WE BEGAN WITH A JOINT MEETING BETWEEN THE PLANNING COMMISSION AND THE COUNCIL.

MAYOR PRO TEM, MEMBERS OF THE CITY COUNCIL AND THE PLANNING AND ZONING COMMISSION.

THIS REQUEST BEFORE YOU THIS EVENING FOR A CONDITIONAL USE PERMIT IS FOR A NEW MONUMENT SIGN WITH CHANGEABLE COPY EXCEEDING 30% OF THE GROSS SURFACE AREA OF THE SIGN AT THE SITE.

LOCATED AT 815 SOUTH MAIN STREET.

THE SIGN IS PROPOSED WITHIN AN EXISTING LANDSCAPE PLAZA ADJACENT TO EAST DALLAS ROAD.

THE PROPOSED SIGN WILL BE SIX FEET TALL AND TEN FEET WIDE FOR A TOTAL SIGN AREA OF 60 SQUARE FEET, OF WHICH THE COPY CHANGEABLE COPY IS APPROXIMATELY 30.6 SQUARE FEET OR 51% OF THE GROSS SURFACE AREA OF THE SIGN.

THE ZONING ORDINANCE ALLOWS THROUGH THE CONDITIONAL USE REQUEST PROCESS FOR COUNCIL AND THE PLANNING AND ZONING COMMISSION TO APPROVE AN INCREASE IN CHANGEABLE COPY, AND WITH

Conditional Use Permit CU22-49 (Grapevine Main Monument Sign) – City Council and Planning and Zoning Commission to conduct a public hearing relative to an application submitted by Tina Newton requesting to conditional use permit to amend the previously approved site plan for CU17-20 (Ordinance No. 2017-070) to allow a 121-room hotel, retail sales and on- and off- premise consumption of alcoholic beverages (beer, wine and mixed beverages) in conjunction with a hotel and restaurants. This request is specifically to add a monument sign with changeable copy exceeding 30% of the gross surface area of the sign. The property is currently zoned “GU”, Government Use District and is located at 815 South Main Street.]

THIS REQUEST IT WOULD BE FROM A 30% MAXIMUM TO APPROXIMATELY 51% MAXIMUM.

THE SIGN IS ALSO PROPOSED APPROXIMATELY TWO FEET FROM THE SOUTHERN PROPERTY LINE ADJACENT TO THE EAST ELLIS ROAD FRONTAGE.

TO SUMMARIZE, IT'S THE FINAL SIGN AS PART OF THE ORIGINAL PROJECT, IN LIEU OF THE STATIC SIGN, WE'RE PROPOSING THE SPLIT FLAP SIGN, WHICH IS A VIDEO SIGN, THE VARIANCE FROM 30 TO 50%, AND AGAIN, IT IS A VIDEO WALL, BUT IT WILL APPEAR LIKE A SPLIT FLAP OR LIKE THE OLD RAILROAD STATION SIGNS THAT FLIP THROUGH, AND I WILL SHOW YOU A DEMONSTRATION, BUT BEFORE THAT, THIS IS THE LOCATION, JUST KIND OF AN ARTIST RENDERING AND PUTTING IT ON DALLAS ROAD.

UNDER THE DIRECTION OF THE CORPS OF ENGINEERS [INAUDIBLE]

[5. Mayor Tate to present a proclamation recognizing the 75th anniversary of the groundbreaking of Lake Grapevine.]

FOR DRINKING WATER OF SEVERAL CITIES, INCLUDING GRAPEVINE.

THE LAKE WAS PLANNED IN THE 1930S AND WAS SURVEYED IN THE LATE 1930S, BUT ITS CONSTRUCTION WAS DELAYED DUE TO WORLD WAR TWO.

THE FEDERAL GOVERNMENT ACQUIRED 15,700 ACRES FOR THE LAKE AND THE CITIES OF DALLAS UNIVERSITY PARK, HIGHLAND PARK AND GRAPEVINE CONTRIBUTED FUNDING FOR THE PROJECT IN RETURN FOR WATER RIGHTS.

CONSTRUCTION ON THE LAKE AND THE DAM BEGAN IN JANUARY OF 1948.

THE GROUNDBREAKING CEREMONY TOOK PLACE ON THE SOUTH SIDE OF THE GROVE OF TREES AT OAK GROVE BASEBALL FIELDS, WHERE THE UNPAVED, OVERFLOWING PARKING LOT IS TODAY.

DIGNITARIES FROM DALLAS, THE PARK CITY'S GRAPEVINE AND THE CORPS OF ENGINEERS WERE PRESENT.

MR. BILL MILLIGAN WAS A GRAPEVINE BLACKSMITH WHO CRAFTED A THREE HANDLE SHOVEL FOR THIS SPECIAL OCCASION.

THAT SHOVEL IS NOW ON DISPLAY IN OUR HISTORIC MUSEUM.

MAYOR GORDON TATE MADE A PORTABLE SPEAKER PLATFORM OUT OF A TUBE OF LUMBER AND COVERED IT WITH BLACK RUBBER MATTING LIKE THEY WERE USED IN THE AISLES OF HISTORIC MAIN STREET STORES DURING THAT TIME.

THE GROUNDBREAKING EVENT WAS AN OPPORTUNITY TO DEMONSTRATE THE IMPORTANT ROLE OF THE EXCAVATORS IN THE DAM'S CONSTRUCTION.

AS A PART OF THE CEREMONY, THREE EXCAVATORS FIRED UP WITH BLACK SMOKE POURING OUT OF THEIR PIPES, SCOOPED UP LOADS OF DIRT AND DEPOSITED THEM ELSEWHERE TO SHOW THE ATTENDEES JUST HOW THE DAM WOULD BE BUILT.

SEVERAL OF THESE MACHINES WERE USED TO BUILD THE DAM.

THEY WOULD LOAD UP A DEPOSIT OF DIRT AND SPREAD IT OUT ALONG THE DAM THAT WOULD THEN BE WATERED DOWN WITH WATER TRUCKS AND THEN ROLLED WITH HEAVY ROLLER COMPACTORS IN ORDER TO MAKE IT STABLE.

WE WERE IN HISTORIC DROUGHT AT THE TIME AND IT WAS PREDICTED TO TAKE FIVE YEARS FOR THE LAKE TO FILL UP.

HOWEVER, THE AMOUNT OF RAINFALL DURING THESE YEARS HELPED FILL THE LAKE SO FAST THERE WAS NOT ENOUGH TIME TO RETRIEVE THE MACHINERY AND HELP CREATE THE LAKE, WHICH MUCH OF THE MACHINE OR SOME OF THEM ARE MACHINERY, STILL IS AT THE BOTTOM OF THE LAKE TODAY.

A CONSERVATION LEVEL.

THIS MANMADE LIGHT COVERS 7200 ACRES WITH 60 MILES OF SHORELINE AND CHANGING, AND IT CHANGED OUR COMMUNITY FOREVER.

THE LAKE BRINGS AS MANY AS 6 MILLION VISITORS ANNUALLY, OR AT LEAST IT DID IN THE BEGINNING.

IT'S MORE LIKE 2 MILLION TODAY, I THINK, TO PARTICIPATE IN ITS ACTIVITIES AND HAD A DISTINCT INFLUENCE ON THE DEVELOPMENT OF OUR CITY.

SO AS OUR MAYOR, I'M HONORED TO CELEBRATE THE 75TH ANNIVERSARY OF THE GROUNDBREAKING OF LAKE GRAPEVINE DAM AND CALL UPON OUR CITIZENS TO RECOGNIZE THE SIGNIFICANCE OF LAKE AND ITS CONTRIBUTIONS TO OUR WONDERFUL COMMUNITY.

CARE, THESE STANDARDS MUST BE REVIEWED ANNUALLY AND BROUGHT TO THE CITY COUNCIL FOR APPROVAL FOLLOWING A PUBLIC HEARING TO PASS AN ORDINANCE REGARDING SECTION 42.041(B)(14) OF THE TEXAS HUMAN RESOURCES CODE.

OUR STANDARDS RELATE SPECIFICALLY TO DAY CAMPS OFFERED FOR AGES 5 TO 13 AT VARIOUS FACILITIES THAT ARE MANAGED BY THE PARKS AND RECREATION DEPARTMENT, AS WELL AS IT ALSO INCLUDES MANY OF OUR PARTNER ORGANIZATIONS, SUCH AS THE LIBRARY [INAUDIBLE] AND THE GOLF DEPARTMENT PATRONS RECEIVE A COPY OF THE APPROVED STANDARDS UPON REGISTRATION FOR ANY OF THE DAY CAMPS.

WE PROVIDE A GRAPEVINE PARKS AND RECREATION DEPARTMENT IS PROUD TO SAY THAT THE DEPARTMENT, AS WELL AS ALL OF OUR PARTNERS, EXCEED ALL OF THE REQUIREMENTS AS SPECIFIED IN THE YOUTH PROGRAM STANDARDS OF CARE AND THE STAFF TRAINING THAT WE PROVIDE TO ALL OF OUR CAMP COUNSELORS HELPS US TO MAKE SURE THAT ALL OF THE CRITERIA AND ALL OF THE STANDARDS ARE MET THROUGH ALL OF THE STAFF THAT DO SUPERVISE THE CHILDREN THROUGHOUT THE COURSE OF THE DIFFERENT CAMPS THAT ARE OFFERED.

LOOKING INTO THE BUDGET THAT THEY WILL ADOPT ON TOP OF THAT, THEY HAVE $188 BILLION DOLLARS FOR GENERAL SPENDING, WHICH IS 26% INCREASE FROM THE PREVIOUS BIENNIUM.

I KNOW NUMBER 11 ON YOUR AGENDA TONIGHT IS TO AUTHORIZE EMERGENCY REPAIRS TO UTILITY FACILITIES THAT WERE DAMAGED IN THE SAME STORM THAT GENERATED THE TORNADO LAST MONTH.

ALL THESE DAMAGED FACILITIES ARE IN CREEK CHANNELS CONSISTING OF A WATER AND SANITARY SEWER LINE CROSSING ALONG DENTON CREEK AND THREE SANITARY SEWER LINES ACROSS BIG BEAR CREEK IN THE SOUTH.

AS YOU CAN SEE ON THE MAP.

THE FIRST IS A 12 INCH WATERLINE THAT RUPTURED INTO DENTON CREEK BED ALONG 2499.

THIS IS ONE OF TWO WATER LINES THAT FEED THE FAR NORTH PART OF THE CITY.

THE REPAIR WILL CONSIST OF A NEW LINE THAT WOULD BE BORED WELL BENEATH THE FLOW LINE OF THE CREEK.

THE OTHER FOUR LINES ARE AERIAL SEWER CROSSINGS.

Consider contracts for emergency repairs to aerial water and sanitary sewer crossings with engineer, Brinkley & Barfield, Inc.; bypass pumping contractor, United Rental; general contractor, Wright Construction Company; and Ordinance 2023-002 to appropriate funds. ALTHOUGH THE DAMAGE VARIES, THE IMAGE SHOWN IS REPRESENTATIVE OF THE CONDITION OF THESE LINES.

ARROW CROSSINGS ARE USUALLY DAMAGED WHEN DEBRIS AND RAIN EVENTS KNOCK OUT THE PIER FOUNDATIONS OR BREAK THE PIPES APART AT A JOINT.

THE PROPOSED REPAIR LOOKS SIMILAR TO THIS IMAGE THAT WAS COMPLETE IN 2017.

THE NEW ARROW CROSSINGS WILL BE SET ON TWO DRILLED SHAFTS, APPROXIMATELY 30 FEET DEEP, LOCATED ON EITHER SIDE OF THE CHANNEL BANK.

IN ADDITION, THE NEW SEWER WILL BE PROTECTED BY A STEEL CASING OUTER PIPE.

THREE OF THE MENTIONED SEWER LINES WILL BE REPAIRED IN A SIMILAR FASHION TO THIS ONE, AND THE FOURTH LINE, WHICH IS SHOWN HERE, IS CURRENTLY STRUCTURALLY SOUND.

OVER THE BANK HAS EXPERIENCED EROSION AND AROUND THE FOUNDATIONS AND THE BANKS MUST BE ARMORED AS SOON AS POSSIBLE.

STAFF HAS RETAINED BRINKLEY AND BARFIELD FOR THE CENTER'S SEWER STRUCTURAL DESIGN.

RANGE LINE UTILITY SERVICES WILL PROVIDE THE WATERLINE REPAIR AND RECONSTRUCTION WILL MAKE SENSE FOR SEWER REPAIRS.
