WE'RE GOING TO DECLARE THE PUBLIC HEARING OPEN ON CONDITIONAL USE.

Conditional Use Permit CU23-25 (Paycom) – City Council and Planning and Zoning Commission to conduct a public hearing relative to an application submitted by HSEarchitects requesting to amend the previously approved site plan CU18-22 (Ordinance No. 2018-081) to exceed the maximum height limit. This request is specifically to develop a new 4-story office building and to extend the maximum height limit of 50 feet. The subject property is located at 3489 State Highway 121 and is currently zoned “CC”, Community Commercial District.]

GOOD EVENING, HONORABLE MAYOR, MEMBERS OF THE CITY COUNCIL, CHAIRMAN OF THE PLANNING AND ZONING COMMISSION AND MEMBERS OF THE COMMISSION.

THIS REQUEST IS TO AMEND THE PREVIOUSLY APPROVED SITE PLAN OF CONDITIONAL USE 1822, WHICH WAS APPROVED IN 2018 TO ALLOW A BUILDING HEIGHT TO EXCEED THE MAXIMUM HEIGHT PERMISSIBLE IN THE CC COMMUNITY COMMERCIAL DISTRICT.

THE APPLICANT IS SPECIFICALLY PROPOSING TO CONSTRUCT PHASE TWO OF THEIR EXISTING CORPORATE CAMPUS, A NEW FOUR STORY OFFICE BUILDING AND THIS NEW FOUR STORY OFFICE BUILDING IS PROPOSED TO EXCEED THAT 50FT HEIGHT LIMIT IN THE COMMUNITY COMMERCIAL DISTRICT.

THE EXISTING SITE IS 13.1 ACRES.

IT'S AN ESTABLISHED CORPORATE CAMPUS, WHICH INCLUDES THE FIRST PHASE OF A 150,000 SQUARE FOOT FIVE STORY OFFICE BUILDING, A 14,000 SQUARE FOOT EMPLOYEE GYM AND A SEVEN STORY PARKING STRUCTURE.

THIS SECOND PHASE OF DEVELOPMENT IS FOR A FOUR STORY, 60 FOOT TALL BUILDING OF APPROXIMATELY 123,000FT².

AND BECAUSE IT'S PROPOSED TO EXCEED 50FT, IT'S HERE BEFORE YOU TO BE A MINIMUM OF 60FT.

AS PART OF THE SECOND PHASE, THE APPLICANT IS ALSO RECONFIGURING SEVERAL PARKING SPACES ALONG ITS NORTHWEST ELEVATION, RESULTING IN AN ADDITIONAL 23 SURFACE PARKING SPACES ALONG THAT NORTHWESTERN ELEVATION OF THE BUILDING.

THERE ARE NO OTHER CHANGES PROPOSED AS PART OF THIS CORPORATE CAMPUS TO SITE LAYOUT, ACCESS, SIGNAGE OR OTHERWISE.

WE'VE GOT A COUPLE OF LOOKS AT THE ELEVATIONS.

THE ELEVATIONS WILL MATCH WHAT IS CURRENTLY BUILDING A WITH EXCEPTION.

WE WON'T HAVE A LARGE ATRIUM FACING HIGHWAY 121.

MATERIALITY WILL BE THE SAME, HEIGHTS WILL BE THE SAME.

IT'LL IT'LL BE ALMOST A 1 TO 1.

AND THEN WE WILL HAVE A SMALL BUILDING CONNECTOR THAT CONNECTS BUILDING B TO BUILDING A.

This request is specifically to allow a 575 square foot building expansion along the west building elevation, and to demolish the existing Pre-Owned Sales building, replacing it with paving for additional parking with new landscaping and site lighting. The subject property is located at 2601 William D. Tate Avenue and is currently zoned “PID”, Planned Industrial Development District.]

ERICA MAROHNIC. THIS IS A REQUEST TO AMEND THE PREVIOUSLY APPROVED SITE PLAN OF CONDITIONAL USE 0808 FOR A PLANNED COMMERCIAL CENTER FOR AN AUTOMOTIVE DEALERSHIP WITH THE SALES AND REPAIR OF NEW AND USED VEHICLE VEHICLES.

THIS REQUEST IS SPECIFICALLY TO ALLOW A 575 SQUARE FOOT BUILDING EXPANSION ALONG THE WEST BUILDING ELEVATION.

THEY'RE ALSO PLANNING TO DEMOLISH AN EXISTING PRE OWNED SALES BUILDING AND REPLACING IT WITH PAVING FOR ADDITIONAL PARKING, NEW LANDSCAPING AND SITE LIGHTING.

ONCE THIS EXPANSION IS COMPLETE, THEY WILL ALSO DEMOLISH THE EXISTING 9200 SQUARE FOOT PRE-OWNED SALES BUILDING ADJACENT TO THE WEST, BUILDING ELEVATION TO CREATE 39 ADDITIONAL PARKING SPACES.

THE SITE HAS 803 PARKING SPACES TOTAL.

NO OTHER CHANGES ARE PROPOSED AT THIS TIME TO SITE CONFIGURATION OR BUILDING ELEVATIONS.

SO THE FIRST SLIDE HERE IS OUR SITE PLAN.

AS WE GO THROUGH, THERE ARE FOUR DIFFERENT AREAS THAT WE'RE GOING TO LOOK AT.

THE FIRST AREA IS A SMALL ADDITION FOR A CHRYSLER ENTRY.

THE SECOND IS FOR THE JEEP ENTRY.

THIRD IS THE SMALL OFFICE ADDITION, AND THE FOURTH IS THE AREA OF THE OWNED BUILDING THAT WILL BE DEMOLISHED AND REPLACED WITH PARKING AND LANDSCAPING.

THE FIRST AREA IS THIS NEW GRAPEVINE ENTRY FOR THE CHRYSLER DODGE EXCUSE ME, AND RAM SHOWROOM.

THIS AREA IS ONLY USED FOR ENTRY INTO THE BUILDING AS THERE'S CURRENTLY NOT AN ENTRY ON THAT SIDE.

AND I SHOULD ALSO MENTION THAT THAT AREA OF THE BUILDING WILL BE INCREASING IN HEIGHT FROM 19FT 4IN TO 26FT, FOUR INCHES.

SO THIS WILL BE AN ENTRY DEDICATED TO THE JEEP SHOWROOM OF THE FACILITY.

THIRD AREA IS A NEW OFFICE AREA.

CURRENTLY, THIS IS A KIND OF WATER COLLECTION AREA, SO THEY'RE PROPOSING TO ENCLOSE IT AND ADD ADDITIONAL SQUARE FOOTAGE TO THE INSIDE OF THE BUILDING.

ALL MATERIALS WILL MATCH WHAT IS PROPOSED FOR THE NEW FACILITY.

AND THE FINAL AREA IS THAT EXPANDED PARKING.

I KNOW INITIALLY THERE WERE SOME CONCERNS ABOUT THE AMOUNT OF EMPLOYEE PARKING ON THE SITE.

WE ARE ADDING WE ARE RECONFIGURING 29 PARKING SPACES THAT ARE CURRENTLY ON THE SITE AND ADDING AN ADDITIONAL 39 SPACES.

THIS WILL GIVE EMPLOYEES 134 SPACES ON THE SITE, WHICH ACCOUNTS FOR EVERY EMPLOYEE IN THE FACILITY.

AND I DISCUSSED THE OVERNIGHT PARKING OF 18 WHEELERS WITH HIM BECAUSE THE TRADE GROUP THAT'S OUT THERE, YOUR NEIGHBOR TO THE EAST, HAS SET THE BAR VERY HIGH.

WHEN THEY DEVELOP THEIR PROPERTY AND THERE IS NO OUTSIDE PARKING OF 18 WHEELERS.

THE PROPERTY THAT WAS OWNED TO THE NORTH HAD THAT SAME RESTRICTION PUT ON IT AND THE SALES CONTRACT.

AND SO IT WILL LOOK AND HAVE A VERY NICE APPEARANCE TO THAT'S WHY IT IS OF INTEREST APPARENTLY TO THE PLANNING AND ZONING COMMISSION AND CERTAINLY TO ME THAT WE MAINTAIN THAT STANDARD OUT THERE.

I WANTED TO SHOW THESE EXISTING CONDITIONS BECAUSE THIS IS A GEM THAT MANY CITIES DO NOT HAVE THE OPPORTUNITY TO PROTECT.

SO 2017 WHEN THIS WAS INITIALLY DISCUSSED AND THIS WAS SOME OF THE CONCEPTS AND PORTIONS THAT COULD HAVE BEEN INCLUDED IN IT, IT KIND OF GIVES YOU A LAYOUT OF THE POND WITH SOME OF THE EXISTING STRUCTURES AND SOME OF THE FUTURE STRUCTURES.

BUT THIS REALLY HIGHLIGHTS IN AND SHOWS YOU WHAT THE FULLY DEVELOPED PARK COULD LOOK LIKE.

YOU WILL END UP SEEING IN PHASE ONE, A 24 BY 20 STRUCTURE PAVILION STRUCTURE, WHICH WILL BE USED FOR RENTALS, FOR PICNICS, FOR EDUCATION.

AND YOU ALSO SEE AN EXAMPLE OF THE RESTROOM FACILITY, WHICH, AS I SAID, WILL BE HEATED AND AIR CONDITIONED.
