This request is specifically to allow a baseball training facility inside the existing City Council February 21, 2023 Page 2 Stacy Furniture warehouse building. The subject property is located at 1900 South Main Street and is currently zoned “CC”, Community Commercial District. The applicant has requested to withdraw this item. ]

This request is specifically to add two metal storage containers for the purpose of storing new parts and landscape equipment for on- and off-site Walmart facility management. The subject property is located at 1601 West State Highway 114 and is currently zoned “CC”, Community Commercial District. ]

THE SUBJECT SITE IS LOCATED ON THE NORTH SIDE OF STATE HIGHWAY 26 IRA E WOODS AVENUE, APPROXIMATELY 915 FEET WEST OF STATE HIGHWAY 114 AND IS PRESENTLY ZONED CC, COMMUNITY COMMERCIAL DISTRICT.

THE SITE FEATURES AN EXISTING WAL MART SUPERSTORE, WHICH HAS PREVIOUS APPROVALS INCLUDING AUTOMOTIVE REPAIR FACILITY, GASOLINE SALES IN THE POSSESSION

STORAGE, RETAIL SALE OF OFF PREMISE CONSUMPTION OF ALCOHOLIC BEVERAGES IN CONJUNCTION WITH THE RETAIL STORE.

THIS REQUEST IS SPECIFICALLY TO ADD TWO PERMANENT METAL SHIPPING CONTAINERS EACH EIGHT FEET TALL BY 40 FEET LONG BY EIGHT FEET WIDE, AND SPACE DESIGNATED FOR TWO PICKUP TRUCKS WITH STANDARD LANDSCAPING TRAILERS.

ONE OF THE PROPOSED SHIPPING CONTAINERS WOULD BE DESIGNATED FOR THE STORAGE OF LANDSCAPE MAINTENANCE EQUIPMENT FOR ON AND OFF SITE WAL MART FACILITY MANAGEMENT, WHILE THE OTHER CONTAINER WOULD BE USED FOR STORE TO STORE PARTS FOR THE ROUTINE MAINTENANCE OF THE WAL MART STORE REFRIGERATION EQUIPMENT.

THE OUTDOOR STORAGE AREA IS PROPOSED TO BE APPROXIMATELY 44,900 SQUARE FEET IN SIZE AND IS ADJACENT TO THE STORE'S SOUTHERN BUILDING ELEVATION NEXT TO THE DALLAS AREA. RAPID TRANSIT RIGHT OF WAY 817 PARKING SPACES ARE REQUIRED.

THERE ARE CURRENTLY 983 PARKING SPACES ON SITE IN ORDER TO ACCOMMODATE THIS PROPOSED OUTDOOR STORAGE AREA, THEY WOULD REDUCE THE NUMBER OF PARKING SPACES BY 20.

THE 4900 SQUARE FOOT OUTSIDE STORAGE AREA WOULD BE ENCOMPASSED BY AND SCREENED BY AN EIGHT FOOT TALL WOOD PRIVACY FENCE.

NO OTHER CHANGES ARE PROPOSED TO THE SITE IN REGARDS TO PARKING ACCESS OR SIGNAGE.

I DON'T HAVE MUCH TO ADD TO WHAT ERICA PRESENTED OTHER THAN THIS WILL BE USED FOR MAINTENANCE, THE REFRIGERATION EQUIPMENT FOR THIS STORE, AS WELL AS SOME OF THE SURROUNDING WAL-MART STORES IN THE AREA, BUT WILL BE USED BY WAL MART PERSONNEL ONLY.

AND HERE TO ANSWER ANY QUESTIONS YOU ALL MAY HAVE, QUESTIONS CAN YOU TELL ME THE THE HEIGHT OF THE TRUCK AND THE CAB AND THE BOX THAT YOU HAVE ON IT THAT YOU HAVE IN OUR DRAWING BECAUSE YOU GIVE LENGTH, DO YOU DID NOT TELL HEIGHT? YES, MA'AM. SO THE BOX TRUCK THAT WILL BE USED TO TAKE PARTS AND EQUIPMENT TO OTHER STORES IS A BOX TRUCK THAT CAN RANGE SOMEWHERE BETWEEN 7.5-8.5 FOOT TALL. SO FROM THE GROUND, CORRECT.

FROM GROUND TO THE TOP OF THE BOX WILL NOT BE MORE THAN EIGHT FEET.

EIGHT AND A HALF FEET. WELL, THE DRAWING NEEDS TO SHOW THAT THAT'S PART OF THE IF THAT'S WHAT YOU SAY IT'S GOING TO BE.

GOT A QUESTION, MAN.

SO THE FENCE AROUND THAT IS GOING TO BE EIGHT FEET? THAT'S CORRECT. SO IT LOOKS LIKE WITH WHAT YOU JUST SAID, THEN THE TOP OF THE TRUCK IS GOING TO SHOW OVER THE FENCE OF THE OF THE.

SO WHAT TYPE OF THINGS ARE THEY PLANNING TO STORE THERE? YES. SO INSIDE THE STORAGE CONTAINERS THAT WILL BE WITHIN THAT 4900 SQUARE FOOT AREA.

ONE OF THE CONTAINERS WILL BE USED FOR LANDSCAPING, MAINTENANCE, LAWN MOWERS, DIFFERENT LAWN MAINTENANCE MATERIAL.

AND THEN THE OTHER WILL BE FOR REFRIGERATION EQUIPMENT THAT THEY MIGHT NEED TO SERVICE THE REFRIGERATION UNITS WITHIN THE STORE.

RIGHT. BUT THE APPLICATION SAYS 4900 SQUARE FEET OF OUTDOOR STORAGE, WHICH IS BIGGER THAN THOSE TWO CONTAINERS.

SO THERE MUST BE OTHER ITEMS THAT ARE SUPPOSED TO BE EXPOSED OUT THERE, I WOULD ASSUME, AND YOU MAY NOT YOU MAY NOT KNOW, SINCE THERE'S NO ONE HERE FROM WAL-MART, BUT IT'S A 4900 SQUARE FEET, A BIG AMOUNT OF SPACE.

I UNDERSTAND. AND I CAN'T SPEAK TO IF THEY INTEND TO STORE ANYTHING ELSE.

PART OF THE AREA, THOUGH, IS SO THAT THEY CAN PULL THE TRUCKS AND TRAILERS WITHIN THAT AREA AS WELL AND LOAD ONTO THOSE.

BUT THE TWO TRAILERS ARE JUST 640 SQUARE FEET.

SO THAT'S WHAT I MEAN, YOU KNOW, JUST A LITTLE OVER 10%.

SO THEN IT'S LIKE, WHAT'S GOING ON WITH THE REST? I UNDERSTAND THERE ARE A LOT OF WHAT APPEARS TO BE RUBBISH AND TRASH OUT THERE IN THAT AREA.

IT'S PRETTY UNSIGHTLY BACK THERE.

THE PROPOSED PROJECT IS THE RECONSTRUCTION OF THE 700 BLOCK OF FORREST STREET AND THE 1200 BLOCK OF LIPSCOMB STREET IMMEDIATELY WEST OF LUCAS DRIVE.

THIS PROJECT IS DIRECTLY ADJACENT TO 13 EXISTING RESIDENTIAL HOMES, AS WELL AS A MOBILE HOME PARK.

THE PROJECT WILL INCLUDE RECONSTRUCTING 870 LINEAR FEET OF 30 FOOT WIDE FACE TO FACE ASPHALT ROAD WITH CONCRETE, CARBON GUTTER SIDEWALKS, DRIVE APPROACHES, DRAINAGE INLETS AS WELL AS NEEDED SANITARY SEWER AND WATER IMPROVEMENTS.

THERE'S ALSO A PROPOSED SMALL TURNAROUND TO BE CONSTRUCTED AT THE END OF THE STREET TO AID VEHICLES MANEUVERING AT THE END OF THE EXISTING DEAD END.

THE ANTICIPATED COST OF THE PROJECT WITH ENGINEERING IS 1,322,500.

OF THIS TOTAL, WE EXPECT 175,000 TO BE FUNDED THROUGH THE CDBG PROGRAM.

ENGINEERING COSTS ARE EXPECTED TO BE ABOUT 170,000, WITH THE CITY NEEDING TO FUND ALL COSTS THAT EXCEED THIS AMOUNT OF THE GRANT FUND.

WE ESTIMATE THE CITY MATCHING FUNDS WILL WILL BE 1,147,500 AND ANTICIPATE CONSTRUCTION WILL BEGIN LATER THIS YEAR.

BUT WE'VE JUST USING THAT AS AN OPPORTUNITY TO REPLACE SOME OLD INFRASTRUCTURE THAT IT'D BE BETTER TO HAVE DONE BEFORE THE STREET GETS FIXED.

THIS IS THE FIRM THAT WE USED IN OUR RECENT BOND PROGRAM FOR THE DESIGN OF FIRE STATIONS ONE THROUGH FOUR.

AS YOU KNOW, THE TORNADO OF DECEMBER 13TH LAST YEAR CAUSED SIGNIFICANT DAMAGE TO THE CITY'S MAIN SERVICE CENTER.

STRUCTURAL ENGINEERS FROM BOTH THE CITY AND TRAVELERS HAVE DETERMINED THE SHELL OF THE BUILDING IS STRUCTURALLY SOUND.

HOWEVER, THE ENTIRE ROOF MUST BE REPLACED, AND THAT IS OUR KEY FOCUS AT THIS TIME.

WE EXPECT TO HAVE THE NEW ROOF ON BY THE END OF MARCH OF THIS YEAR.

MUCH OF THE INTERIOR SPACE IS DAMAGED BEYOND REPAIR BY WIND AND RAIN ENTERING THE BUILDING.

WE ARE MEETING WITH ALL WORK GROUPS THAT OCCUPY THE SERVICE CENTER TO MAKE SURE WHAT GETS BUILT BACK MEETS OUR CURRENT NEEDS.

I WOULD NOTE THAT UPGRADING THE BUILDING TO THE CURRENT BUILDING CODES SUCH AS ADA COMPLIANCE AND INSULATION REQUIREMENTS WILL BE PART OF THE INSURANCE CLAIM.

AND SO WE WERE ABLE TO ASK SOME QUESTIONS IN REGARD TO THIS CASE AND FOUND OUT PART OF THE REASON YOU ASK ABOUT THE CONTAINERS OUT THERE THAT HE WAS HERE EARLIER AND ASKING YOU TO GET A PERMIT TO DO THAT, HE WAS GIVEN A PERMIT.

HE PUT CONTAINERS AND A FENCE UP.

THEY FOUND OUT LATER THAT THAT WASN'T CORRECT.

HE HAD TO DO THIS PROCESS.

AND SO THEY TOOK THE FENCE DOWN.

BUT THE CONTAINERS ARE STILL THERE.

SO THAT'S PROBABLY WHY THE CONTAINERS EXIST.

AND HE ASSURED US THAT THE ONLY THING OUTSIDE STORAGE WAS WOULD BE IN REGARD TO LANDSCAPE, THINGS LIKE MULCH ON PALLETS AND SO FORTH, AND THERE WOULDN'T BE ANYTHING ELSE OUT THERE AND THAT THE TRUCK WAS NOT LIKE THE DESCRIPTION IN THE PLAN, IT'S NOT A BOX TRUCK THAT WOULD BE PICKUPS WITH FLATBED TRAILERS LIKE NORMAL LANDSCAPE GROUPS USE.

AND SO WE WENT THROUGH THAT PROCESS AND THINGS AND WE VOTED TO APPROVE THE REQUEST WITH THE CONDITION THAT NOTHING COULD EXCEED OR EXTEND OVER THE EIGHT FOOT FENCE IN THE BACK AND THAT IT WAS ALL RESTRICTED TO LANDSCAPE AND MAINTENANCE MATERIAL AND SO FORTH.

AND ON THE OUTSIDE IT COULD BE PUT ON PALLETS AND THERE WOULDN'T BE ANY RACKS OUT THERE TO ELEVATE THOSE AND THINGS LIKE THAT.

SO WE APPROVED IT SEVEN ZERO.

I THINK THAT'S VERY REASONABLE.
