO IF YOU LOOK AT WHAT WE'VE DESIGNED, WE'VE WE'VE GOT ALMOST 400 OFFICE PARKS.
I'D SAY, YOU KNOW, THE, THE ZONING ORDINANCES REQUIRE 219.
I THINK THAT EQUATES TO ROUGHLY A 10% OFFICE FINISH OUT.
I WOULD SAY THAT'S THE MARKET ROUGHLY.
BUT WHAT WE WANTED TO DO AGAIN WAS DESIGN FOR FLEXIBILITY AND HAVE THAT ADDITIONAL PARKING.
SHOULD WE FIND A TENANT THAT HAS A REQUIREMENT FOR MORE JOBS OR SOMETHING OF THAT NATURE? THANK YOU. YOU MENTIONED ABOUT EV CHARGERS.
DO YOU HAVE ANY DESIGNATED ON YOUR PLAN?
[00:25:03]
WE DON'T AT THIS TIME, BUT ONCE WE GET INTO FULL DESIGN, WE WILL HAVE THAT INFRASTRUCTURE.WE DO FEEL LIKE IT'S BECOMING MORE AND MORE CRITICAL FOR THESE KINDS OF FACILITIES.
IS THAT CORRECT? OUR PLAN IS TO ABIDE BY THE ZONING.
THERE IS NO OUTDOOR STORAGE THAT WILL ALLOW TRAILERS TO BE ON SITE.
LARRY, COULD YOU PULL YOUR MIC A LITTLE CLOSER? YEAH, I WAS ASKING ABOUT VEHICULAR OVERNIGHT.
TRUCKS OVERNIGHT KEPT ON THE SITE.
YEAH. I MEAN, I BELIEVE OUR PLAN IS TO ALIGN WITH THE BP STANDARDS AND THAT WILL BE ENFORCED BY OUR LEASES IF THAT IS IN FACT A REQUIREMENT BY THE BP STANDARDS AND THAT WILL BE ENFORCED. OKAY. BUT THAT WASN'T A DISCUSSION YOU HAD WITH STAFF.
THAT WAS NOT A SEPARATE ITEM THAT WE HAD INDICATED WE WERE DOING.
NO OTHER QUESTIONS. OKAY, MAYOR.
MS.. MAROHNIC, MAY I ASK YOU A QUESTION, PLEASE? IS THE OUTDOOR STORAGE INCLUDE THE OVERNIGHT PARKING OF 18 WHEELERS ON THE SITE? YES, MA'AM, IT DOES. OKAY.
SO THEY WOULD BE PRECLUDED, CORRECT? OKAY, SIR. SO YOU DO DO YOU UNDERSTAND THAT THE REASON I BRING THIS UP IS BECAUSE I RECEIVED A PHONE CALL FROM ONE OF THE OWNERS OF THIS SITE ASKING HOW I FELT THE CITY WOULD VIEW THE ZONING ON THE PROPERTY SINCE I OWNED THE PROPERTY JUST TO THE NORTH OF THIS THAT YOU REFERENCED A MINUTE AGO THAT SOLD LAST YEAR.
HE SAID, WELL, THEY DIDN'T HAVE THE TENANTS IDENTIFIED YET.
POSSIBLY IT WOULD, BUT POSSIBLY IT WOULD NOT.
WHEN THEY DEVELOP THEIR PROPERTY AND THERE IS NO OUTSIDE PARKING OF 18 WHEELERS.
THE PROPERTY THAT WAS OWNED TO THE NORTH HAD THAT SAME RESTRICTION PUT ON IT AND THE SALES CONTRACT.
AND SO IT WILL LOOK AND HAVE A VERY NICE APPEARANCE TO THAT'S WHY IT IS OF INTEREST APPARENTLY TO THE PLANNING AND ZONING COMMISSION AND CERTAINLY TO ME THAT WE MAINTAIN THAT STANDARD OUT THERE.
SO SINCE I NOW KNOW THAT OUR ZONING ORDINANCE WILL PRECLUDE THE OVERNIGHT STORAGE OR PARKING OF 18 WHEELERS, I THINK THAT THIS COULD BE A VERY SUITABLE DEVELOPMENT OUT THERE AND FIT IN VERY NICELY. SO THANK YOU FOR AGREEING TO RECOGNIZE THAT REQUIREMENT.
I UNDERSTAND. I'M SURE YOU WERE AWARE.
YEAH. I MEAN, AND TO JUST LET ME CLARIFY THAT ONE POINT.
WE WANT TO PLAN FOR THE FUTURE.
SO WE WILL TAKE SOME EXTRA STEPS TO MAKE SURE WE AGAIN HAVE MAXIMUM FLEXIBILITY.
THANK YOU. DO YOU HAVE DO YOU HAVE ANY SPECIFIC TENANTS IN MIND OR TARGETED TENANTS AT THIS TIME, SIMILAR TO THE EXAMPLES THAT WE GAVE YOU? I MEAN, ONE OF THE MOST ATTRACTIVE ASPECTS OF THIS AREA, OBVIOUSLY, IS JUST THE MULTITUDE OF DIFFERENT TYPES OF USERS THAT WANT TO BE IN IT BECAUSE OF ITS CENTRAL LOCATION. SO THERE ISN'T A SPECIFIC TENANT THAT WE'VE HAD ANY DIALOG WITH AT THIS POINT.
BUT I THINK AS YOU LOOK AT THE TYPICAL TENANTS THAT ARE IN THESE SPACES, WHETHER IT'S BUILDING SUPPLIES, FIRMS EXCUSE ME, OR THE ANCILLARY OFFICE USES FOR LABORATORIES, THINGS LIKE THAT, ALL OF THOSE WOULD BE ATTRACTIVE TENANTS FOR US, I THINK FOR GRAPEVINE.
ANY OTHER QUESTIONS? ALL RIGHT. THANK YOU VERY MUCH.
THANK YOU. DO WE HAVE ANYONE REGISTERED TO SPEAK? NO, YOUR HONOR. ANY CORRESPONDENCE? NO, SIR, WE DON'T. ALL RIGHT, MR. CHAIRMAN. MOTION TO CLOSE THE PUBLIC HEARING.
MOVE TO CLOSE THE PUBLIC HEARING.
CLOSED A MOTION FROM THE COUNCIL.
[7. Zoning Change Application Z23-08 and Conditional Use Permit CU23-27 (Shammy’s Car Wash) – City Council and Planning and Zoning Commission to conduct a public hearing relative to an application submitted by Triangle Engineering requesting to rezone 1.488 acres from “PO”, Professional Office District to “CC”, Community Commercial District. The applicant is also requesting a conditional use permit to develop a drive-through, automatic car wash. The subject property is located at 3721 Ira E. Woods Avenue.]
SEE YOU. 23 DASH 27.THE APPLICANT IS REQUESTING TO REZONE APPROXIMATELY 1.48 ACRE FROM A PROFESSIONAL OFFICE OR PO ZONING DISTRICT TO A CC COMMUNITY COMMERCIAL DISTRICT. THE APPLICANT IS ALSO REQUESTING A CONDITIONAL USE PERMIT TO DEVELOP A DRIVE THRU AUTOMATIC CAR WASH.
[00:30:07]
THE SUBJECT SITE IS AT 3721 E WOODS AVENUE.AS SHOWN ON YOUR SLIDE AND HIGHLIGHTED IN YELLOW.
THE APPLICANT INTENDS TO DEVELOP A 5800 SQUARE FOOT AUTOMATIC CAR WASH, WHICH WILL INCLUDE ROOM FOR EQUIPMENT AND OFFICE BREAK ROOM AND TWO RESTROOMS. THE NORTH FACING BLOWER THAT IS ADJACENT TO IRA E WOODS IS LOCATED AT THE EXIT OF THE TUNNEL.
SO AS SHOWN ON THE SCREEN ON THE DIMENSIONAL CONTROL SITE PLAN.
THE QUEUING OF THE VEHICLES WILL START FROM MULTIPLE LANES ON THE WEST SIDE OF THE BUILDING AND TAPER OFF INTO ONE QUEUE INTO THE SOUTH END OF THE BUILDING, AND VEHICLES WILL TRAVEL THROUGH THE CAR WASH NORTHWARD OUT TOWARDS IRA E WOODS.
THE SITE SHOWS 33 VACUUM BAYS, 14 OF WHICH ARE LOCATED ADJACENT TO IRA E WOODS AVENUE AND WHICH WILL ALSO FEATURE INDIVIDUAL SHADE STRUCTURES OVER EACH BAY. THE NORTH ROW OF VACUUM BAYS ARE APPROXIMATELY 32.6FT FROM THE PROPERTY LINE AND WILL FEATURE A NOISE LEVEL OF APPROXIMATELY 41.6DB. THE SITE HAS ONE EXISTING ACCESS TO THE WEST OFF OF IRA E WOODS THAT IS CURRENTLY CONFIGURED TO BE A RIGHT IN RIGHT OUT ENTRY AND EXIT.
AS PART OF THIS REZONING AND CONDITIONAL USE REQUEST, THE APPLICANT IS PROPOSING TO REMOVE IT FROM THE EXISTING PLANNED OFFICE CENTER AND LEAVING THE MINIMUM ACREAGE NEEDED FOR A PLANNED OFFICE CENTER TO REMAIN.
THE OTHER DEVELOPMENTS THAT ARE PART OF THIS PLANNED OFFICE CENTER INCLUDE THE EXISTING LODGE AT BEAR CREEK REHAB AND HEALTH CARE CENTER TO THE WEST AND THE DANCING RIVER ASSISTED LIVING FACILITY TO THE SOUTH.
SIGNAGE WILL BE CONSISTENT WITH THOSE REQUIRED FOR MONUMENT SIGNAGE IN THE ZONING ORDINANCE.
THE REQUEST IS CONSISTENT WITH THE FUTURE LAND USE PLAN AND THE COMPREHENSIVE MASTER PLAN AS THIS PROPERTY IS DESIGNATED COMMERCIAL LOW INTENSITY AND IT IS NOT LOCATED WITHIN ANY OF THE NOISE ZONES FROM THE AIRPORT IMPACT NOISE STUDY.
THE APPLICANT'S REPRESENTATIVE, MR. NATHAN CHANDLER, IS HERE THIS EVENING TO PRESENT TO YOU AND TO ANSWER ANY QUESTIONS YOU MAY HAVE.
THIS CONCLUDES STAFF'S PRESENTATION.
GOOD EVENING. I'M NATHAN CHANDLER, ONE OF THE OWNERS OF SAMMY'S CARWASH.
AND AT 2709 DERBY COURT IN SOUTHLAKE, TEXAS.
MY PARTNER AND I BOTH GREW UP IN THE AREA, AND WE HAVE FIVE OTHER LOCATIONS IN DFW.
WE'RE EXCITED ABOUT THIS ONE BECAUSE IT IS CLOSEST TO OUR HOUSES.
IT'S ABOUT FIVE MINUTE DRIVE FOR US AND THE NEAREST TO US RIGHT NOW IS ABOUT 25 MINUTES AWAY.
SAMMY'S IS A MEMBERSHIP BASED STATE OF THE ART EXPRESS CARWASH.
EXPERTS RECOMMEND BI MONTHLY CAR WASHING TO MAINTAIN VALUE, CONDITION AND SAFETY OF VEHICLE.
THE DEMAND FOR THESE THESE CAR WASHES IS DRIVEN BY MOVE IN CONSUMERS.
ABOUT 75% OF PEOPLE NOW USE PROFESSIONAL CAR WASHES VERSUS WASHING AT HOME.
OUR SITES ARE OPEN FROM 8 TO 8.
IT'S A GREAT OPPORTUNITY FOR HIGH SCHOOL KIDS TO LEARN TO WORK IN A PROFESSIONAL ENVIRONMENT.
WE CLOSED THE SITE DOWN AFTER HOURS.
MONITORED BY SECURITY CAMERAS AT ALL TIMES.
THE BIODEGRADABLE SOAP THAT'S USED AND AND THE BIGGEST DIFFERENCE IS AT HOME WASHES USES 150 TO 250 GALLONS OR EXPRESS WASH JUST USES ABOUT 15 TO 30 GALLONS.
WE WE HAVE OPPORTUNITIES THROUGH OUR WASH TO PARTNER WITH COMMUNITY PROGRAMS AND YOUTH SPORTS,
[00:35:02]
THINGS LIKE THAT.WE HAVE GOOD FUNDRAISING OPPORTUNITIES THAT THAT THROUGH THE SIGN UP TO USE THE CAR WASH, WE ARE ABLE TO BENEFIT SOME OF THOSE PROGRAMS AND I'M AVAILABLE IF YOU GUYS HAVE ANY OTHER QUESTIONS.
WE ARE AWARE THAT THERE WAS SOME OPPOSITION.
SO WE DIDN'T GET APPARENTLY TO THE PEOPLE THAT GOT THE NOTICES MAILED TO THEM.
ANYBODY HERE? QUESTIONS OVER HERE.
YEAH. CAN YOU EXPLAIN HOW THE CARS WILL COME INTO THE CAR, WASH OFF OF WOOD AND WHAT THAT PROCESS LOOKS LIKE? YES, MA'AM, THEY WOULD.
IF THEY'RE TURNING LEFT, THEY WOULD TURN INTO THERE'S A THERE'S A MEDIAN CUT ON IRA WOODS AND THEY WOULD COME IN BETWEEN THE REHAB FACILITY AND THE CAR WASH.
AND THEN THEY WOULD THEY WOULD TURN INTO THE THERE'S THREE LANES THAT GO TO PAY STATIONS.
AND THEN THOSE THREE LANES COME INTO ONE LANE THAT ENTERS THE TUNNEL.
AND THEN AFTER LEAVING THE TUNNEL, THEY DRIVE INTO THE VACUUM AREAS IF THEY WANT TO ITS SELF VACUUM.
MEMBERS OKAY, SO HOW DO THEY EXIT THE TUNNEL? LIKE, IS THERE A HARD RIGHT? IT'S ON TO THAT. IT'S ON TO THAT ACCESS DRIVE.
YES, MA'AM. AND WILL YOU HAVE EMPLOYEES DRAWING AT THE END? NO, MA'AM. AND WHERE WILL YOUR EMPLOYEES BE? WE HAVE EMPLOYEES AT THE PAY STATIONS, ONE AT THE OFFICE THAT DEALS WITH KIND OF THE CLERICAL WORK OF THE WASH.
AND THEN WE HAVE A FLOATER THAT PICKS UP THE VACUUM AREAS AND IF ANYBODY NEEDS ANY ASSISTANCE.
I JUST WANTED TO MAKE A COMMENT.
THE CARS FLY ON AIRY WOODS THERE AND THERE'S A BIT OF A RISE COMING FROM COLLIERVILLE.
SO IT'S IT'S NOT A REAL EASY PLACE TO GET IN AND OUT THERE.
I JUST HAVE TO SAY, IF YOU'RE GOING TO HAVE A LOT OF CARS COMING IN AND OUT OF A CAR WASH.
CAR WASH, IT'S JUST SOMETHING YOU YOU JUST NEED TO BE AWARE OF.
SO. SO WILL THIS BE A SITUATION WHERE FOR THE VACUUMS, THEY'RE CONTINUOUSLY RUNNING AND THE PEOPLE CAN JUST PULL IN THERE AND THEY'RE ALWAYS ON, AT LEAST DURING THE DAY, THE VACUUMS TURN ON WHEN YOU PULL THEM OUT OF THE SLOT.
OKAY. AND THEN HOW LATE INTO THE EVENING WOULD YOU ARE YOU ANTICIPATING OPERATIONS? 8:00. OKAY.
WHAT'S WHAT'S YOUR AVERAGE CAR COUNT AT YOUR OTHER LOCATIONS LIKE DURING THE WEEK AND A WEEKEND? YEAH. WE HAVE A SITE THAT LAYS OUT VERY SIMILAR TO THIS ONE IN HASLETT.
AND I THINK OUR TOP OUR WE'VE EVER HAD WAS JUST UNDER 100 CARS.
OUR TYPICAL AND OUR BUSY TIMES ARE KIND OF NIGHTS AND WEEKENDS.
OUR TYPICAL TIME IS USUALLY ABOUT 35 CARS AN HOUR.
WE BUILD IT AND WE HAVE WE HAVE A SIZED TO FIT THE MAXIMUM AMOUNT, BUT IT'S SELDOM IS, AS YOU KNOW, FROM THE OTHER WASHES LIKE THIS THAT ARE ALREADY HERE IN GRAPEVINE.
OKAY. ANY OTHERS? PARDON ME? ANY OTHERS? ALL RIGHT. APPARENTLY. THANK YOU.
THANK YOU VERY MUCH. WE HAVE ANYONE WISHING TO SPEAK, SIR? DO WE HAVE ANY CORRESPONDENCE? YES, SIR. THERE'S THREE LETTERS OF OPPOSITION BEFORE YOU.
WE HAVE A PETITION THAT INVOKES THE SUPERMAJORITY.
THERE'S NOT A PETITION, BUT THOSE THREE LETTERS DO BRING IT UP TO THE 20%.
SO, YES. SO IT DOES REQUIRE A SUPERMAJORITY.
OKAY. THAT CONCLUDES THE PUBLIC HEARING.
MR. CHAIRMAN, I NEED A MOTION TO CLOSE.
SECOND. ALL IN FAVOR? MOTION CLOSED. THE MOTION FROM THE COUNCIL.
MOVE TO CLOSE. SECOND, ALL IN FAVOR OF HEARING IS CLOSED.
WE NOW SEPARATE THE PLANNING ZONING COMMISSION MOVES TO THE RIGHT.
YOU'RE INVITED TO PARTICIPATE.
IF YOU'D LIKE, YOU CAN REMAIN HERE AS THE COUNCIL CONSIDERS THE REMAINDER OF ITS AGENDA.
[00:40:12]
IT'S NOT WHERE IT NEEDS TO BE.SAYS SOME COMMENTS, AS WE NORMALLY DO.
DO WE HAVE ANY TONIGHT? NO, SIR, I DO NOT.
DID WE HAVE ANYONE HERE THAT HAS FAILED TO REGISTER THAT WISH TO SPEAK ON CITIZEN COMMENTS? APPARENTLY NOT.
ALL RIGHT. THEN WE GO TO ITEM NINE.
[9. Mayor Tate to recognize members of the Grapevine Fire Department for their lifesaving efforts of Gregory Ennis on June 2, 2023.]
WE WILL NOW RECOGNIZE CHIEF BROWN OF THE GRAPEVINE FIRE DEPARTMENT, WHO'S HERE TO ACKNOWLEDGE THE LIFE SAVING EFFORTS OF GREGORY ENNIS ON JUNE THE 2ND, 2023.MAYOR, COUNCIL, THANK YOU VERY MUCH FOR THIS OPPORTUNITY.
I DON'T THINK IT'S ANYTHING SERIOUS.
SO MAYBE SOME OF THEM WILL GET BACK HERE.
BUT IT WAS OUT TOWARDS VISTA RIDGE OR VALLEY RIDGE, I'M SORRY, OUT TOWARDS THE MILLS MALL.
AND ANYWAY, I DON'T KNOW IF THEY'LL MAKE IT BACK, BUT WE'RE HERE TONIGHT TO BECAUSE WE HAVE SOME LIFE CHANGING LIFE SAVING HEROES WITH US. AND I STILL HAVE A COUPLE BACK HERE AND WE'LL JUST LEAN ON THEM A LITTLE BIT MORE.
YOU KNOW, I'VE ALSO OFTEN CALLED OUR MEMBERS BIRTHDAY EXTENDERS.
AND YOU SEE THESE MEMBERS GAVE DR.
ENNIS A CHANCE TO ATTEND MORE HOLIDAYS.
BIRTHDAYS AND FAMILY EVENTS IS WHAT THEY DID.
AND I'LL RECOGNIZE HER IN JUST A MOMENT.
OUR DISPATCHERS, ELIZABETH PICKETT AND NOEL DORGAN, OUR MEMBERS OF THE FIRE DEPARTMENT, TRAVIS WHEELER, MATT PLUME, JARED IRBY, RYAN WRIGHT, JARED HARDING, JIMMY LOFTON, EVAN GARRETT AND ZACHARY HALL.
AND YOU MIGHT SAY, WOW, THAT'S A LOT OF PEOPLE.
EVERY TIME WE HAVE A CARDIAC ARREST CALL BECAUSE WE DON'T WANT ANYTHING TO GET IN THE WAY OR HINDER US FROM BEING ABLE TO PUT EVERY BIT OF LIFE SAVING FOCUS ON THAT PATIENT AT THAT POINT IN TIME.
ON JUNE 2ND, 2023, WE WERE CALLED TO THE HOME OF DR.
ENNIS WIFE, AND THAT'S WHO THE SIGNIFICANT PERSON IS.
AND JUST LISTEN TO THIS STORY.
HEARD SOMETHING IN THE OTHER ROOM AND INVESTIGATED.
WHEN WE ARRIVED, SHE WAS PERFORMING CARDIOPULMONARY RESUSCITATION, CPR, FOLKS, THE CREW CONTINUED CPR AND BEGAN THEIR ADVANCED LIFE SUPPORT, AS THEY ALL DO, WITHOUT FAIL.
AFTER ONE SHOCK FROM THE DEFIBRILLATOR, DR.
ENNIS REGAINED THE PULSE AND BEGAN BREATHING ON HIS OWN.
HE WAS THEN TRANSPORTED TO BAYLOR, SCOTT AND WHITE.
AND WHILE IT'S MY UNDERSTANDING THAT DR.
ENNIS DIDN'T REGAIN CONSCIOUSNESS IN THE AMBULANCE, HE DID LATER AT THE HOSPITAL.
BUT I CAN'T STRESS ENOUGH ABOUT BYSTANDER CPR.
WE MAY NOT HAVE HAD THIS OPPORTUNITY TONIGHT HAD MS..
WE TEACH CPR AND AED, WHICH WOULD ALSO HAVE DELIVERED THE SHOCK THE LAST FRIDAY OF EVERY MONTH.
WE HAVE AN APP PULSEPOINT APP SO THAT ONCE YOU GO THROUGH OUR PROGRAM AND YOU'RE NEAR COMMERCIAL OCCUPANCY THAT MIGHT HAVE A CPR CALL, IT'LL BUZZ YOUR PHONE SO YOU CAN GO AND AND RENDER AID UNTIL WE GET THERE.
DR. ENNIS AND HIS WIFE ARE HERE WITH US TONIGHT.
DR. ENNIS, IF YOU WOULD COME FORWARD, SIR, I KNOW HE WOULD LIKE TO SAY A FEW WORDS ALSO.
HE HAS A TICKET THAT HE SIGNED AND WE'RE GOING TO HAVE HIM PUT IT OVER HERE.
YEAH. IF YOU WANT TO GO AHEAD AND PUT THAT TICKET.
SURVIVORS TRAIN HERE AND WE HAVE FOUR.
HE MAKES THE FOURTH TICKET ON THERE.
BUT DOCTOR ENNIS, THE FLOOR IS YOURS, SIR.
THANK YOU VERY MUCH FOR BEING HERE.
YES, SIR. I'LL JUST SAY RIGHT HERE.
[00:45:08]
COMMUNITY TO LIVE IN.AND I REALLY APPRECIATE YOUR HARD WORK IN WHAT YOU DO, AND THANK YOU SO MUCH FOR FUNDING THE FIRE DEPARTMENT AND THANK YOU SO MUCH FOR GIVING THEM THE MONEY FOR THE TRAINING THAT'S NECESSARY TO KEEP THE SKILL LEVEL UP ON EVERYBODY TO DO WHAT THEY DID.
THANK YOU SO MUCH FOR STARTING CPR ON ME AT HOME AND AND FOR ALL OF YOU IN TERMS OF WHAT YOU DID.
I WILL TELL YOU, DYING WAS EASY, BUT THE RIB FRACTURES WERE HARD.
AND AND SO IT TOOK ABOUT SIX WEEKS TO GET OVER THOSE.
AND AND AND THE HEALTH CARE WAS WONDERFUL.
YES. WE'RE GOING TO HAVE THEM COME UP AND GET A PHOTO.
SHE TALKED MY WIFE THROUGH CPR, AND I.
I REALLY APPRECIATE WHAT SHE DID.
YOU OUT HERE TONIGHT? WELL, I'M GOING TO GIVE THIS TO RECOGNIZE.
MRS FOR ENGINE ONE. I'LL LET YOU COME OVER HERE.
WELL, YOU KNOW, THE CERTIFICATES ARE CERTAINLY VERY GOOD AND WORTHWHILE.
YOU CAN AT LEAST READ THAT WRITING.
YOU WON'T BE ABLE TO READ MY WRITING MOST LIKELY.
AND. BUT WHICH ONE OF YOU HAS THE HIGHEST RANK? OKAY, I'M GOING TO GIVE THIS TO YOU.
AND FOR ALL THE ALL THE MEMBERS THAT PARTICIPATED.
AND IT'S A GIFT FROM ME TO THEM.
I REALLY IT'S A SMALL AMOUNT OF MONEY TO EXPRESS MY GRATITUDE FOR WHAT YOU'VE DONE.
AND SO I REALLY DO APPRECIATE IT.
OKAY. IF WE COULD GET THESE FOLKS TO STAND HERE.
YOU GOT TO GET THIS ONE. WE CAN.
THANK YOU. THANK YOU, MAYOR TATE.
THANK YOU FOR THIS OPPORTUNITY TO RECOGNIZE THESE MEN AND WOMEN OF OUR DEPARTMENT.
THEY DO A PHENOMENAL JOB EVERY DAY, AND WE'RE HAPPY TO SERVE THE CITIZENS OF OUR COMMUNITY.
THOSE ARE THE STORIES THAT ARE WORTH TELLING.
WE LIKE TO HEAR THEM. YES, SIR.
[10. Parks and Recreation Director to present an update on Settler’s Park.]
CHRIS. HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL.AND IN JUST A MINUTE, WE'LL HAVE THE SLIDE SHOW UP.
ONE OF THE PAPERS YOU CAN START.
WE'LL GO AHEAD AND GET STARTED.
YOU ALL HAVE PAPERS IN FRONT OF YOU.
SETTLERS PARK IS A UNIQUE OASIS IN THE MIDST OF URBAN DEVELOPMENT, FOCUSED ON OUTDOOR RECREATION PROGRAMING AND ENVIRONMENTAL EDUCATION.
THE PARK REALLY IS GOING TO HAVE THREE MAIN GOALS.
NUMBER ONE IS TO PRACTICE, ENCOURAGE, AND ENABLE SCIENCE BASED STEWARDSHIP.
TWO IS TO INCREASE ACCESS TO AND PARTICIPATION IN THE OUTDOORS, AND THREE IS TO EDUCATE, INFORM AND ENGAGE GRAPEVINE CITIZENS IN SUPPORT OF CONSERVATION AND RECREATION.
[00:50:01]
FOR A LITTLE BIT OF CONTEXTUAL KIND OF INFORMATION AND GOING BACK TO WHERE THIS PROPERTY IS, YOU'LL SEE THE THE AREA IN RED IDENTIFIES THE PARK LOCATION. IT'S LOCATED IN THE NORTH NORTHERN SECTION OF GRAPEVINE, JUST WEST OF STATE HIGHWAY 26 AND JUST NORTH OF BASS PRO COURT.IT ENCOMPASSES 15.8 ACRES, OF WHICH 6.2 OF THAT IS MADE UP OF A SPRING FED POND, AND IT'S SURROUNDED BY MATURE WOODLANDS. IT WAS DEDICATED BY GRAPEVINE EQUITY PARTNERS, AND THE CITY COUNCIL APPROVED THAT DEDICATION DEDICATION ON SEPTEMBER 15TH OF 2020. FUNDING AND ASSISTANCE CAME FROM THE TEXAS PARKS AND WILDLIFE DEPARTMENT AND A LOCAL GRANT OPPORTUNITY IN THE AMOUNT OF $500,000. I WANTED TO SHOW THESE EXISTING CONDITIONS BECAUSE THIS IS A GEM THAT MANY CITIES DO NOT HAVE THE OPPORTUNITY TO PROTECT.
AND SO WHAT WE LOOK WHEN WE SEE OUT THERE ARE LIKE TO THE LEFT SIDE.
AND AND WHAT I WANT TO SAY IS THIS IS A VISUAL REPRESENTATION OF WHAT IS OUT THERE RIGHT NOW.
I ALSO WANT TO REINFORCE THE CONCEPT THAT OUR OBJECTIVE THROUGHOUT THE CONSTRUCTION OF THIS PROJECT IS GOING TO BE TAKE THE TIME, TAKE THE EXTRA EFFORT TO BE SURE THAT WE CREATE AS LITTLE DISRUPTION TO THIS PROPERTY AS WE CAN.
IT NEEDS TO STAY EXACTLY LIKE IT IS AS MUCH AS WE CAN KEEP IT THERE.
THEY'RE GOING OUT THERE. THEY'RE WALKING AROUND THE LAKE ALREADY.
JUST TO THE RIGHT OF THAT AT THE BOTTOM IS ONE OF THE WETLAND AREAS THAT WILL BE PROTECTED.
THE PHOTO TO THE TOP SHOWS THE EXISTING POND WITH THE AERATION FOUNTAIN THAT'S IN THE MIDDLE OF IT.
THE PHOTO TO THE FAR RIGHT AND THE UPPER HAND CORNER SHOWS JUST A FABULOUS, BEAUTIFUL NATURAL ROCK OUTCROPPING THAT MANY TIMES WILL HAVE JUST A NICE WATERFALL EFFECT TO IT.
AND THE REASON I WANTED TO HIGHLIGHT THIS SLIDE RIGHT HERE IS BECAUSE IT'S THESE EXISTING CONDITIONS THAT REALLY MADE THE TEXAS PARKS AND WILDLIFE DEPARTMENT COME OUT, LOOK AT THE PROPERTY, AND GOT THEM SO EXCITED AT THIS OPPORTUNITY TO PRESERVE THIS NATURAL RESOURCE.
TAKING YOU BACK TO MANY YEARS AGO.
SO 2017 WHEN THIS WAS INITIALLY DISCUSSED AND THIS WAS SOME OF THE CONCEPTS AND PORTIONS THAT COULD HAVE BEEN INCLUDED IN IT, IT KIND OF GIVES YOU A LAYOUT OF THE POND WITH SOME OF THE EXISTING STRUCTURES AND SOME OF THE FUTURE STRUCTURES.
BUT THIS REALLY HIGHLIGHTS IN AND SHOWS YOU WHAT THE FULLY DEVELOPED PARK COULD LOOK LIKE.
IT HIGHLIGHTS MANY OF THE AREAS AND SHOWS ALL OF THE PARK AMENITIES THAT WOULD BE INCLUDED IN THE FULLY DEVELOPED PARK AS WELL AS GIVES YOU SOME THUMBNAILS OF WHAT THOSE THINGS WOULD LOOK LIKE.
SO IT EXPLAINS WHAT A KAYAK AND PADDLE BOAT LAUNCH WOULD LOOK LIKE.
BUT I REALLY WANT TO HONE IN ON THIS NEXT SLIDE, WHICH IS AN EXAMPLE OF AND PROVIDES A VISUAL OF WHAT THIS WHAT WE'RE GOING TO DO TO GET THIS PROJECT UNDERWAY BY PLANNING TO SPLIT THIS INTO A PHASED APPROACH.
WE DO HAVE THE FULL SET OF ARCHITECTURAL PLANS AND THE CONSTRUCTION DRAWINGS FOR THIS ENTIRE PROJECT, BUT THIS PHASED APPROACH ALLOWS US TO GET THE PROJECT UNDERWAY WITH THE EXISTING FUNDING SOURCES AND HELPS US TO MEET THE REQUIREMENTS OF THE TWD GRANT FUNDING.
THIS SLIDE WILL SHOW YOU ALL OF THE AMENITIES THAT ARE INCLUDED IN THIS PHASE ONE APPROACH.
ALL OF THE AREAS THAT ARE HIGHLIGHTED ARE WHAT WILL BE INCLUDED IN PHASE ONE.
SO WHAT YOU WILL SEE IN PHASE ONE WILL BE THE FISHING PIER SHOWN IN BLUE AND LABELED AS NUMBER ONE, THE SOFT SURFACE TRAIL SHOWN IN SHOWN IN ORANGE AND LABELED AS NUMBER TWO, THE RESTROOM FACILITY, WHICH WILL HAVE HEATED AND AIR CONDITIONED FOR FULLY ACCESSIBLE RESTROOM UNITS IN PURPLE AND LABELED AS NUMBER THREE, THE PAVILION AND LAKE OVERLOOK SHOWN AS DARK BLUE.
NUMBER FIVE SHOWS YOU THE PARKING AREA THAT WILL INITIALLY BE USED AS A LAYDOWN YARD FOR THE CONSTRUCTION PROCESS AND WILL EVENTUALLY BECOME A GRAVEL PARKING LOT. AT THE CONCLUSION OF PHASE ONE, THE HANDICAPPED PARKING SHOWN AS ITEM SIX.
[00:55:06]
AND THE BOARDWALK IS SHOWN IN GREEN AS ITEM NUMBER EIGHT AND SHOWS THE ACTUAL BOARDWALK AND A LITTLE BUMP OUT AREA, WHICH WILL ALLOW FOR PICNIC TABLES, SEATING AREAS AND JUST WHERE PEOPLE CAN SIT AND JUST ENJOY THE LAKE FROM THAT VIEW.SHED THE PATH SHOWN IN YELLOW AS ITEM NUMBER NINE IS THE MULTI-PURPOSE CONCRETE TRAIL THAT WILL EVENTUALLY LOOP ALL THE WAY, ALL THE WAY AROUND THE POND AND CONNECT BACK WITH THE BOARDWALK ON THE EAST SIDE, CREATING THAT FULL LOOP AROUND THE LAKE.
SO WHAT YOU'RE LOOKING AT HERE WILL BE THE SOFT SURFACE NATURE TRAIL.
AND IN THIS PHASE ONE, YOU WOULD SEE ABOUT 1000 LINEAR FEET THAT WOULD BE DEVELOPED AS PART OF THIS PHASE ONE, AS WELL AS THE CONCRETE TRAIL, WHICH WOULD BE ABOUT 1000 LINEAR FEET OF THAT.
YOU WILL END UP SEEING IN PHASE ONE, A 24 BY 20 STRUCTURE PAVILION STRUCTURE, WHICH WILL BE USED FOR RENTALS, FOR PICNICS, FOR EDUCATION.
IT CONTAINS FOUR ACCESSIBLE UNITS AND SOME OF THE FINISHES YOU SEE ON THAT WILL BE WHAT WILL BE WHEN THIS IS COMPLETE, THE KIND OF FINISH THAT YOU WILL SEE ON THAT RESTROOM FACILITY.
YOU WILL NOTICE THE BOARDWALK IS INTENDED TO CREATE OPEN VIEWSHEDS.
IT INCLUDES A FOOT BOARD ON EACH SIDE OF THE WALK, AS WELL AS A WOODEN CAP ON TOP OF THE BOARDWALK AND CABLING ALL THROUGH THE ENTIRE BOARDWALK SECTION SO THAT NOBODY IS ABLE TO FALL THROUGH THOSE AND INTO THE POND.
SO CREATING SAFETY, CREATING A PLACE FOR PEOPLE TO GO FISH AND JUST ENJOY THE POND FROM RIGHT THERE ON TOP OF THE POND. THE NEXT SLIDE SHOWS YOU SOME OF THE INTERPRETIVE SIGNAGE THAT WOULD BE USED.
WHAT AM I SEEING HERE? WE WANT TO POINT OUT ALL OF THAT BECAUSE THIS REALLY NEEDS TO TOUCH ON THE EDUCATION AND THE PRESERVATION OF A RESOURCE BECAUSE YOU DO NOT GET TO SEE THESE EVERYWHERE.
MOVING ON TO THAT IS THIS THIS PROJECT DOES NEED FUNDING.
THE TOTAL CONSTRUCTION COST FOR THIS IS $3,346,000 OF THAT.
TEXAS PARKS AND WILDLIFE HAS PROVIDED A GRANT IN THE AMOUNT OF 500,000.
AND SO THE CITY'S CONTRIBUTION WOULD EQUAL THE 2,846,000.
WE DID BID OPENINGS FOR THIS PROJECT ON JUNE 22ND.
WE ARE HERE TONIGHT PRESENTING TO COUNCIL.
AND I WILL BE HAPPY TO ANSWER ANY QUESTIONS YOU MIGHT HAVE ABOUT THIS.
WE HAVE ANY QUESTIONS? DO YOU KNOW WHAT MY QUESTION IS GOING TO BE? WHAT'S THE SOURCE OF THE 2.8 MILLION? PART OF IT IS ALREADY HAS BEEN IDENTIFIED AND PAST FUNDING CYCLES THROUGH PROJECTS.
AND SO THAT WHOLE POOL OF MONEY WILL COME OUT OF QUALITY OF LIFE.
THE 1.7 MILLION THAT YOU MENTIONED ORIGINALLY WAS THAT SAVINGS FROM OTHER PARKS AND REC PROJECTS.
I MEAN, AGAIN, YOU'RE TALKING ABOUT A COUPLE OF DIFFERENT RESOURCES, RIGHT? THE QUALITY OF LIFE FUND WOULD BE ONE.
[01:00:06]
TO GET ROLLING WITH THIS PROJECT AND GET PHASE ONE STARTED.YES, MA'AM. THANK YOU, CHRIS. GOOD JOB.
AND THAT WAS WHEN MIKE PATEL DEVELOPED THAT WHEN WE PLANNED ALL THIS IN THE BEGINNING, RIGHT? ABSOLUTELY. YES.
YES. YOU KNOW, PEOPLE ARE GOING TO WANT TO CAMP OUT THERE.
PROJECTS BEEN IN THE PLANNING FOR SOME TIME AND THEY'VE BEEN LAYING THE MONEY BACK.
ALL RIGHT. THANK YOU MUCH. IS THAT GOING TO BE PART OF WILL WE ALLOW PEOPLE TO CAMP OUT THERE? IS THAT NO CAMPING WILL BE DONE MORE ON A PLANNED AND PROGRAMED ACCESS THAN IT WOULD BE.
JUST SHOW UP AND DECIDE TO CAMP.
AND YOU DID NOT SEE ME TALK ABOUT THAT FOR THIS PHASE THAT WOULD BE DEVELOPED IN ONE OF THE IN THE FUTURE PHASE FROM THE EDUCATIONAL PERSPECTIVE OF THAT, I MEAN, I LOVE THE IDEA OF TALKING ABOUT THE MARSHLANDS AND ALL OF THE DIFFERENT FLORA AND FAUNA THAT YOU'LL SEE OUT THERE THAT YOU DON'T SEE EVERYWHERE BECAUSE OF THAT.
OR IS THERE A POSSIBILITY FOR FUTURE FUNDING FROM THE TEXAS DEPARTMENT OF WILDLIFE AS WE MOVE THROUGH THIS FIRST PHASE? ONE OF THE THINGS THAT WE WILL BE FOCUSED ON IMMEDIATELY IS PURSUING ANY OF THOSE NEW GRANT OPPORTUNITIES THAT WILL HAVE COME UP SINCE THE TIME THAT WE'VE GOTTEN THE FIVE RECEIVED, THE $500,000 GRANT AND SEE WHAT ELSE IS OUT THERE.
THERE ARE THOSE OPPORTUNITIES ALL THROUGHOUT THE YEAR.
THAT'S BEAUTIFUL. I'VE GOT A COUPLE QUESTIONS.
ARE YOU ARE WE GOING TO STALK THAT POND, THE FISHING? WHAT WE WILL END UP DOING IN FUTURE ITERATIONS OF THIS PROJECT WILL PROBABLY BE WORKING WITH TEXAS PARKS AND WILDLIFE TO DO THINGS LIKE WE'VE DONE IN THE PAST, LIKE CHURCH AT THE CROSS OR AT THE IRRIGATION IRRIGATION POND AT OAK GROVE.
WE WOULD WORK WITH THEM TO COME IN AND STOCK THE POND, DO MAYBE A KIDS FISHING DAY AND THAT KIND OF STUFF TO PROVIDE AN EVENT OUT THERE AND DO SOME STOCKING IN THAT FORM IN THE THE TRAIL SYSTEM.
WILL IT CONNECT TO THAT OR WILL THERE BE OPPORTUNITY DOWN THE ROAD TO TRY TO CONNECT IT TO OUR TRAIL SYSTEMS? OH, FOR SURE.
THE THE TRAIL SYSTEM, THE LINKS TRAIL AND ALL OF THOSE.
DO YOU HAVE A BREAKDOWN OF THE COST OF THE DIFFERENT COMPONENTS IN THIS? YES, WE DO.
IN THE BID, MANY OF THOSE SPECIFIC THINGS ARE BROKEN OUT IN THE BID PROCESS.
AND WE'VE GONE THROUGH AND IDENTIFIED THINGS THAT WE WANT THE THE CONSTRUCTION FIRM DOING AND THINGS THAT WE WILL DO INTERNALLY BECAUSE WE WERE ABLE TO FIND THAT THERE ARE SOME THINGS THAT THEY BID OUT THAT THAT WE ARE ABLE TO DO CHEAPER BECAUSE WE HAVE RESOURCES AND WE HAVE OTHER CONTRACTS IN PLACE THAT CAN GET IT DONE CHEAPER. SO WE HAVE ALL OF THOSE THINGS ITEMIZED OUT.
THANK YOU. SO WE IDENTIFIED ALL THE UPFRONT COSTS TO GET THIS BUILT.
WHAT IS THIS GOING TO TAKE IN TERMS OF JUST ANNUAL RECURRING COSTS TO KEEP THIS UP ONCE WE GET IT IN PLACE? WELL, JUST LIKE ANY OTHER OF OUR OTHER PARKS, THERE'S GOING TO BE THINGS OF RESTROOM CLEANINGS.
THERE'S GOING TO BE THINGS OF CLEANING THE TRAIL, TREE MAINTENANCE, GROUND MAINTENANCE.
ALL OF THOSE THINGS ARE GOING TO BE INCLUDED.
THANK YOU. OKAY. IT'S NOT DESIGNED FOR ANY ACTION TONIGHT.
THEY'LL BE BROUGHT BACK TO CONSIDER.
THANKS, CHRIS. I KNOW, I KNOW YOU AND THE TEAM WORKED VERY HARD ON THIS.
THIS IS GOING TO BE SOMETHING THAT'S GOING TO IT IS GENERATIONAL, LIKE YOU SAID.
THANK YOU. THANK YOU VERY MUCH.
